CITY OF DOWNEY - PUBLIC WORKS COMMITTEE
September 17, 2015
I. CALL TO ORDER:
In the absence of Committee Chair, Joan Frey, Vice-Chair Don Lamkin called the meeting
to order at 4:05 P.M. II. CONSENT CALENDAR:
Committee Member Owens made a motion to approve the Minutes of the August 20, 2015 meeting. The motion was seconded by Committee Member Gendreau. The Minutes were
approved as written.
III. OLD BUSINESS:

IV. NEW BUSINESS:
1. Establishment of a Residential Preferential Parking District and Overnight Parking Prohibition on both sides of Shellyfield Road between Cecilia Street
and Muller Street and the north side of Cecilia Street between approximately
183 feet west of the Shellyfield Road centerline and Chaney Avenue
Staff received a request and a petition from a resident on Shellyfield Road for the establishment of preferential parking district on the north side of Cecilia Street. In response
to the complaints received from other neighbors in the area due to overflow of on-street
parking primarily the apartment buildings on Lakewood Blvd, Mr. Norris reported that the
California vehicle code allows local agencies to establish preferential parking through the
adoption of an ordinance or resolution provided that certain criteria are met. Discussion followed.
Committee Member Owens moved that the Public Works Committee recommend adoption
by the City Council after holding a public hearing, of a resolution of the City Council of
Downey establishing a residential preferential parking district on the east side and west sides of Shellyfield Road between Cecilia Street and Muller Street and the north side of the
Cecilia Street between approximately 183 feet west of the Shellyfield Road centerline and
Chaney Avenue. The motion was seconded by Committee Member Gendreau. The vote
was unanimously in favor thereof.
V. PUBLIC COMMUNICATIONS
None.
VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1) Staff to look into the entrance to the unified school district parking lot.
2) Double lines on Old River School Road on the south side of Firestone Blvd.
3) Water contractor east of Lakewood Blvd. to the city limits to fill up the excavations with
more temp asphalt, the worse one is on west bound past the bridge turning left onto Stewart & Gray Road pocket.
4) Manhole has not been adjusted on Paramount Blvd. south of the tracks behind Stater
Brothers towards the end of Burns Ave. South bound on Paramount Blvd. No. 2 lane, a
manhole that is below grade.
5) Doty Bros., contractor for the hospital, the portable toilet sitting in the middle of the road. Street closure problem.

VII. STAFF COMMUNICATIONS
Mr.Norris gave an updated on the following:
1) Two Gateway Monuments were installed on the east side of La Reina Avenue and the
other one on the west side of Dolan Street.
2) Next month to start construction on Firestone Blvd. between Lakewood Blvd to the ECL. Pavement Rehabilitation Project.
3) Firestone Blvd. Bridge to wrap up soon. All six lanes will open in a week.
4) Lakewood Blvd. and Telegraph Road Intersection Project
5) Theatre HVAC Upgrades
6) Drought tolerant garden in front of City Hall.
