AMENDMENT TO THE 2017-18 CDBG/HOME ANNUAL ACTION PLAN ALLOWING THE MODIFICATION OF THE CITY’S EXISTING RESIDENTIAL REHABILITATION ASSISTANCE PROGRAM AND ADDI NG A HOUSING RENTAL ASSISTANCE PROGRAM; AND, OPEN THE PUBLIC COMMENT PERIOD FOR THE 2018-19 ANNUAL ACTION PLAN: Community Development. LAKEWOOD BOULEVARD IMPROVEMENT PROJECT, PHASE 3C: APPROVE PLANS AND SPECIFICATIONS; AUTHORIZE SOLICITATION FOR BIDS; AND, AUTHORIZE PROCUREMENT OF THE CITY-FURNISHED MATERIAL (CASH CONTRACT NO. 632-3C): Public Works. 5. APPROVE MEASURE M LOCAL RETURN ASSURANCES AND UNDERSTANDING AGREEMENT AND RELATED DOCUMENTS PERTAINING TO THE RECEIPT AND USE OF MEASURE M LOCAL RETURN FUNDS: Public Works. ADOPT RESOLUTION NO. 18-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING THE CITY MANAGER TO EXECUTE MEASURE M LOCAL RETURN ASSURANCES AND UNDERSTANDING AGREEMENT AND RELATED DOCUMENTS PERTAINING TO THE RECEIPT AND USE OF MEASURE M LOCAL RETURN FUNDS. 3 8. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH R3 CONSULTING GROUP, INC. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH VISION INTERNET FOR WEBSITE CONSULTING, DESIGN AND HOSTING SERVICES, AND APPROPRIATE $39,780 FROM THE 2017-2018 GENERAL FUND FOR THIS PURPOSE: Administration. 12. ADOPT RESOLUTION NO. 18-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING TRACT MAP NO. 74567 AND AGREEMENT WITH THE DEVELOPER FOR CONSTRUCTION OF SUBDIVISION PUBLIC IMPROVEMENTS: Public Works. 13. ADOPT THE 2018 LEGISLATIVE PLATFORM AND AUTHORIZE THE MAYOR (OR MAYOR PRO TEM IN THE MAYOR’S ABSENCE) TO SIGN POLICY AND POSITION LETTERS WITHIN THE GUIDELINES OF THE PLATFORM: Administration. 23.
