I. CALL TO ORDER:
Committee Chair Frey called the meeting to order at 4:17 P.M.
II. CONSENT CALENDAR: Committee Member Trujillo made a motion to approve the Minutes of the August 18, 2016
meeting. The motion was seconded by Committee Member Gendreau. The Minutes were
approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS: 1. Speed Limits at Various Locations Citywide
Mr. Norris reported that the CA Vehicle Code requires local authorities to conduct an
Engineering and Traffic (E&T) surveys periodically for roadway segments in order to post
speed limits and allow enforcement by radar at various locations citywide. Discussion followed.
Committee Member Trujillo moved to recommend to the City Council the adoption of an
ordinance of the City Council of the City of Downey amending Section 3186 of Part 13,
Chapter 1, Article III of the Downey Municipal Code relating to the speed limits at various locations citywide. The motion was seconded by Committee Member Gendreau. The vote
was unanimously in favor thereof.

V. PUBLIC COMMUNICATIONS
None.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. Request for a left turn only signal going south on Columbia Way east on Foster Rd.
Staff will investigate.
2. Possibility of installing two STOP signs at the Promenade, specifically by L.A. Fitness
due to speeding problems. Mr. Mostahkami will communicate the issue with the
Community Development Director and the developer.
VII. STAFF COMMUNICATIONS
Updates were given on the following:
1. ATP Grant Program for a joint project with the City of Bellflower.
2. Caltrans I-5 Widening – December 6 Presentation
3. Slurry Seal Project at residential streets, District 1 is complete
4. CJ Construction has been awarded the contract for concrete repairs
5. Traffic signal upgrades at 9 intersections
6. Installation of four Vehicle Charging Stations (Library, BJR, Downtown Parking
Structure, PD)
7. Americans with Disabilities Act (ADA)
8. Park Master Plan
9. Sewer Lift Station Project
10. Water Conservation
