CALL TO ORDER: Committee Chair Frey called the meeting to order at 4:05 P.M. II. CONSENT CALENDAR: Committee Member Cotaya made a motion to approve the Minutes of the March 16, 2017 meeting. The motion was seconded by Committee Member Uva. The subsequent vote was six to three in favor. Committee Members Rogers, Pacheco and Halbmaier abstained. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Proposed Overnight Parking Prohibition – 8500 Block of Raviller Drive between Brookshire Avenue and Birchdale Avenue MINUTES OF THE PUBLIC WORKS COMMITTEE July 20, 2017 Page 2 This item is being presented today due to a lack of a quorum at the last meeting in June, 2017. Mr. Norris presented to the Public Works Committee a proposed overnight parking prohibition on the 8500 block of Raviller Drive between Brookshire Avenue and Birchdale Avenue due to overflow of parking from nearby apartment buildings on Gallatin Road. The residents are being impacted by the parking of vehicles on Raviller Drive, resulting in noise, trash, partially blocking driveways and moving garbage cans. A petition was sent and circulated to residents on the 8500 block of Raviller Drive. The petition was returned with 19 out of 23 properties in support of the proposal with no residents in dissent. Therefore, staff is proceeding with the implementation of the overnight parking prohibition as granted under Resolution No. 10-7190 adopted by the City Council on June 8, 2010. Discussion followed. Committee Member Gendreau made a motion to receive and file this staff report for the requested overnight parking prohibition on both sides of Raviller Drive between Brookshire Avenue and Birchdale Avenue. The motion was seconded by Committee Member Halbmaier. The vote was unanimously in favor thereof. 2. Residential Preferential Parking District on both sides of Parkcliff Street between Barlin Avenue and Blodgett Avenue Mr. Norris reported that a request was received from the residents of Parkcliff Street between Barlin Avenue and Blodgett Avenue where the residents have been impacted due to overflow of on-street parking from a nearby multi-family residential use located in the City of Paramount, resulting in overnight nuisances to the residents of Parkcliff Street, i.e., loud noise, partially blocking driveways and moving trash cans. The residents of Parkcliff Street are requesting a full time parking prohibition and, in addition, the establishment of a preferential parking district. A petition was transmitted to residents and was returned back unanimously in support of the proposal. Discussion followed. Committee Member Lamkin made a motion that the Public Works Committee recommend adoption by the City Council, after holding a public hearing, of a Resolution of the City Council of the City of Downey establishing a Residential Preferential Parking District on both sides of Parkcliff Street between Barlin Avenue and Blodgett Avenue. The motion was seconded by Committee Member Halbmaier. The vote was unanimously in favor thereof. 3. Service Request System and the “City of Downey” App Presentation Mr. Husain, GIS Program Manager gave a powerpoint presentation on the Service Request System and the “City of Downey” App. Discussion followed. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1) Discussion regarding double parking issues at residential areas. MINUTES OF THE PUBLIC WORKS COMMITTEE July 20, 2017 Page 3 VI. STAFF COMMUNICATIONS Updates were given on the following: 1. FY 2017-18 Residential Street Rehabilitation Project. 2. Water Improvement Project on Brookshire Avenue. 3. Pavement Rehab Project on Brookshire Avenue. 4. Bike Route Installation on Brookshire Avenue between Imperial Hwy and Gardendale St. 5. Installation of bike route signs and stencils on pavement only on Brookshire Ave. between Imperial Hwy. and Florence Ave. 6. Lakewood Blvd. Phase 3C – still waiting for Caltrans to issue an encroachment permit. VII. NEXT MEETING: August 17, 2017 The Public Works Committee meeting was adjourned at 5:35 P.M.
