I Advice Letter 1662-W -2- May 5,2016 Subsequently, on April 25, 2014, the Governor issued a second Executive Order and in response, the State Water Resources Control Board ("Water Board") and the Commission passed resolutions, 2014-038 and W-5000, respectively, that addressed outdoor irrigation and wasteful water practices. On April 10, 1 Commission issued Resolution W-5034, which ordered water utility compliance Water Board Resolution 2015-0015, which adopted a new 2015 Emergency Regulations for statewide urban water conservation and re-adopting the 2014 Emergency Regulations as codified in the California Code of Regulations, TITLE 23, Sections 863, V64, and 865. On May 7, 2015, the Commission issued Resolution No. W-5041, which ordered water utility compliance with the restrictions to achieve a 25% reduction in potable urban water use consistent with restrictions imposed by the Water Board's Resolution No. 2015-0032, adopted • May 5, 2015. On June 13, 2015, the Commission approved Advice Letter No. 1607-WA and authorized GSWC to update its 2014WCMA Preliminary Statement to reflect the expanded water use restrictions. • February 11, 2016, the Commission issued Resolution No. 1: and modifying the restrictions adopted in Resolution No. W-5041 to continue, until October 31, 2016, to achieve a reduction in potable urban water use consistent with restrictions imposed • the Water B•ard's Resolution No. 2016-007. Advice Lefter 1662-W -3- May 5,2016 RIQUEST As of December 31, 2015, GS WC recorded $316,865 in the 2014WCMA for Region 2. GS WC is seeking authorization to amortize this amount over a 12-month period in the CSAs, upon approval of this advice letter filing. This surcharge will offset the CARW credits and CARW administrative program costs recorded in the CARW Balancing Account. 4. Beginning July 1, 2014, as required by Section 792.5 of the Public Utilities Code, an increase in purchased power of $0.04092/kWh, an increase in purchased water of $0.15457/Ccf, an increase in Pump Tax of $0.05510/Ccf and a decrease in Leased Water of ($0.01692)/Ccf, relative to the Purchased Power, Purchased Water, Pump Tax and Lease Water cost adopted by Decision No. 13-05-011, and an associated revenue increase of 2.64%, are being tracked in a reserve account. 5. As authorized by the California Public Utilities Commission, an amount of $0.389 per Ccf based on an 18 months amortization period, is to be added to the Quantity Rate, beginning on the effective date of Advice Letter 1649-W, which is March 1, 2016.
