HomeMy WebLinkAboutResolution No. 16-7671-Adopt Class Specs for Police Records Supervisor-Aspire Prog LeaderA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE CLASSIFICATION • AND ESTABLISHING COMPENSATION FOR THE POSITIONS OF POLICE RECORDS •- AND ASPIRE PROGRAM r WHEREAS, the City of Downey annual budget for Fiscal Year 2016 -2017 was adopted by the City Council on June 28, 2016 with no added full -time positions, WHEREAS, the Police Department, upon City Council authorization is planning to implement a Volunteer Program that will require a change in the oversight of the Records Bureau from a budgeted Police Sergeant position to a full -time non -sworn Police Records Supervisor, WHEREAS, with the approval of the Police Department Volunteer Program, that the addition of one full -time Police Records Supervisor position is authorized and funded within the Fiscal Year 2016 -17 Police Department budget, WHEREAS, a classification and compensation review of the non - exempt Police Records Supervisor classification finds that a compensation adjustment that aligns with other City positions of similar job scope, duties and responsibilities is appropriate and that the representation of the position is properly designated with the Downey Public Safety Auxiliary Association (DPSAA). WHEREAS, to assist in the recruitment and retention of temporary/part -time staff to conduct the Parks & Recreation After School Program Information Recreation Education (ASPIRE) program, a classification and compensation review supports the reclassification of the temporary/part-time non - exempt Instructional Aide /Activity Specialist position to ASPIRE Program Leader, WHEREAS, the compensation for the temporary/part-time non - exempt ASPIRE Program Leader is aligned with other ASPIRE program positions and the job specification appropriately reflects the specialized educational duties performed by this non - represented (exempt from the classified service) position, WHEREAS, the position of Police Records Supervisor and ASPIRE Program Leader require a classification specification that includes employment standards and qualifications, NOW, THEREFORE, • OF OF DOWNEY r•; RESOLVE HEREBY • • SECTION 1. The class specification for the full -time position of Police Records Supervisor and temporary/part-time position of ASPIRE Program Leader attached hereto, and by this reference are hereby adopted. SECTION 2. The following pay ranges shall take effect to coincide with the start of the pay period following City Council adoption of this resolution as follows: Classification Title Grade Pay Range Police Records Supervisor 06 -245 $27.2669 to $33.7520 /hourly ASPIRE Program Leader TBD $12.3060 to $15.2460 /hourly i • PAGE 2 SECTION 3.
