REGULAR MEETING
JULY 12, 2016
The City Council of the City of Downey held a Regular City Council Meeting on July 12, 2016, at
6:39 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Pro Tern Vasquez presiding.

The Invocation was delivered by Deacon Mario Guerra. The Flag Salute was led by Park &
Recreation Staff.
COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS;
CONFERENCE /MEETING REPORTS
Council Member Ashton invited the audience to join him at his upcoming Coffee with the Council
Member.
Council Member Marquez acknowledged the Parks and Recreation staff and thanked all City
staff for their work and planning of the Freedom Festival. He thanked the Police and Fire Chiefs and
their staff for their work taking care of the community.
Mayor Pro Tern Vasquez acknowledged members of the audience: Representatives from the
Chamber of Commerce; former Mayor Mario Guerra; Eric Pierce, Kiwanis President; and, Carlos
Galvan, Amapola Supermarkets. He reported attending the Ringling Brothers Columbia Space Center
event and attending a roundtable meeting to discuss the issues involving the shortage of registered
nurses. He commented on the City of Dallas incident and acknowledged the Police Chief and Police
Officers for their commitment and keeping the community safe.
PRESENTATIONS
1. Mayor Pro Tern Vasquez and Council presented a Proclamation to the Parks & Recreation
Department for "Parks Make Life Better" Month.

2. Mayor Pro Tern Vasquez presented Certificates of Appreciation to 4th of July Freedom Festival

NON - AGENDA PUBLIC COMMENT
Didi Young, resident, mentioned her concerns in regards to illegal fireworks and prefers all
fireworks be banned in the City.
CONSENT CALENDAR
Mayor Pro Tern Vasquez abstained from Item. No. 2 due to the proximity to his personal
property; Council Member Brossmer abstained from Item No. 3 due to the proximity to his home.
It was moved by Council Member Brossmer, seconded by Council Member Marquez and
carried unanimously, with Mayor Saab excused, to approve the remainder of the Consent Calendar.
1. WARRANTS ISSUED: Warrant Nos. 304950 — 305352; Payroll Wire Nos. 30003483 — 30003487;
Manual Wire Nos. 1450 — 1453; in the total amount of $3,227,818.88: Finance.
2. FIRESTONE BLVD. IMPROVEMENT PROJECT FROM OLD RIVER SCHOOL RD TO
BROOKSHIRE AVE (PAVEMENT REHABILITATION IMPROVEMENTS): ACCEPTED THE
PROJECT AS COMPLETE; APPROVED THE FINAL CONSTRUCTION AMOUNT OF
$1,430,191.24; AND, AUTHORIZED THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE
OF COMPLETION (CASH CONTRACT NO. S.S. 488F): Public Works.
3. RESIDENTIAL STREET PAVEMENT REHABILITATION PROJECT: ACCEPTED THE PROJECT
AS COMPLETE; APPROVED THE FINAL CONSTRUCTION CONTRACT AMOUNT OF
$1,280,192.47; AND, AUTHORIZED THE PUBLIC WORKS DIRECTOR TO FILE A NOTICE OF
COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 15 -09): Public Works.
4. FIRESTONE BLVD IMPROVEMENT PROJECT FROM LAKEWOOD BLVD TO THE EAST CITY
LIMITS: ACCEPTED THE PROJECT AS COMPLETE; APPROVED THE FINAL
CONSTRUCTION CONTRACT AMOUNT OF $2,622,791.28; AND, AUTHORIZED THE PUBLIC
WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT
PROJECT NO. 14 -05): Public Works.
5. CIVIC CENTER PARK PROJECT, PHASE 1: ACCEPTED THE PROJECT, PHASE 1 AS
COMPLETE; APPROVED THE FINAL CONSTRUCTION PROJECT $233,991.40; AND,
AUTHORIZED THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION
(CAPITAL IMPROVEMENT PROJECT NO. 16 -01): Public Works.
6. APPROVED AN AGREEMENT WITH BIGGS CARDOSA ASSOCIATES, INC. FOR
ENGINEERING SERVICES RELATED TO THE FLORENCE AVE BRIDGE OVER THE SAN
GABRIEL RIVER BRIDGE REPLACEMENT PROJECT; AUTHORIZED THE MAYOR TO
EXECUTE THE AGREEMENT; AUTHORIZED THE CITY MANAGER TO EXECUTE ANY AND
ALL AMENDMENTS (CAPITAL IMPROVEMENT PROJECT NO. 14 -07): Public Works.
7. APPROVED AGREEMENT FOR THE PUBLICATION OF LEGAL NOTICES WITH THE DOWNEY
PATRIOT: City Clerk.
8. APPROVED AN AGREEMENT WITH NIEMELA PAPPAS & ASSOCIATES FOR STATE
ADVOCACY SERVICES, EXTENDING THE CONTRACT TERM TO JUNE 30, 2018:
Administration.

9. APPROVED AN AMENDMENT WITH EDINGTON, PEEL AND ASSOCIATES FOR FEDERAL
ADVOCACY SERVICES, EXTENDING THE TERM OF THE AGREEMENT TO JUNE 30, 2018:
Administration.
10. ADOPTED RESOLUTION NO. 16 -7658, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ADOPTING THE CLASSIFICATION SPECIFICATIONS AND ESTABLISHING
COMPENSATION FOR THE POSITIONS OF HUMAN RESOURCES ANALYST, HUMAN
RESOURCES SPECIALIST, PARALEGAL, SUPERVISING LIBRARY ASSISTANT AND
ADJUSTING COMPENSATION FOR THE CLASSIFICATION OF ASSISTANT TO THE CITY
MANAGER: Human Resources.
11. ADOPTED RESOLUTION NO. 16 -7659, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE DESTRUCTION OF CERTAIN OBSOLETE RECORDS OF THE
FINANCE DEPARTMENT: Finance.
12. ADOPTED ORDINANCE 16 -1357, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
DOWNEY ADOPTING A MITIGATED NEGATIVE DECLARATION AND AMENDING THE
LAKEWOOD /FIRESTONE SPECIFIC PLAN TO ALLOW GROCERY STORES WITH
INCIDENTAL ALCOHOL AND REVISING THE LANDSCAPE REQUIREMENTS: Community
Development.
13. APPROVED STREET CLOSURE REQUEST AT THE INTERSECTION OF CIVIC CENTER DRIVE
AND 3RD STREET FOR CITY OF DOWNEY'S 4TH ANNUAL NATIONAL NIGHT OUT: Police.
14. APPROVED THE APPOINTMENT OF CRISTINA SAUCEDO - GARCIA TO THE SOUTHEAST
LOS ANGELES COUNTY WORKFORCE DEVELOPMENT BOARD AS THE CITY OF
DOWNEY'S REPRESENTATIVE: Mayor Pro Tem Vasquez.
ADMINISTRATIVE REPORTS: None.
STAFF MEMBER COMMENTS
City Manager Livas thanked Mr. Dickow for having the Ringling Brothers presentation at the
Columbia Memorial Space Center. He thanked Interim Director Meacham for Parks & Recreations work
for the Freedom Festival.
Council Member Brossmer commented regarding the amount of illegal fireworks in the City this
year. He commented regarding the Downey High School fireworks show and said it was great. He
directed staff to research options of banning all fireworks in the City.
ADJOURNMENT
Mayor Pro Tern Vasquez adjourned the Regular City Council Meeting at 7:21 p.m. in memory of
Petty Officer 2nd Class Andrew J. Clement, 38, of Peabody, Massachusetts who was supporting
Operation Freedom's Sentinel, and Dallas Police Department officers killed in the line of duty: Officer
Brent Thompson, 43; Officer Michael Krol, 40; Senior Cpl. Lorne Ahrens, Sgt. Michael Smith, 55;
and Officer Patrick Zamaripa, 32.
