CITY OF DOWNEY - PUBLIC WORKS COMMITTEE
March 17, 2016
I. CALL TO ORDER: Committee Chair Frey called the meeting to order at 4:05 P.M.
II. CONSENT CALENDAR: Vice-Chair Lamkin made a motion to approve the Minutes of the February 18, 2016, 2016
meeting. The motion was seconded by Committee Member Owens. The Minutes were
approved as written.
III. OLD BUSINESS:
None.
IV. NEW BUSINESS:
1. Request for Drop-off/Pick-up Zone for Unsworth Elementary School along the
South Side of Cedartree Road Adjacent to the School Campus from Lindsey
Avenue to Approximately 300’ Westerly.
Mr. Norris reported that a request was received from the principal at Unsworth Elementary
School to consider installing a drop off/pick up zone along the south side of Cedartree
Road along the school campus with a parking restriction effective on school days between

the hours of 8:00 AM and 9:00 AM as well as 2:00 and 3:00 PM along the south side of
Cedartree Road from Lindsey Avenue to the west for a distance approximately 300 feet.
The request was primarily due to parents/guardians double parking when dropping off their
kids in the morning. The situation is worse in the afternoon when parents/guardians are
picking up their kids. The residents along the north side of Cedartree Road were notified of the proposal by letter (a copy of which was attached to the staff report) and were invited to
the meeting. Staff recommends that the Public Works Committee approve the
establishment of a school drop-off/pick-up zone between the hours of 8:00 AM to 9:00 AM
and 2:00 PM to 3:00 PM on school days, along the south side of Cedartree Road from
Lindsey Avenue to the west for a distance of 300 feet adjacent to the school campus. Discussion followed.
Committee member Trujillo made a motion that the Public Works Committee accept the
recommendation of the staff to approve the establishment of a school drop-off/pick-up zone
between the hours of 8:00 AM to 9:00 AM and 2:00 PM to 3:00 PM on school days, along the south side of Cedartree Road from Lindsey Avenue to the west for a distance of 300
feet adjacent to the school campus. The motion was seconded by Committee member
Lamkin. The vote was unanimously in favor thereof.
V. PUBLIC COMMUNICATIONS
None.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
The following were discussed:
1) New Super Wal-Mart
2) The Promenade 3) Intersection at Old River School Road and Firestone Blvd.
4) Jack in the Box
5) Bev Mo
VII. STAFF COMMUNICATIONS
Mr. Norris gave an updated on the following projects:
1) Reconfiguration of the traffic signal at Apollo Way and Lakewood Blvd.
2) Paramount Blvd. and Firestone Blvd. has been paved.
3) Portion of east Lakewood Blvd. expected to wrap up in 5-6 weeks. 4) Gardendale Street Pavement Rehabilitation Project - street is scheduled to be paved by
next week.
5) Construction of bike lanes.

7) Library & Theater HVAC system
8) Lakewood Blvd. and Telegraph Road Project
