The Invocation was delivered by Pastor Jesse Colon, Calvary Chapel Downey. The Flag Salute
was led by John Lacey, Crystal Properties.
COUNCIL i UNCEMENTS; REQUESTS FOR
CONFERENCE/MEETING REPORTS
Council Member Ashton reported attending the Keep Downey Beautiful Clean Up event and
thanked the Downey Rose Float Court for their participation. He announced upcoming events:
Challenger Commemoration; Vallarta Supermarket Ribbon Cutting; next Keep Downey Beautiful Clean
Up event; TLC 5k Run/Walk; and, his next Town Hall Meeting. He requested a Rio Hondo Golf Course
foursome for the Downey -South Gate Youth in Government program.
Council Member Marquez welcomed the audience to the meeting.
Council Member Brossmer acknowledged staff for the annual budget book. He announced Rio
Hondo Golf Course was named "Best Overall Golf Course" by Southland Golf Magazine. He requested
staff explore the option of using the existing Police Memorial monument for the memorial of Officer
Galvez.
Mayor Pro Tern Vasquez welcomed the audience to the meeting. He reported meeting with the
Police Chief to discuss the use of technology by the Police Department. He announced an upcoming
meeting with the local soccer organizations to discuss the role soccer plays in the community and said
he will be attending a Neighborhood Watch meeting this week. He reported attending the 1 -5 freeway
Joint Power Authority meeting and announced he will be participating in the Homeless Count this
evening. He acknowledged Miss Downey and her Court in the audience.
City Council Minutes
Regular Meeting — January 26, 2016
Mayor Saab announced the tradition to adjourn the second meeting in January in honor of the
crew members of the Apollo 1, Challenger and Columbia Space Shuttles. He announced the upcoming
Commemoration event at the Space Center. He announced recent events, the Battle of the Downey
High School and Warren High School PTA membership drives, and the participation of the Police
Department at the Run to Remember 10k race in honor of Officer Galvez. He thanked the officers who
participated in his honor. He assured the audience they will continue to honor Officer Galvez. He
announced the following grand openings and events: Vallarta Supermarket; House of Beauty; Downey
Chamber's Let's Do Lunch; Caremore's Health and Wellness workshop; Downey Music in the Schools
fundraiser; and, Barbara J. Riley Senior Prom. He requested staff address improving the Wi -Fi at the
Police Department and asked staff to inspect the traffic- light signals at Columbia Way by the
Promenade and Donovan Street by Apollo Way which are causing traffic congestion. He requested
staff address the issue of closing the gates at Rio San Gabriel Park due to loitering in the evening
hours.
PRESENTATIONS
1. The Mayor and Council presented Certificates of Recognition to Downey Rose Float Association for
their successful float entry "Exploring the Everglades" Founders Trophy Winner, 2016 Tournament
of Roses Parade.
2; Presentation by the Downey Rose Float Association to Downey Police Department in memory of
Officer Ricardo Galvez. President Sue England presented Chief Charles with the floral badge from
the Downey Rose Parade Float honoring Officer Galvez.
PUBLIC HEARINGS: None.
Jeremy Clifton, resident, commented on his concern regarding the limited parking availability at
Apollo Park and Rives Avenue due to the construction at Rancho Los Amigos.
Resident, no name provided, commented on temporary no parking signs, the American
Disability Act compliance for City curbs, ramps, and sidewalks, including Golden Park facilities. He
commented on his claim against the City and asked for streetlights at Dempster Ave. He asked for
sidewalk improvements in District 1.
Kelley Roberts, Downey Rose Float Association, requested City trees be trimmed on Paramount
Boulevard between Florence Avenue and the 1 -5 freeway.
Haig Kartounian, California Consulting, provided information in regards to the grant money
secured for the City through their consulting services. He thanked staff for working with them.
Carl, Downey Ballhogs, requested assistance with finding a location for their basketball
practices.
Jailene Lemus, Youth Commissioner, reminded City Council to attend the Downey -South Gate
Delegation for Youth in Government Annual Bill Hearing Night.
CONSENT CALENDAR
Council Member Marquez abstained from Item No. 10 due to the proximity to his residence;
Mayor Saab pulled Item No. 7, and Council Member Ashton pulled Item No 11.
It was moved by Council Member Brossmer, seconded by Mayor Pro Tern Vasquez and carried
unanimously, with Council Member Marquez abstaining from Item No. 10, to approve the remainder of
the Consent Calendar.

1. APPROVED MINUTES: Special and Regular Meetings of January 12, 2016: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. are 300403 — 300792; Wire Nos. 30003417 — 30003422,
Manual Wire Nos. are 1398 — 1403, in the total amount of $3,206,255.65: Finance.
3. APPROVED AN AMENDMENT TO THE MAINTENANCE SERVICES AGREEMENT WITH F.M.
THOMAS TO PERFORM THE INSPECTIONS IN ACCORDANCE WITH THE GUIDELINES
REQUIRED FOR ENROLLMENT IN THE HVAC OPTIMIZATION PROGRAM WITH SOUTHERN
CALIFORNIA EDISON: Public Works.
4. APPROVED AMENDMENT NO. 6 TO THE 1 -5 CONSORTIUM CITIES JOINT POWER
AUTHORITY AGREEMENT: Administration.
6. ADOPTED RESOLUTION NO. 16 -7611, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY DECLARING ITS INTENTION TO GRANT AN INTEGRATED WASTE
MANAGEMENT SERVICES FRANCHISE AGREEMENT TO CALMET SERVICES, INC. AND SET
A PUBLIC HEARING FOR FEBRUARY 9, 2016: Administration.
8. ADOPTED ORDINANCE NO. 16 -1349, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING ARTICLE II, CHAPTER 4, PART 8 ( "GREEN TASK FORCE ") OF THE
DOWNEY MUNICIPAL CODE AS IT PERTAINS TO THE - MEMBERSHIP _OF THE GREEN TASK
FORCE: Administration.
9. ADOPTED ORDINANCE NO. 16- 1350, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING SECTIONS 9146 AND 9428 OF ARTICLE IX OF THE MUNICIPAL
CODE REGARDING MEDICAL MARIJUANA: Community Development.
10. ADOPTED ORDINANCE NO. 16- 1351,- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY GRANTING AN OIL PIPELINE FRANCHISE AGREEMENT TO TESORO SOCAL
PIPELINE COMPANY LLC.: Public Works.
OTHER BUSINESS:
7. APPROVED AN AMENDMENT TO THE AGREEMENT WITH FAIRBANK, MASLIN, MAULLIN,
METZ & ASSOCIATES FOR REVENUE MEASURE CONSULTING SERVICES: Administration.
Mayor Saab asked for clarification on the phases in the contract for Revenue Measure
Consulting Services. City Attorney Abich Garcia explained the consultant provides assistance with
polling of ballot measure initiatives for government agencies. The services being provided consists of
two phases: The first is a telephone survey consisting of questions to the voters in regards to their
opinion of City services and where City services can be improved, as well as asking voters' opinion on
funding streets, sidewalks, parks and public safety through a sales tax measure. The City is not
obligated to bring a ballot measure forward in the November election by issuing the survey but can also
use the results to determine where the City needs to improve the services being provided. Mayor Saab
asked if the contract can be canceled at any time. City Attorney Abich Garcia stated currently the City is
on the second phase of the contract which is finalizing the survey and making the telephone calls to the
voters. Once the survey has been completed the results will be provided to the City.

It was moved by Council Member Marquez, seconded by Council Member Brossmer, and
carried 4 -1 -0, with Mayor Saab voting no, to approve an amendment to the agreement with Fairbank,
Maslin, Maullin, Metz & Associates for Revenue Measure Consulting Services.
11. APPROVED THE CITY COUNCIL CITY SUBCOMMITTEES AND AD HOC COMMITTEES
ASSIGNMENTS FOR 2016: Mayor Saab.
Council Member Asthon asked why the Wall of Fame Committee was not listed on the
Assignments for 2016. City Manager Livas stated it was removed because there were no Council
Members assigned to the Committee. Council Member Ashton asked if Council Member Brossmer was
serving on the Good Governance Committee. Council Member Brossmer agreed to step down from the
Committee to allow Council Member Ashton to serve along with Mayor Saab. Council Member Vasquez
asked about the Audio/Visual Council Chamber Committee. City Clerk Jimenez explained the project in
the Council Chamber has been completed but it was discussed to keep the Committee open in case
there are any future changes.
It was moved by Council Member Brossmer, seconded by Council Member Ashton and
approved unanimously to approve the City Council City Subcommittees and Ad Hoc Committees
Assignments for 2016 with the noted amendments.
ADMINISTRATIVE REPORTS: None.
STAFF MEMBER COMMENTS
City Manager Livas thanked Director Gandhy, Assistant City Manager DeLong, Assistant City
Manager Oskoui, and all City staff involved in putting together the budget and annual budget book. He
also thanked Budget Subcommittee Members Brossmer and Mayor Saab for their work.
Mayor Saab thanked City staff for their hard work.

Mayor Saab adjourned the City Council meeting at 7:31 p.m. in memory of the crews of Apollo
1, Space Shuttle Columbia, and Space Shuttle Challenger; James Laird, original member of the
Downey Fire Department; longtime Downey resident Maura Tallon; and, the men and women who
perished during Operation Freedom Sentinel: Maj. Adrianna M. Vorderbruggen, 36, of Plymouth,
Minnesota; Staff Sgt. Michael A. Cinco, 28, of Mercedes, Texas; Staff Sgt. Peter W. Taub, 30, of
Philadelphia, Pennsylvania; Staff Sgt. Chester J. McBride, 30, of Statesboro, Georgia; Technical Sgt.
Joseph G. Lemm, 45, of Bronx, New York; Staff Sgt. Louis M. Bonacasa, 31, of Coram, New York; Maj.
John D. Gerrie, 42, of Nickerson, Kansas; Staff Sgt. Matthew Q. McClintock, of Albuquerque, New
Mexico.
