According to the Applicant, the Chamber of Commerce decided to enhance the experience for Downey residents by adding a 5K run before the Parade and a food festival immediately following the parade for all those in attendance. The food festival will take place on 3rd Street in the Civic Center. The Civic Center abuts both commercial and residential uses, with the commercial uses located to the south and west of the center and residential uses to the north and east. On September 22, 2016, the Applicant submitted a Land Use Permit Application (PLN-16- 00231) to request approval of a 5K run, the 61st Annual Christmas Parade, and a food festival on Sunday, December 4, 2016. The application was deemed complete on Monday, October 10, 2016. The notice of the pending public hearing was published in the Downey Patriot and mailed to all property owners within 500 feet of the subject site on October 19, 2016. DISCUSSION The Applicant is requesting to hold a 5K run prior to the start of the 65th Annual Christmas Parade. According to the Applicant, the objective of this event is to have a kick off to the annual parade. The course will travel north on Brookshire from Downey High School, continue west on Lexington Road, south on Downey Avenue, east on 3rd Street through the Civic Center and end at Downey High School. Runners will run this loop once. According to the Applicant, the 5K run will take approximately 1 hour to complete and is expecting attendance of about 500 to 750 people. Attendees will be able to park at Downey High School and the various public parking lots located in Downtown Downey. The 65th Annual Christmas Parade will commence approximately 30 to 45 minutes after the 5K. The Parade will follow its usual course, from Lexington Road and traveling south on Downey Avenue. Parade spectators will be allowed to follow the end of the Parade into the Civic Center where a food festival will be held. The food festival will include family games and attractions, food booths, and live entertainment. The schedule of events is proposed as follows: 7:00 A.M. Set-up and registration for the 5K at Downey High School 10:00 A.M. 5K begins 11:30 A.M. 5K Clean-up 1:00 P.M. Parade Step-off and Food Festival Opens 3:00 P.M. End of Parade; Crowds directed to the Food Festival 6:00 P.M. Festival Closure and Clean-up Street Closures Street closures requested for this event include Brookshire Avenue, north of Firestone Boulevard to Lexington Avenue; Lexington Avenue between Brookshire Avenue and Downey Avenue; Downey Avenue, south of Lexington Road to 3rd Street; and 3rd Street, east of Downey Avenue to the Civic Center. This request will be heard and decided upon by the City Council on Tuesday, November 22, 2016. The Applicant has used door hangers to notify, specifically, the residents within the 5K course of the streets closures due to the 5K run, since this is the first time Brookshire will be closed between Firestone Boulevard and Lexington Avenue. All street Agenda Page 2 11111 Brookshire Avenue – PLN-16-00231 October 19, 2016 – Page 3 closures will commence one hour before the 5K begins at 10:00 a.m. and will open, incrementally, as each event ends. Brookshire Avenue will open at 1:00 p.m. after the 5K, Lexington Road will open at 3:00 p.m. and Downey Avenue will open at 4:00 p.m. following the parade, and Third Street will open at 6:00 p.m. following the food festival. The Department of Public Works is responsible for managing all street closures. Development Review Committee This proposal was reviewed by the Development Review Committee on October 6, 2016. Under the consideration that the Christmas Parade requires street closures along the same route on an annual basis, no one department had any major concerns. As such, the Conditions of Approval associated with this project sufficiently address all aspects of the project.
