WHEREAS, duties and responsibilities of the Library Advisory Board are outlined in the
City Charter of the City of Downey; and
WHEREAS, the Downey Municipal Code, in Article II, Chapter 4, Part 3 further describes
outlines the duties and responsibilities of the Library Advisory Board; and
WHEREAS, the Library Advisory Board routinely adopts policies and procedures for the
Library as prescribed by the Charter and the Municipal Codes and makes recommendations to
the City Council regarding Library policies and procedures; and
WHEREAS, the Library Advisory Board recommends that the City Council adopt the
Collection Agency Policy for the Library; and
WHEREAS, annually the City Council adopts a City Fee Schedule which sets forth the
fines and fees for services for the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DONEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The March 18, 2014 Collection Agency Policy attached hereto as
Attachment A is hereby adopted for the City of Downey.
SECTION 2. Library Fines and Fees shall be governed by the City Fee Schedule in
effect at the time the service, fee or fine is incurred.
SECTION 3. Resolution 833 is hereby repealed.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

Adjustments of Collection Accounts:
At its discretion, Downey City Library may waive overdue fines for patrons who have experienced
extreme hardship such as long-term hosyitalization- i fire or theft with authorization from
the City Librarian or designee.
Payment arrangements:
Patrons may establish payment arrangements on a co ection agency account. S a may accep pa ia

Patrons are responsible for paying for any material lost and/or discarded (deleted). Credit cannot be given
for returning an item(s) that is no longer in the system, and refunds are not issued for "lost and paid"
items that have been paid for and later returned.
