CITY COUNCIL OF OF DOWNEY
REGULAR MEETING
JULY 11, 2017
The City Council of the City of Downey held a Regular City Council Meeting on July 11, 2017, at
6'36 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Vasquez presiding.

The Invocation was delivered by Council Member Rodriguez. The Pledge of Allegiance was led
by Downey AYSO PSC — U19 Soccer Team.
COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS
CONFERENCE/MEETING REPORTS
Council Member Pacheco welcomed the audience to the meeting. She acknowledged members
of the audience, Michael Calvert and Joanna Peterson. She reported attending the Military Banner
presentation with Council Member Rodriguez. She announced upcoming events: Summer Concert
Series at Furman Park, Lion's Club Board Installation, and the Book for Lunch eventatthe Downey
Library.
Council Member Rodriguez reported attending a fundraiser for Courage Forward. He thanked
City staff for coordinating the 4th of July event at Downey High School.
Mayor Pro Tem Ashton reported attending the League of California Cities Conference. He
reported on the session regarding Cities and the Big One and commented on the purpose of building
code requirements for earthquakes and the importance of being prepared with the necessary supplies.
He reported on the session regarding City Budgets and said the session focused on the recent pension
issues affecting cities. He thanked City staff for coordinating the 4th of July event and thanked the
Police and Fire Chiefs for their work enforcing the code regarding illegal fireworks.
Mayor Vasquez reported attending the Gateway Council of Governments Board of Directors
meeting where they discussed environmental quality standards for trucks transporting to and from the
Port of Long Beach and the impact to the 1-5 and 710 Freeways. The Board also discussed
construction improvements of the 1-5 Freeway and the Florence Bridge overpass. He thanked the
Police and Fire Departments for their work on the 4th of July and keeping the residents informed about

safety. He commented regarding individuals who do not comply with the code regarding illegal
fireworks and asked the Police Chief to research increasing the fine for third offenders.
PRESENTATIONS
1. Mayor Vasquez presented the Mayor's Healthy Heart Award to Sacha van der Most van Spijk,
Founder of Home Field Advantage.
2. Mayor Vasquez with the assistance of Council Member Rodriguez :presented Certificates of
Recognition to Downey AYSO PSC for their win in the 2017 -U19 Coast Soccer League
Championship.
3. Mayor Vasquez with the assistance of Director Passow presented a Proclamation in Recognition of
July is Parks Make Life Better Month to Parks and Recreation staff.
PUBLIC HEARING:
Mayor Vasquez announced the Public Hearing item scheduled tonight will be continued to the
City Council Meeting of Tuesday, August 8, 2017, at 6:30 p.m. in the City Council Chambers.

Armando Herman, resident, commented regarding public speaking at meetings and ADA
compliance.
Mr. Alan Halstensgaard, resident, commented regarding the theory of evolution.
Frank Dean, resident, commented regarding his concerns about zone changes and center
dividers.
Dorothy Pemberton, resident, commented regarding illegal fireworks, fines and limiting the sales
of Safe and Sane Fireworks in the City.
CONSENT CALENDAR
Mayor Vasquez abstained from Item No. 9 and Council Member Pacheco abstained from Item
No. 12 due the proximity to their properties.
Mayor Vasquez asked if there was anyone present who would like to comment on Consent
Calendar items.
Having no one come forward, Mayor Vasquez closed public comment.

It was moved by Mayor Pro Tem Ashton, seconded by Council Member Rodriguez and carried
unanimously to approve theremainderof the Consent Calendar with Mayor Vasquez abstaining from
Item No. 9 and Council Member Pacheco abstaining from Item No. 12.
2. APPROVED MINUTES: Special Meeting of June 27, 2017: City Clerk.
3. WARRANTS ISSUED: Warrant Nos. 314940-315394 (314941 &314947 — 314955 omitted due to
data error); Payroll Wire Nos. 30003625 — 30003629; Manual Wire Nos. 1565 — 1574; in the total
amount of $3,954,961.60: Finance.

City Manager thanked the City Council and the members of the Budget Subcommittee for their
work on the City's budget. He commented regarding the Budget Quarterly Report and said 90% of the
Council priorities have been completed. He sent well wishes to Director Gandhy who is recovering from
surgery.

Mayor Vasquez adjourned the Regular City Council Meeting at 7:30 p.m. in memory of Pfc.
Hansen B. Kirkpatrick, 19, of Wasilla, Alaska, who was supporting Operation Freedom Sentinel and
fifteen Marines and one Navy Sailor who perished in Monda ash in Mississippi
