HomeMy WebLinkAboutMinutes 09-13-16 Special MeetingMINUTES OF COUNCIL CITY OF OF • SPECIAL MEETING SEPTEMBER 1 The City Council of the City of Downey held a Special City Council Meeting on September 13, 2016, at 5:30 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Saab presiding. PRESENT: Council Members Alex Saab Fernando Vasquez Sean Ashton Roger C. Brossmer Luis Marquez Mayor Mayor Pro Tern Council Member Council Member Council Member ALSO PRESENT: GilbertLivas, City Manager Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, MMC, City Clerk (arrived 5:36 p.m.) Mayor Saab announced the City Council is recessing to Closed Session at 5:31 p.m. to discuss matters under the authority of the following sections of the Government Code: 1; Government Code Section 54956.9(d)(1) — Conference with Legal Counsel - Pending Litigation: Renteria v. City of Downey, WCAB Case Nos. ADJ9876999 and ADJ9876980. 2. Government Code Section 54957.6 Conference with Labor Negotiators John Oskoui /Irma Youssefieh re: direction for labor negotiations with Downey Firemen's' Association and Downey Fire Management Association. At 5 :55 p.m. Mayor Pro Tern Vasquez recused himself from the closes session discussion due to a potential conflict of interest involving his place of business and left the Chamber Conference Room. 3� Government Code Section 54956.8 Conference with City Real Property Negotiators City Manager Livas and Community Development Director Schindler re: Property at 11022, Downey Ave. Negotiating Parties: Downey Restaurant Group, Inc.; Under Negotiation: Price and Terms. The Special City Council meeting reconvened in Open Session at 6:32 p.m. with all Council Members present. City Council Minutes Special Meeting — September 13, 2016 City Attorney Abich Garcia reported the closed session report as follows: In regards to Item No. 1, the City Council gave direction to its legal counsel and no formal action was taken; Item No. 2, the City Council gave direction to its labor negotiators and not formal action was taken; and, Item No. 3, the City Council gave direction to its real property negotiators and no formal action was taken.
