HomeMy WebLinkAboutMinutes 12-12-17 Regular MeetingMINUTES OF CITY COUNCIL OF OF DOWNEY REGULAR MEETING DECEMBER 12, 2017 The City Council of the City of Downey held a Regular City Council Meeting on December 12, 2017, at 6:50 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Vasquez presiding. PRESENT: Council Members` Fernando Vasquez Mayor Sean Ashton Mayor Pro Tem Blanca Pacheco Council Member Rick Rodriguez Council Member Alex Saab Council Member ALSO PRESENT: GilbertLivas, City Manager Yvette M. Abich Garcia, City Attorney John Oskoui, Assistant City Manager Shannon DeLong, Assistant to the City Manager Carl Charles, Chief of Police Mark Gillaspie, Fire Chief Edwin Norris, Deputy Director of Public Works Pamela Passow, Director of Parks & Recreation Aldo Schindler, Community Development Director Anil Gandhy, Finance Director Alicia Duarte, CMC, City Clerk The Invocation was delivered by Jason Neville, Praise Chapel. The Flag Salute was led by Heliotrope Elementary Students. SPECIAL PRESENTATIONS TO OUTGOING MAYOR VASQUEZ Mayor Vasquez received certificates of appreciator -in recognition of his Mayoral Year from: Congresswoman Royball-Allard; L.A.-County Supervisor Janice Hahn; City of Artesia; City of Bellflower, City of Cerritos; City of Norwalk: Cerritos College; Downey Unified School District Board Members; Downey Rose Float Association; City of Santa Fe Springs; City of Bell; Downey Chamber of Commerce; Downey Sister Cities Association; and, Senator Tony Mendoza. Mayor Vasquez acknowledged and thanked his wife and son in the audience. He thanked his Council colleagues; elected City Officials; DUSD; City of Downey residents; and City Manager Livas for their support during his tenure as Mayor. California State Treasurer Chiang thanked Mayor Vasquez for his hard work. Mayor Vasquez wished Mayor Pro Tem Ashton the best during his Mayoral term. Mayor Vasquez commented regarding the various accomplishemnts this past year: Measure S; new housing developments; Mayor's Healthy Heart Award; expansion of the Rancho Los Amigos Rehabilitation Center; Imperial Hwy Corridor; Smart 911 Radio Systems; and Homefield Advantage. ADMINISTRATION OF OATH OF OFFICE TO MAYOR ASHTON L.A. County Supervisor Janice Hahn administered the Oath of Office to incoming Mayor Ashton. ' i • i' I■r' Mayor Ashton acknowledged and thanked his wife Tammy Ashton and sons in the audience. He thanked Executive Secretary Monica Delgadillo for her assistance. Mayor Ashton provided a presentation and discussed his goals for the upcoming year: continue being fiscally responsible; public safety;_ upgrades to City roads and parks; recognizing of heroes within the community; Mayor's Downey DNA Award; Mayor's Cup Award; and, "If I Were Mayor" Student Contest. Mayor Ashton recessed the City Council meeting at 8:24 p.m. MayorAshtonreconvened the City Council meeting at 9:10 p.m. with all Council Members present. CONFERENCE/MEETINGCOUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; REPORTS Council Member Pacheco reported attending a ribbon cutting at Samuel Jewelers; Chamber of Commerce Annual Christmas Parade; Downey's Christmas Tree Lighting Ceremony; Girl Scout Troop #17305 First Annual Toy Drive; and, Southern Califorina Resources for Independent Living Holiday event. She wished everyone a Merry Christmas and Happy New Year. Mayor Aston thanked the City staff for the work organizing the Mayoral Transition event. Paul Gonzalez, External Affairs Manager for Long Beach Transit, commented regarding the extension of Route 22 of the Long Beach Transit to the Green Line Metro Station in Downey. John McAllister, business owner, commented in regards to issues with the relocation of his dental office on Paramount Blvd. Allan Halstensgarrd, resident, commented regardarding`abortion, Mayor Ashton asked if there was anyone present who would like to comment on Consent Calendar items. Having no one come forward, Mayor Ashton closed public comment. It was moved by Council Member Saab, seconded by Council Member Vasquez and carried unanimously to approve the Consent Calendar. WARRANTS ISSUED: Warrant Nos. 319340 —319698; Payroll Wire Nos. 30003685 30003686 and 30003689 — 30003690; and, Manual Wire Nos. 1634 — 1636, in the total amount of $2,565,364.45: Finance. 3. RESIDENTIAL STREET PAVEMENT REHABILITATION PROJECT (CAPITAL IMPROVEMENT PROJECT NO. 17-04): ACCEPTED PROJECT AS COMPLETE; APPROVED THE FINAL CONSTRUCTION AMOUNT OF $1,433,590.42; AND, AUTHORIZED THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION: Public Works. IN ORDER TO CONTINUE TO OPERATE THE DOWNEYLINK FIXED ROUTE TRANSIT SERVICE FOR AN ADDITIONAL NINE MONTHS STARTING JANUARY 1, 2018: Parks and Recreation. 6., ADOPTED RESOLUTION NO. 17-7768, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DOWNEY AND THE DOWNEY PUBLIC SAFETY AUXILIARY ASSOCIATION (APRIL 1, 2016 — MARCH 31, 2018) BY ADOPTING THE SIDE LETTER OF AGREEMENT: Human Resources. 7. ADOPTED RESOLUTION NO. 17-7769, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY UPDATING THE HOURLY PAY SCHEDULE FOR CERTAIN POSITIONS DESIGNATED AS TEMPORARY/PART-TIME AND INCLUDES THE TEMPORARY/FULL-TIME POSITION OF AMBULANCE OPERATOR: Human Resources. STAFF MEMBER COMMENTS City Manager Livas congratulated Mayor Ashton and Mayor Pro Tem Rodriguez on their new appointments. He commented regarding the City Council Priorities. He announced the new City staff hires including Assistance Civil Engineer Amaka Udeoji; Building Official Richard Hicks; and Police Officer Waylon Pettengill. City Manager Livas wished the City Council much success and said he looks forward to working with the Council in the coming year. Mayor Asthon wished everyone Happy Holidays.
