A slurry seal program is an effective means of preserving asphalt pavement surfaces by avoiding and/or deferring more extensive and costly pavement rehabilitation methods such as asphalt overlay and/or reconstruction. In order to implement a citywide systematic and efficient slurry seal program, the City has been divided into a four (4) year cycle covering one of the four (4) areas each year. In the previous fiscal years, a number of street segments within Council Districts 1 through 4 were slurry sealed (see attached map). Last year, a number of street were slurry sealed in District 1 The street segments selected for slurry seal are based on the condition of the existing pavement, as prioritized by the City's Pavement Management Information System (PMIS), field observations and available funding. The PMIS serves as a comprehensive planning tool that facilitates technical analysis and allows for a systematic approach to identify cost-effective means for maintaining the citywide roadway system in the most efficient and strategic manner. The City's PMIS evaluates, ranks, and prioritizes each street segment based on pavement surface conditions (i.e. cracking, rutting, and roughness), pavement structural strength and subgrade stability and provides numerical criteria necessary to ensure the most appropriate paving application for maintenance is selected. By utilizing the PMIS data along with the City's Geographical Information System (GIS), the list of street segments is limited to only those which qualify as potential slurry seal candidates. This "filtering" process ensures the optimal benefit with respect to engineering design, reliability, time -management and construction cost savings over a period of several years. Capital ••Project• -1 ProjectSlurry Seal District January 23, 2018 i OR Staff has completed the preparation of plans, specifications, and a construction cost estimate for the Slurry Seal Project District 2 and this project is now ready for solicitation of construction bids. A total of 45 street segments in City Council District 2, covering a total of approximately 6.9 centerline miles (36,508 linear feet) of roadway, have been selected for this project. The streets and limits are shown on the attached Project Street List and Project Location Map. The work to be completed generally consists of sealing cracks in the asphalt pavement, applying emulsified Type I slurry seal coat to the pavement surface; crack sealing; replacement of traffic striping, pavement markings, and raised pavement markers; and all necessary related work. Some street segments will also require the removal and replacement of asphalt pavement at certain locations, which will be handled independently of this project by City maintenance crews prior to application of the slurry seal. Construction of the Slurry Seal Project is anticipated to begin in April 2018 and be completed by May 2018. This project is categorically exempt from the provisions of CEQA under Section 15301(c), Existing Facilities. The estimated cost of this project, including design, construction, inspection, construction engineering and project management, is $250,000. Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account (RMRA) funds in the amount of $250,000 have been budgeted in the Fiscal Year 2017-2018 Capital Improvement Program, Account No. 32-1-6718 to cover the total project cost. A detailed cost estimate will be presented at the time of the award of the construction contract.
