HomeMy WebLinkAboutMinutes 08-09-16 Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REGULAR MEETING AUGUST 9, 2016 The City Council of the City of Downey held a Regular City Council Meeting on August 9, 2016, at 6:37 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Saab presiding. PRESENT: Council Members: Alex Saab Mayor Fernando Vasquez Mayor Pro Tern Sean Ashton Council Member Roger C. Brossmer Council Member (arrived 6:59 p.m.) Luis Marquez Council Member (excused) ALSO PRESENT: Gilbert Livas, City Manager Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, MMC, City Clerk John Oskoui, Assistant City Manager Shannon DeLong, Assistant to the City Manager Dean Milligan, Captain Mark Gillaspie, Fire Chief Mohammad Mostahkami, Public Works Director Sonya Meacham, Interim Parks & Recreation Director Aldo Schindler, Community Development Director Anil Gandhy, Finance Director Alicia Duarte, CMC, Deputy City Clerk The Invocation was delivered by Rick Rodriguez, G.O.O.D. The Flag Salute was led by Barbara Richer Welch. COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; CONFERENCE /MEETING REPORTS Council Member Ashton reported attending the Los Angeles County Board of Supervisors meeting and briefly commented on the positive outcome of the meeting. He talked about the ComiCon event and said it was successful and thanked Library staff for their work. He announced the upcoming Downey Theatre Open House and Carpenters tribute concert. He invited the audience to attend the Rooftop Concerts. Mayor Pro Tern Vasquez welcomed the audience to the meeting. He reported attending the unveiling of the PIH Emergency Room. He commented regarding the positive outcome of the Los Angeles Board of Supervisors meeting regarding Rancho Los Amigos. He requested staff provide an update on Development Impact Fees. Mayor Saab thanked Andrew Stevens, Emergency Preparedness Manager, for his work with the community. He commented on the ComicCon and National Night Out events and said both were successful and well attended. He reported attending the groundbreaking of the PIH Emergency Room and thanked PIH for investing in the community. He attended the Kaiser Permanente Pediatric Carnival for cancer patients and the ribbon cutting for Golden Corral. He mentioned the entrance to the City on Lakewood Blvd. is looking great. He commented on the blighted condition of the south campus at Rancho Los Amigos Hospital and said the L.A. County Board of Supervisors voted affirmatively to approve the development of 50 acres of land for a new park with multi -use soccer fields. He thanked City Council Minutes Regular Meeting — August 9, 2016 City Manager Livas, Mayor Pro Tern Vasquez, and Supervisor Knabe for their efforts in bringing this project to the City. He said the development will also include consolidation of several County Departments. City Manager Livas thanked the City Council for this accomplishment. He mentioned it is a $468 million dollar investment by the County to consolidate administrative uses at the site which includes new jobs, economic development and open space. He thanked the community for their patience and thanked the City Council for their support. He recognized Supervisor Knabe for his efforts on this project and members of the community, including the youth who attended the meeting. Mayor Saab announced upcoming events: Summer Concerts at the Park; Grand Opening of the Promenade; Downey Theatre Open House which includes the 60th Anniversary Gala of the incorporation of the City of Downey with a concert tribute to the Carpenters; T.J. Maxx and Home Goods ribbon cuttings; Estilo Divino Salon 20th Anniversary celebration; Keep Downey Beautiful Beautification Awards; Downey Association of Realtor's Blood Drive in honor of DUSD student; Rocket Fever at CMSC; and, the final Summer Concert at Golden Park which will include a community barbecue hosted by G.O.O.D. He recognized Team USA's efforts in the Olympics. PRESENTATIONS Mayor Saab with the assistance of Director Mostahkami presented a Certificate of Recognition to Retiring Employee David C. Chavez, Water Systems Lead Worker, Public Work's Department for 35 Years of Service. 2. Captain Moeller of California Highway Patrol presented Downey Police Department Officers with CHP and Auto Club - 10851 (Auto Theft) Awards. 3. Mayor Saab presented the Mayor's Distinguished Citizen & Business Awards to Greg Welch and Risher Mortuary & Cremation Service. PUBLIC HEARINGS: None. NON - AGENDA PUBLIC COMMENT Resident, no name provided, commented regarding illegal dumping at an apartment complex east of Arrington and Florence. He voiced his concern about a homeless encampment on the 605 Freeway bike path. CONSENT CALENDAR Mayor Pro Tern Vasquez abstained from Item No. 12 due to a financial conflict; Mayor Saab pulled Items No. 4 and 5; and, City Clerk Jimenez announced Item No. 8 would be pulled and moved to the next City Council Meeting. It was moved by Council Member Brossmer, seconded by Council Member Ashton and carried unanimously, with Council Member Marquez excused, to approve the remainder of the Consent Calendar. 1. APPROVED MINUTES: Regular Meeting of July 26, 2016: City Clerk. 2. WARRANTS ISSUED: Warrant Nos. 305639 — 306026; Payroll Wire Nos. 30003494 — 30003498; Manual Wire Nos. 1456 — 1458; in the total amount of $3,473,539.82: Finance. APPROVED PLANS AND SPECIFICATIONS FOR SLURRY SEAL PROJECT AREA "B ", AND AUTHORIZED SOLICITATION FOR BIDS (CAPITAL IMPROVEMENT PROJECT NO. 17 -05): Public Works. 6. APPROVED AMENDMENTS TO AGREEMENTS WITH: KIMLEY -HORN AND ASSOCIATES, INC., STANTEC CONSULTING SERVICES, INC. AND W.G. ZIMMERMAN ENGINEERING, INC., FOR ONE -YEAR TERM EXTENSIONS FOR ON -CALL TRAFFIC ENGINEERING SERVICES: AUTHORIZED THE MAYOR TO EXECUTE EXTENSIONS; AND AUTHORIZED THE CITY MANAGER TO EXECUTE FUTURE AMENDMENTS: Public Works. 7. APPROVED AGREEMENT WITH KJSERVICES ENVIRONMENTAL CONSULTING FOR ONE -YEAR TERM EXTENSION FOR USED OIL RECYCLING PROGRAM SERVICES: AUTHORIZED THE MAYOR TO EXECUTE EXTENSION OF AGREEMENT; AND, AUTHORIZED THE CITY MANAGER TO EXECUTE FUTURE AMENDMENTS: Public Works. 9. ACCEPTED $65,030 IN FEDERAL LSTA FUNDS FOR LIBRARY LAPTOP KIOSK GRANT; AUTHORIZED THE CITY MANAGER TO SIGN THE AGREEMENT AND ANY POTENTIAL AMENDMENTS; AND, COMMITTED THE REQUIRED $4,500 MATCH FROM PREVIOUSLY - BUDGETED FUNDS: Administration. 10. APPROVED AN AGREEMENT WITH COMMLINE, INC. FOR 911 COMMUNICATION EQUIPMENT MAINTENANCE SERVICES FOR A FEE NOT TO EXCEED $35,748; AND, AUTHORIZED THE MAYOR TO EXECUTE THE AGREEMENT: Fire. 11. APPROVED THE RESPONSES TO FINDINGS AND RECOMMENDATIONS OF THE 2015 -16 CIVIL GRAND JURY REPORT ENTITLED "APPOINTED COMMISSIONS: TRANSPARENCY WILL MAINTAIN THE PUBLIC TRUST" AND APPROVED THE TRANSMITTAL OF THE RESPONSES TO THE CIVIL GRAND JURY: Administration. 12. APPROVED THE STREET CLOSURE REQUEST FOR THE CITY OF DOWNEY'S INTERNATIONAL FOOD AND MUSIC FESTIVAL: Parks & Recreation. 13. WAIVED ADMISSION FEES TO THE COLUMBIA MEMORIAL SPACE CENTER DURING THE 6T" ANNUAL ROCKET FEVER EVENT, AUGUST 20, 2016: Administration. OTHER BUSINESS 4. APPROPRIATED $12,000 FROM THE CITY'S EQUIPMENT FUND FOR THE PURPOSE OF UPGRADING ESSENTIAL MOBILE RADIO SOFTWARE; AND, APPROVE THE INSTALLATION OF RADIO SOFTWARE FOR SIX MOBILE RADIOS BY COMMLINE, INC.: Fire. Mayor Saab asked Fire Chief Gillaspie to elaborate on this item. Fire Chief Gillaspie stated during inventory of the Fire Department's mobile radios, six mobile radios were identified as not having the proper software to operate and interact with the other Fire Department agencies. Approval of this item would update those six radios. It was moved by Mayor Saab, seconded by Mayor Pro Tern Vasquez and approved unanimously with Council Member Marquez excused, to appropriate $12,000 from the City's equipment fund for the purpose of upgrading essential mobile radio software; and, approve the installation of radio software from six mobile radios by Commline, Inc. 5. APPROPRIATED $25,000 FROM THE CITY'S GENERAL FUND RESERVE FOR THE PURCHASE OF FIRST RESPONDER BALLISTIC PROTECTIVE EQUIPMENT: Fire. City Council Minutes Regular Meeting — August 9, 2016 3 Mayor Saab asked Fire Chief Gillaspie to provide an explanation of the ballistic protective equipment. Fire Chief Gillaspie stated with the increase in active shooter incidents worldwide and locally the Fire Department has been preparing for these types of scenarios and has trained staff with new techniques on how to be more aggressive in the treatment of patients. It was determined there is a need to provide personal safety gear to first responders when being placed in harms way. Emergency Manager Stevens also reached out to the Police Department and it was identified they would also benefit from having this type of protective gear. It was moved by Mayor Saab, seconded by Council Member Brossmer and approved unanimously with Council Member Marquez excused to appropriate $25,000 from the City's general fund reserve for the purchase of First Responder Ballistic Protective Equipment. Item No. 8 was pulled and moved to the next City Council Meeting. 8. TRANSFER OIL PIPELINE FRANCHISE FROM EXXONMOBIL TO TORRANCE PIPELINE COMPANY LLC AND GRANT PIPELINE FRANCHISE AGREEMENT TO TORRANCE PIPELINE COMPANY LLC: Public Works. ADOPT RESOLUTION NO. 16- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CONSENTING TO THE TRANSFER OF AN OIL PIPELINE FRANCHISE FROM EXXONMOBILE OIL CORPORATION TO TORRANCE PIPELINE LLC AND APPROVING THE ASSUMPTION AND ASSIGNMENT AGREEMENT RELATED THERETO; AND, ADOPT RESOLUTION NO. 16- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION OF GRANTING AN OIL PIPELINE FRANCHISE TO TORRANCE PIPELINE COMPANY LLC AND SETTING A PUBLIC HEARING FOR AUGUST 23, 2016 ADMINISTRATIVE REPORTS: None. Ignacio Gonzalez, Southern California Resource Services for Independent Living, announced their upcoming Disability Pride Parade. STAFF MEMBER COMMENTS City Manager Livas commented on a kick -off meeting with the Gateway Cities Council of Governments and said the Gateway Cities are working on a benchmarking project to determine what services are being provided to cities and what these services are costing to ensure all neighboring cities are obtaining the best consistent pricing. He commented on a meeting held with Bloomberg Philanthropies and John Hopkins University Center for Government Excellence to look at performance measures to improve service deliveries within the City. He announced Downey will be hosting the Gateway Cities Council of Government City Manager Breakfast meetings for the next year. ADJOURNMENT Mayor Saab adjourned the Regular City Council Meeting at 7:42 p.m. In Memory of Army Soldiers Sergeant Charles Judge, Jr. and National Guard Staff Sergeant Jonathan Michael Prins who were fatally shot while trying to rescue a woman from a physical attack at a South Carolina bar; and, San Diego Police Department Officer Jonathan "J.D."
