MATERIALS
That the City Council:
1. Authorize staff to proceed with the project implementation including procurement and
installation of city -furnished materials; and
2.- Appropriate $190,000 from the Lighting and Landscaping Assessment District (AD
121), Zone 1 Fund to cover the total project costs; and
3.- Authorize City Manager to execute the project contract agreements in a form
acceptable by City Attorney; and
4. Authorize Director of Public Works to execute any change orders or additional scope
of work for the project as deemed necessary up to the approved project budget.

On January 27, 2015, the City Council adopted the City's comprehensive Energy Action Plan
(EAP). The main goal of the EAP was to provide a roadmap for the City of Downey to reduce
greenhouse gas emissions through reductions in the energy used in City -owned facilities
including, but not limited to City buildings, water wells, street lights and traffic signals. Through
effective implementation of the identified strategies in the EAP, numerous energy efficiency
projects have been implemented resulting in significant energy reduction for the City.
Such energy efficiency projects include but are not limited to conversion of existing High
Pressure Sodium Vapor (HPSV) lighting fixtures to Light -Emitting Diode (LED) fixtures at
various City -owned facilities such as the Downtown Parking Structure, Rio Hondo Golf Course,
Barbara J. Riley Community Center, Civic Center, and Furman, Apollo and Golden Parks.
On April 26, 2016, the City Council approved an agreement with Express Energy Services, Inc.,
for the replacement of city owned HPSV street and signalized intersection lighting fixtures with
energy efficient LED lighting fixtures at various locations. This lighting fixture replacement
project was implemented through the Southern California Edison (SCE) On -Bill Financing
Program at no cost to the city.

The replacement of six hundred forty nine (649) city owned lighting fixtures began in October
and to date approximately Six Hundred and Three (603) HPSV fixtures have been replaced with
new LED fixtures. During the replacement of the street light fixtures forty six (46) existing
fixtures in and adjacent to two residential areas west of Downey Avenue and south of Stewart
and Gray Road and east of Paramount and south of Telegraph Road (see attached location
map) were discovered to be high voltage (4000 volts) series lighting circuit which need to be
converted to 240 volt systems in order to be compatible with the new LED lighting fixtures. LED
fixtures can only be powered by 120 to 277 volt sources.
Conversion and upgrade of the subject area street lighting to 240 -volt circuits will provide better
and safer lighting systems and will result in significant energy and maintenance cost savings.
The proposed lighting upgrade improvements consist of the removal of existing HPSV and
installation of new City -furnished LED lighting fixtures; abandonment/removal of existing and
installation of new electrical conduits, conductors, pull boxes; installation of new electrical
service cabinets and coordination with SCE for the de -energizing and removal of the existing
high-voltage service and the energizing of the new electrical service cabinets.
In an effort to reduce project costs and expedite the project implementation, the City will procure
certain materials which typically require a long lead time for fabrication such as the electrical
service cabinets and additional street lighting equipment.
Staff recommends approval of this item in order to allow the street lighting improvements to
proceed. Construction of the Residential Street Lighting Upgrade Project is anticipated to begin
in February 2018 and to be completed by May 2018.

The total project cost is estimated at $190,000 which will cover the cost of design, construction,
contingencies, project implementation and administration, inspection, and City -furnished
materials.
The appropriation of funds in the amount of $190,000 from the Lighting and Landscaping
Assessment District (AD 121), Zone 1 (lighting of public roadways adjacent to residential
properties) funds is required to cover the total project cost. There are sufficient funds in Zone 1
of the Lighting and Landscaping Assessment District funds (Account No. 23-4-5511) to cover
the total project cost.
