FOLLOWS:
SECTION 1. VISION STATEMENT: Create a disaster resilient Downey
SECTION 2. MISSION STATEMENT: The Downey Resiliency Project is a community
based coalition that focuses on strengthening the community's ability to prepare for, respond to,
and recover from an adverse event including a disaster or emergency.
SECTION 3 AREAS OF FOCUS:
Community stakeholders working together to prepare for, respond to, and recover from
emergencies and disasters.
Merging of other community efforts that build social, economic, and overall well - being;
Provide a diverse network of private sector, governmental, and non- governmental
organizations focused on all- hazards emergency planning.
Provide an outlet for community engagement of the whole community focused on
collaborative disaster resiliency problem solving.
Ensure a self - sufficient community through neighbor to neighbor connections and strong
social networks.
SECTION 4. GUIDING PRINCIPLES;
Wellness - Make sure that people seek ways to stay healthy, and do not hesitate to
access services when in need.
Access Partner with local services, agencies, faith-based organizations and "other
groups that can provide support to the community after a disaster.
Education - Give people the skills they need to understand messages about disaster
preparedness.
Engagement= Engage all residents, especially those at greater risk, on hazards that
affect their community.
Self- Sufficiency - Build connections among residents so that they are able to help one
another during a disaster
Partnership - Build partnerships between community based organizations (e.g., cultural,
civic, and faith -based group; schools; and businesses) and government agencies for better
emergency planning.

Quality- Collect data on how the community reacts to each event to incorporate lessons
learned into planning future initiatives.
Efficiency - Link together routine community activities and those for disaster
preparedness, mitigation, and response to get the most out of existing activities (i.e., dual
benefit).
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
