RESOLUTION NO. 16-2991
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DOWNEY APPROVING
PLN-16-00177 (SPECIAL EVENT), THEREBY ALLOWING THE FIRST ANNUAL DISABILITY
PRIDE PARADE AND FESTIVAL TO OCCUR ON SUNDAY, OCTOBER 9, 2016, FROM 11:00
A.M. TO 3:00 P.M., AT 7850 QUILL DRIVE, ZONED R -1 5,000 (SINGLE-FAMILY RESIDENTIAL)
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A. Southern California Resource Services for Independent Living filed an application
requesting approval of a Special Event Permit (PLN-16-00177) to allow the First
Annual Disability Pride Parade and Festival to occur on Sunday, October 9, 2016,
from 11:00 A.M. to 3:00 P.M. located at 7850 Quill Drive, zoned R-1 5,000
(Single-Family Residential).
B. On August 25, 2016, notice of the pending public hearing was sent to all Downey
property owners within 500 feet of the subject site and the notice was published in
the Downey Patriot;
C. The Planning Commission held a duly noticed public hearing on September 7,
2016 and after fully considering all oral and written testimony, facts, and opinions
offered at the aforesaid public hearing adopted this resolution.
SECTION 2. The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
be in compliance with the California Environmental Quality Act (CEQA) and is categorically
exempt from CEQA, pursuant to Guideline Section No. 15301 (Class 4), Minor Alterations to
Land.
SECTION 3. Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and decla res that:
A. That the proposed activity or use will be consistent with the objectives, policies, and
general land uses and programs specified in the City’s General Plan; in that the special
event proposed by PLN-16-00177 is consistent with Program 1.1.5.3 of the City’s Vision
2025 General Plan, Chapter 1. Land Use, which states that the City shall “Promote
recreation and entertainment uses that serve needs of the public.” This event will be open to
the public and will promote community participation in the event.
B. That the proposed activity or use is consistent with other provisions of this article; in
that the event meets all requirements of Downey Municipal Code Section 9420, which
regulates Special Events. The Applicant has provided sufficient documenta tion to all
departments and also agrees to the attached Conditions of Approval.
C. That the proposed activity or use will not result in conditions or circumstances
contrary to the public health, safety, and general welfare; in that the Applicant has
communicated directly with the Police, Fire, and Public Works Departments to discuss
concerns relating to the event. Conditions of Approval have been included to mitigate any
significant impacts to less than significant.

SECTION 4. Based upon the findings set forth in Sections 1 through 3 of this Resolution, the
Planning Commission of the City of Downey hereby approves PLN-16-00177, subject to the
Conditions of Approval attached hereto as Exhibit A – Conditions, which are necessary to
preserve the health, safety and general welfare of the community and enable the Planning
Commission to make the findings set forth in the previous sections. The conditions are fair and
reasonable for the accomplishment of these purposes .
SECTION 5. The Secretary shall certify the adoption of this Resolution.

EXHIBIT A
CONDITIONS OF APPROVAL
PLN-16-00177 (SPECIAL EVENT)
PLANNING
1) This approval of PLN-16-00177 (Special Event) to allow the First Annual Disability Pride
Parade and Festival to occur on Sunday, October 9, 2016 at 7850 Quill Drive, from 11:00
A.M. to 3:00 P.M. The event will include a food truck, sale of refreshments, a vendor fair
within the Senior Center, and an amplified sound system for music and speeches. The
requested street closures are contingent upon the approval of the City Council and are n ot
included in this approval.
2) The Applicant is responsible for notifying residents along Quill Dri ve of the potential for street
closures during the event.
3) In the event of street closures, the Applicant is responsible for providing off -site, off-street
parking for the residents along Quill Drive who wish to relocate their vehicle prior to the
event. Furthermore, the Applicant is responsible for providing transportation to and from the
off-site, off-street parking facility.
4) In the event that the request for street closures is denied, the Applicant is responsible for
rerouting the parade/march so that all activity occurs on private property. Any changes made
to the approved Site Plan must be first approved by the City Planner.
5) All speakers must be turned away from abutting residential structures.
6) The sale and consumption of alcohol is strictly prohibited.
7) Noise during the parade must be kept to the minimum volume possible.
8) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the sa me
results as would strict compliance with said plans and conditions.
9) The Owner/Applicant agrees, as a condition of approval of this resolution, to indemnify,
defend and hold harmless, at Applicant's expense, City and City's agents, officers and
employees from and against any claim, action or proceeding commenced within the time
period provided in Government Code Section 66499.37 to attack, review, set aside, void or
annul the approval of this resolution, to challenge the determination made by City under t he
California Environmental Quality Act or to challenge the reasonableness, legality or validity of
any condition attached hereto. City shall promptly notify Applicant of any such claim, action
or proceeding to which City receives notice, and City will coo perate fully with Applicant in the
defense thereof. Applicant shall reimburse the City for any court costs and attorney's fees
that the City may be required to pay as a result of any such claim, action or proceeding. City
may, in its sole discretion, participate in the defense of any such claim, action or proceeding,
but such participation shall not relieve Applicant of the obligations of this condition.

PUBLIC WORKS/ENGINEERING
10) In the event that the requested street closures are approved, Public Works will staff and
provide road closures at the following locations:
a. Public Works truck with staff member on Rives Ave., north of Imperial Hwy.
b. Public Works truck at Richeon Ave. and Quill Dr. (does not need to be staffed)
c. (2) Public Works trucks with staf f members at Quill Dr. and Rives Ave.
d. Public Works truck with staff member on Quill Dr. at Old River School Rd .
e. A “no through traffic” sign will be placed on Quill Dr. just west of Paramount Blvd.
for westbound traffic.
f. A “no through traffic” sign will be placed on Rives Ave. just north of Imperial Hwy.
for northbound traffic.
g. “A” frames will be put in each driveway along Quill Dr. between Old River School
Rd. and Rives Ave.
i. Public works trucks will be used to block vehi cle access at all road closures.
11) The applicant shall notify all residents in writing in the immediate vicinity regarding
parade event and parking restrictions.
12) The applicant shall coordinate residential vehicle parking and any emergency related
scheduled ingress and egress.
13) The applicant shall contact Mr. Don Baumgartner of Metropolitan Transportation
Authority (MTA) for upcoming event and any inconveniences with bus pick up / drop off
schedule.
14) The applicant shall obtain all necessary plan approvals and permits.
15) The applicant shall comply with Best Management Practices (BMP’s) in maintaining trash
receptacles and trash and debris generated by the event.
BUILDING
16) The owner/applicant is responsible for obtaining any the necessary permits for temporary
electrical connections and the stage.
POLICE
17) In the event of street closures, the Applicant is responsible for obtaining three (3)
uniformed, City of Downey, police officers and one (1) sergeant. The Applicant must
ensure the officers are stationed at the following locations:
a) Rives Avenue, north of Imperial Highway.
b) Quill Drive at Rives Avenue
c) Quill Drive at Old River School Road
FIRE
18) In the event of street closures, the Applicant must submit a Patron Protection Plan
inclusive of information on how Applicant will restrict vehicular access along Quill Drive
during the parade/march. (CFC Chapter 3). The Plan should include the following:

a) Mitigation plan for vehicular access on Quill Drive, Rives Avenue, and parking areas
that can access patron areas.
b) Mitigation plan for directing vehicular traffic out of the private drives along Quill Drive.
19) In the event of street closures, the Applicant is responsible for ensuring that access to
Rancho Los Amigos Rehabilitation Center remains open along Rives Avenue, south of
the main hospital entrance.
20) The Applicant must submit a medical plan for the event.
21) Food trucks shall store all propane in accordance with CFC 2013, Chapters 53 & 61.
22) Temporary tents or membranes shall comply with CFC section 105.6.43 and Chapter 31.
Furthermore, the Applicant shall obtain any necessary permits for the erection of
temporary tents.
23) Fire extinguishers shall be placed at tents and food trucks in accordance with the CFC.
