MINUTES
CITY OF DOWNEY - PUBLIC WORKS COMMITTEE
April 21, 2016
I. CALL TO ORDER:
Committee Chair Frey called the meeting to order at 4:05 P.M.
II. CONSENT CALENDAR: Committee Member Gendreau made a motion to approve the Minutes of the March 17,
2016 meeting. The motion was seconded by Committee Member Owens. The Minutes
were approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS: 1. Developments Update
By: Aldo Schindler, Director of Community Development
Mr. Norris introduced Mr. Aldo Schindler, Director of Community Development who in turn
gave a presentation of upcoming developments around the city. Discussion followed.

2. Paramount Boulevard Median Island Project (Imperial Hwy-Florence Ave.)
Mr. Norris discussed to the Public Works Committee a concept plan of a proposed capital
Improvement project between Imperial Hwy and Florence Avenue. The project is divided
into 2 segments and the process involves the development of a concept plan, a traffic study and the collection of traffic count data at every street and major driveways during peak
periods. Also accident data was analyzed as part of the study effort.
For the first segment, a community meeting will be held on April 27th between Imperial Hwy
and Firestone Boulevard. The meeting for the second segment will be scheduled sometime in May. Discussion followed.
V. PUBLIC COMMUNICATIONS
None.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS The following were brought up: 1) Thanked staff for patching a pothole on Coolgrove so quickly.
2) Sunken, uneven pavement at 7727 Finevale (corner of Rives and Horley).
3) Thanked staff for keeping the committee well informed.
VII. STAFF COMMUNICATIONS
Mr. Norris gave an updated on the following projects:
1) Paramount and Firestone Improvement Project 95% complete.
2) Gardendale Street Improvement Project– final paving is complete, striping installation will be complete by next week.
3) Lakewood and Telegraph Improvement Project -paving construction, will be pouring
concrete next week.
4) Firestone Boulevard from Lakewood Boulevard to the east city limit – started grinding
the intersection to remove the existing layer of asphalt. Reconstruction of westbound #3 lane up to the Toyota Dealership to be completed in three weeks.
5) Civic Center Park Project almost complete.
6) Library HVAC Upgrade Project and Theater Restroom Project are both near completion.
7) Bellflower and Imperial Hwy Improvement Project
