REGULAR MEETING
DOWNEY CITY PLANNING COMMISSION
WEDNESDAY, JANUARY 4, 2017

6:30 P.M.
Chairman Flores called the January 4, 2017, Regular Meeting of the Planning Commission to order at 6:30
p.m., at Downey City Hall, 11111 Brookshire Avenue, Downey, CA. After the flag salute, Secretary
Cavanagh called roll.
COMMISSIONERS PRESENT: Patrick Owens, District 2
Louis Morales, District 3
Matias Flores, District 4, Chairman
Jim Rodríguez, District 5, Vice Chairman
COMMISSIONERS ABSENT: Hector Lujan, District 1
OTHERS PRESENT: Aldo E. Schindler, Director of Community Development

PLANNING COMMISSIONER ANNOUNCEMENTS; REQUEST FOR FUTURE AGENDA ITEMS; AND
CONFERENCE/MEETING REPORTS: Commissioner Morales arrived at 6:31 and announced that this will
be his last meeting.
PRESENTATIONS: None.
CHANGES TO THE AGENDA: None.
REPORT ON CITY COUNCIL: None.
PUBLIC HEARINGS:
1. PLN-16-00275 (Conditional Use Permit): Chairman Flores opened the public hearing for PLN-16-
00275 and Ms. Cavanagh affirmed proof of publication.
Associate Planner Monica Esparza presented the request to allow a new restaurant to operate with a State
of California Department of Alcoholic Beverage Control (ABC), Type 41 (On-Site Beer and W ine – Eating
Place) license at “Poke2 Grill” located at 9523 Lakewood Boulevard, and zoned (C-2 General Commercial).
The Commissioners found everything to be in order.
Disclosures: None.
Applicant Karen Park, 9523 Lakewood Boulevard, Downey, discussed the restaurant’s menu and her
recent purchase of another seafood restaurant located in the Downey Gateway District. The
Commissioners asked if she understood and agreed to the conditions of approval, to which she replied,
yes.
Correspondence: None.

Public Comments: None.
Staff gave recommendation to adopt a resolution to approve the request for a conditional use permit.
Chairman Flores closed the public hearing.
The Commissioners spoke in favor of the project.
It was moved by Vice Chairman Rodriguez, seconded by Commissioner Owens, and passed by a 4-0 vote,
to adopt Resolution 17-3011, thereby approving the request for a Conditional Use Permit (PLN-16-00275).
NON-AGENDA PUBLIC COMMENTS: None.
CONSENT CALENDAR ITEMS:
2. Approval of the Minutes from September 21, 2016
3. Approval of the Minutes from December 7, 2016
It was moved by Vice Chairman Rodriguez, seconded by Commissioner Morales, and passed by a 4-0 vote
to approve the Consent Calendar.
OTHER BUSINESS: The Commissioners and staff addressed Commissioner Morales in expressing their
appreciation of the technical expertise he offered and their great pleasure in serving with him on this
Commission. Commissioner Morales gave a heartfelt review of the eight years he served as a Planning
Commissioner and thanked his fellow Commissioners and staff.
STAFF MEMBER COMMENTS: Director of Community Development Schindler thanked the
Commissioners and staff and wished all a Happy New Year. He announced that the Downey Police
Department will be hosting a “Tip a Cop” fundraiser on January 18, 2017, at the Lazy Dog Restaurant at
the Downey Promenade to support the Special Olympics. Also, Cal Trans will be giving a presentation
update of the Interstate-5 construction of the Carmenita Bridge at the January 10, 2017, City Council
Meeting.
ADJOURNMENT: Chairman Flores adjourned the meeting at 6:49 p.m., to Wednesday, January 18,
2017, at 6:30 p.m. at Downey City Hall, 11111 Brookshire Ave.
