SCHINDLER, DIRECTOR OF COMMUNITY DEVELOPMENT REVIEWED BY: DAVID BLUMENTHAL, CITY PLANNER-,----- PREPARED LANNER,'—PREPARED BY: MONICA ESPARZA, SENIOR PLANNE � SUBJECT: PLN -17-00162 (ZONING TEXT AMENDMENT INITIATION) – A REQUEST TO INITIATE A ZONE TEXT AMENDMENT REGARDING SIGN REGULATIONS FOR SCHOOLS LOCATION CITYWIDE ZONING: VARIOUS DISCUSSION Chapter 6 of Article IX of the Downey Municipal Code provides regulations for signs throughout the City of Downey. This section dictates types of signs, which signs are allowed in each zone and development standards for special uses. A majority of the schools within the City are located within residential zones. Staff has been approached by multiple schools requesting permits for monument signs. Currently, the sign code does not permit monument signs in residential zones and does not have any exceptions for schools. As such, staff is requesting the Planning Commission initiate a Zoning Text Amendment to consider updating the Municipal Code to create specific sign standards for schools, thereby allowing staff to analyze the amendment and set the matter for public hearing. ENVIRONMENTAL ANALYSIS Pursuant to Section 15061(b)(3) of the State of California Code of Regulations, staff has found that this request is not subject to CEQA since initiation of a Code Amendment does not have the potential to create an environmental impact. Should the Code Amendment be initiated, an environmental assessment will be conducted to analyze impacts of said Code Amendment.
