REGULAR MEETING
JANUARY 10, 2017
The City Council of the City of Downey held a Regular City Council Meeting on January 10,
2017,- at 6:33 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue,
Downey, California, Mayor Vasquez presiding.

The Invocation was delivered by Council MemberRodriguez. The Flag Salute was led by Mayor
Pro Tem Ashton.
COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS;
CONFERENCE/MEETING REPORTS
Council Member Rodriguez said he participated in the Downey Rose Float decorating event and
transporting the float to Pasadena. He congratulated the Downey Rose Float Association for winning
the Governor's Trophy Award. He mentioned meeting with other cities to explore how they manage
Veteran assistance programs. He reported attending the following meetings: Chamber of Commerce
Street Faire; Bob's Big Boy 10 Year Anniversary; Gangs Out of Downey; and, Keep Downey Beautiful
He attended a meeting with combat Veterans and a mentoring about encouraging youth to stay out of
gangs. He asked Mayor Vasquez to create a Veteran's affairs subcommittee and said he would like
staff to take inventory of all the nonprofits in the City.
Council Member Saab congratulated the Downey Rose Float Association for winning the
Governor's Trophy Award. He commented on the various fundraisers throughout the year to help fund
the Rose Float and thanked the volunteers. He welcomed Director Passow and thanked Sonya
Meacham for her work as Interim Director. He, acknowledged Laurie Tyler, President Downey Chamber
of Commerce. He wished everyone a Happy New Year.
Council Member Pacheco wished everyone a Happy New Year. She congratulated the Downey
Rose Float Association for winning the Governor's Trophy Award. She thanked the Rose Float
volunteers and welcomed Director Passow.

Mayor Vasquez announced upcoming events: Chamber of Commerce Women in Business
meeting; TLC Anniversary Ceremony; Keep Downey Beautiful Clean Up; Martin Luther King Jr. holiday
closure; Patelis Tax Consultants ribbon cutting; Chamber of Commerce Ambassador's Lunch; Tip a
Cop event; Independence and Apollo Parks Playground Dedication; and, the Homeless Count. He
acknowledged and commended the Downey Rose Float Association for their work on the Rose Float.
City Manager Livas introduced and welcomed Pamela Passow, new Director of Parks and
Recreation.
Mayor Pro Tem Ashton wished everyone a Happy New Year. He congratulated the Downey
Rose Float Association and encouraged everyone to volunteer with decorating the float next year. He
reported attending the California Contract Cities Legislative Tour and provided -a brief explanation of the
tour. He mentioned topics discussed at the Tour included homelessness, transportation, public safety,
storm water regulations, and sober living home proliferation. He reported attending SCAG Regional
Council and Transportation Committee meeting and said the Green Line extension topic was
discussed. He announced upcoming events Keep Downey Beautiful Clean Up and the Homeless
Count. He encouraged the audience to volunteer at the Count. He asked staff to research regulations
on the posting of elections signs, specifically after the election.
City Manager Livas stated elections signs is an ongoing issue and there is an Ordinance in
place but it is not followed. He said he will direct Code Enforcement staff to address this issue.
PRESENTATIONS
1 Mayor Vasquez with the assistance of Fire Chief Gillaspie presented a certificate of recognition to
Assistance Fire Chief Bruce English for his years of service to the City of Downey.

Mayor Vasquez opened the Public Hearing at 7:25 p.m. City Clerk Jimenez affirmed receipt of
the Proof of Publication. It was moved by Council Member Saab, seconded by Mayor Pro Tem Ashton
and so _ordered by the Mayor to receive and file. City Clerk Jimenez noted there was no
correspondence received.
The staff report was provided by Director Mostahkami. The California Health and Safety Code
requires public water systems serving more the 10,000 service connections to prepare a Public Health
Goals Report every three years that provides information on the detection of any contaminants in the
public water system during the previous three calendar years that exceed the Public Health Goals for
those contaminants: The purpose of the Report is to provide water customers with access to
information on levels of contaminants that fall below the enforceable mandatory standards, such as
Maximum Contaminant Levels but above the Public Health Goals levels.

Mayor Vasquez opened this item for public comment at 7:27 p.m.
Having no one come forward, Mayor Vasquez closed public comment at 7:28 p.m.
Mayor Vasquez closed the public hearing at 7`28 p.m.
It was moved by Council Member Saab, seconded by Mayor Pro Tem Ashton and carried
unanimously to adopt Resolution No. 17-7682, a Resolution of the City Council of the City of Downey
approving and adopting the City of Downey Water System 2016 Public Health Goals Report.
NON AGENDA PUBLIC COMMENT
Armando Herman, resident, commented regarding the Brown Act and the City of Los Angeles.
Ashley Rosati, Field Representative for Congresswoman Cristina Garcia, invited the City
Council to attend the Congresswomen's Open House.
Kim Barnette, Los Angeles Homeless Services Authority, invited the City Council to participate
in the Homeless Count. She thanked City Council for their support.
Nour Arencibia, thanked the City Council for their participation in the Homeless Count and said
she will be leading the homeless count in Downey.
Roy Beard, resident, mentioned Assistant Chief English's daughter is joining the United Stated
Navy as a Naval Officer. He asked City Council to support Courage Forward with their endeavor to
reach out to at risk youth in the community.
John Lacey, resident, wished everyone a Happy New Year. He commented regarding the
Mayoral transition.
Art Gonzalez, resident, commented regarding Council MemberAnnouncements.
City Manager Livas announced Item No. 15 is being removed from the Consent Calendar and
continued to the next meeting.
Council Member Saab pulled Item Nos. 5 and 24; and, Council Members Rodriguez and
Pacheco abstained from Item Nos. 2 and 4.
Mayor Vasquezaskedif "there was anyone present who would like to comment on Consent
Calendar items.
Armando Herman, resident, commented on Item No. 6, regarding the vehicle purchase; Item
No. 12, regarding Golden Park sidewalks and improvements; Item No. 24, regarding ADA access and
compliance; and, Item No. 25, in favor of the fee waiver.
Having no one else come forward, Mayor Vasquez closed public comment.
It was moved by Council Member Saab, seconded by Mayor Pro Tem Ashton and carried
unanimously to approve the remainder of the Consent Calendar, with Council Member Rodriguez and
Pacheco abstaining from Item Nos. 2 and 4.

13. APPROVED AGREEMENT TO EXTEND THE TERM OF AGREEMENT WITH UNITED
MAINTENANCE SYSTEMS, INC. FOR JANITORIAL SERVICES FOR VARIOUS CITY
FACILITIES; AND, AUTHORIZED THE MAYOR TO EXECUTE THE AGREEMENT; AND
AUTHORIZED CITY MANAGER TO EXECUTE ANY AMENDMENTS: Public Works.
14. APPROVED AGREEMENT TO EXTEND THE TERM OF AGREEMENT WITH F.M. THOMAS AIR

Council Member Saab asked how much of the playground equipment will be ADA accessible.
City Manager Livas said staff will ensure there is ADA accessible equipment. Director Passow said
there are four stations that are ADA accessible.

It was moved by Council Member Saab, seconded by Council Member Pacheco and carried
unanimously to authorize the Director of Parks and Recreation to execute an agreement in the amount
of $50,276 with Greenfields Outdoor Fitness for purchase of outdoor fitness equipment for Apollo Park
walking/jogging trail project; approve and authorize the Mayor to execute an MOU with LA
Conservation Corps for employment of at -risk youth to complete site preparation and installation of
outdoor fitness equipment; and, authorize the City Manager to execute any amendments (Capital
Improvement Project No. 15-03B).
24. CONSIDERED r APPROVED TWO DESIGNATED "E-COMMERCE AND CHILD
EXCHANGE" PARKING SPACES: Police.
Council Member Saab thanked staff for bringing this item forward. He explained this will allow a
child exchange and e-commerce exchange safe location with security cameras.
Council Member Ashton thanked Council Member Saab for requesting this item and asked staff
to ensure there is no obstruction of security camera views at the designated location.

STAFF MEMBER COMMENTS
City Manager Livas provided an update regarding the implementation of WiFi at City Hall
facilities including the Council Chambers, Theatre, Space Center, Police Department, Lobby area,
Maintenance Yard, Water Yard, and, Fire Station 1. He also announced WiFi at the Rio Hondo Golf
Course is 80% complete. He said I.T. will be providing information to all City staff on how to log in to
Wi-Fi access. Staff is also moving forward with the Kiosk survey stations at City Hall.
