A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
OPPOSING THE RATE INCREASE PROPOSED BY SOUTHERN
CALIFORNIA EDISON
WHEREAS, on September 1, 2016, Southern California Edison (Edison) submitted an
application with the California Public Utilities Commission (CPUC) for approval of its 2018-2020
General Rate Case; and
WHEREAS, Edison is requesting a total increase in electric rates of an additional
12.1 percent from rate payers in its service territory; and
WHEREAS, Edison's undiscounted residential electricity rates increased 80 percent
between 2004 and 2014; and
WHEREAS, according to the Los Angeles Times, California's electricity rates are now
nearly 50 percent higher than the national average; and
WHEREAS, over 1 million households in California spend more than 10 percent of their
gross household income on energy and are suffering from "energy poverty;" and
WHEREAS, the City of Downey is a major consumer of electricity for all of its services
from public safety to library to museum to water service, and any increase in electrical costs
could require reductions in service and/or an increase in fees or taxes to continue to maintain
current levels of service to our constituents and customers.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City of Downey hereby opposes Edison's request for another 12 percent
increase in electricity rates and the 2018-2020 General Rate Case application before the CPUC.
Section 2. The City Council directs the City Manager to provide the CPUC and
Southern California Edison's President and Chief Executive Officer with copies of this
resolution. The City Manager (or designee) is further authorized to submit such other written
protests or oral testimony on behalf of the City of Downey as reasonably warranted to express
the City's opposition to rate increases.
Section 3. In the event that any rate increase is approved, the City Council directs city
staff to review the city's franchise agreement with Southern California Edison to determine
whether the franchise should be updated based upon the current needs of the city and its
residents.
SECTION 4 . The City Clerk shall certify to the adoption of this Resolution.
