REGULAR MEETING
AUGUST 8, 2017
The City Council of the City of Downey held a Regular City Council Meeting on August 8, 2017,
at 6:33 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California,_ Mayor Vasquez presiding.

The Invocation was delivered by Kevin Ellis, Recreation Supervisor. The Pledge of Allegiance
was led by Jeremy Aguilar and Jeri Shaver.

CONFERENCE/MEETINGREPORTS
Council Member Saab welcomed the audience to the meeting. He acknowledged members of
the audience Joanna Peterson, Jeannie Wood, Michael Calvert and former Mayor Perkins. He
commented regarding the Budget At A Glance and Mosquito Alert information pamphlets available in
the Chamber. He welcomed and thanked the Parks and Recreation Staff for their work. He
acknowledged Teri Akloff Aguilar for her 23 years of service to the City.
Council Member Pacheco welcomed the audience to the meeting. She acknowledged her
mother Marianna Pacheco in the audience. She reported attending the culmination of the MADE
Program, Walk with Your Council Member and National Night Out event. She mentioned meeting with
Girl Scout Troop 10215 and commented about how much she enjoys meeting and talking to the youth
in the community. She announced upcoming events: Valvoline Oil Ribbon Cutting, Walk with Your
Council Member at Furman Park, Conversation with Your Council Member at Green Olive, Pancake
Breakfast to benefit Veterans at the Downey Masonic Lodge and the Rocket Fever at CMSC.
Council Member Rodriguez commented regarding the homeless- issue in the community and
reported visiting Penny Lane in the City of Commerce which provides various social services to those in
need including youth from Downey. He reported attending National Night Out event and being present
during the donation of 3D printers at the CMSC. Hemet with twelve local churches and discussed the
implementation of a program to assist elderly residents in the community with maintaining their yards
and homes. He reported attending the SPA 7 Interfaith Summit on Homelessness held at Calvary

Baptist Church in Bellflower. He mentioned there are 124 homeless in Downey and said they will
continue to provide the necessary assistance to those affected by homelessness. He met with The
ARC and commented on the services they provide for children and adults with special needs.
Mayor Pro Tem Ashton announced school is starting next week. He reminded everyone to allow
themselves additional time to get to their destination. He reported attending the Walk with Your Council
Member at Furman Park and announced the upcoming Rocket Fever event.
Mayor Vasquez reported attending the Stay Healthy Downey meeting and discussing ideas on
how to engage the community and school district in healthy eating. He announced the upcoming
Havana Nights scheduled August 31 at the Downtown Downey Parking Structure.

Victoria Smith, resident, commented regarding the growth of housing in the City.
Art Gonzalez, resident, commented regarding delivery vehicles blocking the streets during
deliveries and traffic issues at school sites.
Allen Halstensgaard, resident, commented regarding abortion.
Having no one come forward, Mayor Vasquez closed public comment.
Mayor Vasquezannounced he would be abstaining from Item No. 9"due to the proximity to his
business and Item No. 3 would be pulled and continued to the next City Council Meeting.
Mayor Vasquez asked if there was anyone present who would 'like tocommenton Consent
Calendar items.
Having no one come forward, Mayor Vasquez closed public comment.
It was moved by Council Member Saab, seconded by Mayor Pro Tem Ashton and carried
unanimously to approve the remainder of the Consent Calendar with Mayor Vasquez abstaining from
Item No. 9 due to proximity to his business and Item No. 3 being pulled and continued to the next City
Council Meeting.
2. WARRANTS ISSUED: A/P Check numbers are 315759 - 316149, the PayrollWirenumbers are
30003632 & 30003636 - 30003640 and the Manual Wire numbers are 1584— 1595, in the total
amount of $7,024,033.40: Finance.
3. APPROVE AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH CIR
INCORPORATED FOR PROFESSIONAL PLAN REVIEW, BUILDING INSPECTION AND
STAFFING SERVICES. Community Development.
4. APPROVED PROFESSIONAL SERVICES AGREEMENT WITH HCA ASSET MANAGEMENT,
LLC FOR FIXED ASSETS PHYSICAL INVENTORY CONSULTANT SERVICES. Finance.
S. APPROVED PROFESSIONAL SERVICES AGREEMENT WITH HUSHMAND ASSOCIATES, INC.
(HAI) FOR GEOTECHNICAL INVESTIGATION FOR SOIL STABILIZATION AT RIO SAN
GABRIEL PARK. Administration.

Mayor Vasquez took this item out of order.
Mayor Vasquez announced the Public Hearing item will be continued to the City Council
Meeting of August 22, 2017, at 6:30 p.m. in the City Council Chambers.
It was moved by Council Member Saab and seconded by Mayor Pro Tem Ashton and carried
unanimously to continue the Public Hearing item to the City Council Meeting of August 22, 2017.

Mayor Vasquez took this item out of order.
1. Mayor Vasquez presented Mayor's Healthy Heart Award to Raquel Villa, CEO, Family Healthcare
Center of Greater Los Angeles.
2.- Mayor Vasquez with the assistance of Council Member Rodriguez and Director Passow presented
a Certificate of Recognition to Teri Akloff Aguilar for retirement and 23 years of service to the City.

3. Council Member Rodriguez presented a Certificate of Congratulations to Andrew Bilodeau in
recognition of being accepted to Yale University.
4. Mayor Vasquez with the assistance of Council Member Rodriguez presented a Certificate of
Congratulations to Ashley Aguilar in recognition of being accepted to the USA Track & Field's
Junior Olympics.
5. Lenora Perri, President, Downey Lion's Club presented Council Member Saab with a recognition for
his support to the Downey Lion's Club.
6.- Certificate of Congratulations to Downey 8U Gold All Stars Softball Team = Downey Ponytail
League for their successful season placing third out of 27 teams in the California State Games in
San Diego.

Mayor Vasquez adjourned the Regular City Council Meeting at 7:52 p.m.in memory of Rebecca
Joan Raymond, 28, San Bernardino Sheriff's Deputy and U.S. Army pilot Brian White, 30, who were
killed in an airplane crash in Big Bear; and, Brent M. Witham, 29, firefighter for San Bernardino National
Forest who was killed battling the Lolo Peak wildfire yesterd .
