On November 14, 2017, the Council adopted Resolution No. 17-7757, which provided notice to ICRMA of the City's intent to withdraw its membership in the risk pool. This action was requested because the deadline for withdrawal occurred before the City's due diligence analysis of insurance and risk management services was expected to be complete. The City must rescind the Resolution if it wishes to continue its membership in ICRMA. The Council subcommittee determined that additional research is necessary to identify additional risk pool options, and directed that the City staff continue to research available risk pool options for the City. In the meantime, it was recommended that the City of Downey continue its membership in ICRMA. In order to continue its membership in ICRMA, the Council is requested to adopt the attached resolution (Exhibit A) which will rescind the Council's previously -adopted Resolution No. 17- 7757 which noticed the City's intent to withdraw from ICRMA. The rescindment means that the City will continue to be a member of ICRMA when its membership period renews on July 1, 2018. FISCAL IMPACT There is no fiscal impact to adopting the resolution rescinding the notice of withdrawal from ICRMA. The General Fund budget includes funding for risk management services. I-, V i F -M.9 T F4 T, 11111111 [fiffel7a • 1 • fliel a 9: IZE" I WK40111• • Ii • 0 J. 9461 • WHEREAS, the Independent Cities RiskManagement Authority (ICRMA) provides variety of pooled insurance products to its member cities; and WHEREAS, the City of Downey is currently an ICRMA Governing Board Member and participates in various ICRMA insurance programs; and WHEREAS, the Joint Exercise of Powers Agreement for Insurance and Risk Management Purposes and the By-laws of the ICRMA establish the guidelines for participation in the insurance and other related programs offered by ICRMA and further provide the process for withdrawal from the ICRMA; and WHEREAS, on November 14, 2017, the City Council previously adopted a resolution providing notice of the City's intent to withdraw from ICRMA, which noted that the City Council may rescind the resolution pending the outcome of the City's due diligence analysis of its insurance program options; and WHEREAS, the City of Downey\wishes to rescind Resolution No. 17-7757 adopted on November 14, 2017, which had noticed the City's intent to withdraw from ICRMA. RESOLVENOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOEI HEREBY • • SECTION 1. The City rescinds Resolution No. 17-7757 adopted on November 14, 2017, and will continue as a member of the Independent Cities Risk Management Authority when its membership period is renewed at 12:00 a.m. on July 1, 2018. SECTION' 2. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 23rd day of January, 2018.
