As part of a summer enrichment program, the Downey Unified School District will offer their fourth free summer learning program, STEAMWORKS, for school age youth. The summer program will be offered at two elementary schools and one middle school to be determined by DUSD, Each site will have 15 part time employees that will serve 300 students, who will be selected by the District. The City is responsible for the after school enrichment activities from 11:30 am — 3:00 pm. The District is fostering English language learners who receive free lunch. Studies show that children, especially those from socially and economically disadvantaged fames, fall behind dramatically in many academic areas during the summer. When they return back to school in the fall there is an achievement gap between them and their middle-income peers. The gap widens and the students fall behind at each grade level. By fifth grade, the students could potentially fall behind two and a half to three years. The goal of STEAMWORKS is to prevent summer learning loss for these students. STEAM WORKS SUMMER PROGRAM JANUARY 23, 2018 school program sites in a collaborative effort with the District since January 2001. The City would be responsible for the after school enrichment activities from 11:30 am — 3:00 pm. Both entities will work together in the lesson planning stages to ensure uniformity and alignment with the same theme. Offering a variety of subjects that are fun and engaging to provide a well- rounded program and help support the whole child. All District and City staff will incorporate STEAM activities that incorporate the common core state standards. Modeled after ASPIRE, the City will provide twelve instructional aides (1:25 ratio) and two Site Directors per site. In addition, the Program Supervisor and Program Coordinators will be involved during the planning process and oversee the operations during the program. Existing ASPIRE staff are expected to be available to work the summer program. However, taking into consideration the hour restrictions of City staff weekly and annually, it is anticipated that the City will need to hire approximately 30 Instructional Aides to support the summer program schedule. It is expected that some of the new staff could also work in ASPIRE's regular school year program, therefore, reducing the number of new hires needed for the fall. FISCAL IMPACT Per the Memorandum of Understanding between the City of Downey and the Downey Unified School District the District will reimburse the City for program costs, estimated at $277,028. Funds will be assigned to account number 104339 and no general funds will be utilized, 2 11WIFIRTIMETTIMPM -• JANUARY 23, 2018 ATTACHMENTS Attachment A Memorandum of Understanding• s between the Downey Unified School District and The Cityr Downey for "STEAM (Science, Technology, Engineering, Arts, and Math) Works." 91 MEMORANDUM OF i r IY AND BETWEEN THE DOWNEY UNIFIED SCHOOL DISTRICT THE CITY OF DOWDOWNEY FOR THE f18 STEAMWORKS SUMMER ENRICHMENT PROGRAM This Memorandum of Understanding (MOU) is entered into by the Downey Unified School District (DUSD) and the City of Downey (CITY) collectively referred to herein as the "Parties", on this 1st day of January, 2018 for the development and administration of the 2018 STEAMWORKS Summer Enrichment Program for DUSD students. DUSD and CITY shall develop and administer the 2018 STEAMWORKS Summer Enrichment Program ("Program") to take place at designated DUSD school facilities from June 11, 2018 through July 6, 2018. To that end, the Parties agree as follows: The DUSD agrees to: • Allocate at least three (3) school facilities ("Program Sites") for the Program. Each school facility shall make available one classroom per student group of 20, and permit access and use of the cafeteria, playground, sports field, and restrooms. • Provide custodial and nurse services at the Program Sites.- • Provide a daily lunch at the Program Sites. • Coordinate and facilitate a planning meeting starting January 2018 to prepare for the Program. • Assign principals at the Program Sites to provide supervision, and to monitor and work closely with the staff. • Arrange a meeting with assigned principals and Program staff at each Program Site no later than one week prior to Program start date. • Collaborate with CITY staff to jointly publish a parent handbook/Program guidelines. • Collaborate with CITY staff to establish a unified discipline and late pick- up policy. • Utilize the CITY's registration form in conjunction with the DUSD's registration form. Copies of all student registrations are to be made available to CITY staff by May 25, 2018. • Facilitate a registration process with the expectation of enrolling the optimum number of students at each site by June 1, 2018. • Pay Program costs including CITY personnel costs and materials not to exceed $274,620. The CITY agrees to: • Collaborate with DUSD staff to develop an enriching summer after-school program for DUSD students. • Provide and assign CITY staff to the three (3) Program Sites as designated by DUSD from 11:15 a.m.-3:00 p.m., Monday -Friday, for the period June 11, 2018 through July 6, 2018. • Provide supervision of all CITY staff. • Provide DUSD all CITY developed lesson plans by March 30, 2018. •- Align any off campus field trip to the STEAMworks summer theme and communicate to DUSD and other agencies for consistency of programming. TERM: This Memorandum of Understanding applies to all three Program Sites and shall be effective from January 1, 2018 — December 31, 2018. Should this MOU require modification, such changes shall be made in writing approved by both parties below. Either party may terminate this MOU upon thirty (30) days' prior written notice to the other party. INDEMNIFICATION: DUSD shall defend, indemnify, hold free and harmless CITY, its officers, officials, employees, agents and volunteers from and against any and all damages to property or injuries to or death of any person or persons, and shall defend, indemnify, save and hold harmless CITY, its officers, officials, employees, agents and volunteers from any and all claims, demands, suits, actions or proceedings of any kind or nature, including, but not by way of limitation, all civil claims, workers' compensation claims, and all other claims resulting from or arising out of the acts, errors or omissions of DUSD, its officers, employees and/or authorized subcontractors and volunteers whether intentional or negligent, in the performance of this MOU. CITY shall defend, indemnify, hold free and harmless DUSD, its officers, officials, employees, agents and volunteers from and against any and all damages to property or injuries to or death of any person or persons, and shall defend, indemnify, saveandhold harmless DUSD, its officers, officials, employees, agents and volunteers from any and all claims, demands, suits, actions or proceedingsofany kind or nature, including, but not by way of limitation, all civil claims, workers' compensation claims, and all other claims resulting from or arising out of the acts, errors or omissions of CITY, its officers, employees and/or authorized subcontractors and volunteers, whether intentional or negligent, in the performance of this MOU. INSURANCE: Additionally, both Parties belong to a risk pool which provides liability coverage at least as broad as the following: I 1. Insurance Services Officer Commercial General Liability coverage (occurrence Form CG 00 01) 2. Insurance Services Officer Form Number CA 00 01 covering Automobile Liability, Symbol 1 (any auto). 3. Workers' Compensation insurance as required by the State of California and Employer's Liability Insurance.
