PRESENT: Council Members: Luis H. Marquez Mayor Alex Saab Mayor Pro Tern Sean Ashton Council Member Roger C. Brossmer Council Member Fernando Vasquez Council Member ALSO PRESENT: Gilbert Livas, City Manager Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, CMC, City Clerk John Oskoui, Assistant City Manager Shannon DeLong, Assistant to the City Manager Carl Charles, Chief of Police Mark Gillaspie, Fire Chief Mohammad Mostahkami, Public Works Director Arlene Salazar, Parks & Recreation Director Aldo Schindler, Community Development Director Anil Gandhy, Finance Director Alicia Duarte, Deputy City Clerk The Invocation was delivered by Downey Fire Chief Mark Gillaspie. The Flag Salute was led by Maya,- Isabella, and Diego Marquez. CONSENT CALENDAR: Mayor Marquez took this item out of order. Mayor Marquez announced he would be abstaining from Item No. 8 due to the proximity to his home. It was moved by Council Member Brossmer, seconded by Council Member Vasquez, and carried unanimously to approve the Consent Calendar. 3. APPROVED MINUTES: Special Meeting of October 13, "2015: City Clerk, . 4. WARRANTS ISSUED: Warrant Nos. 299330 299521; Wire Nos. 30003394, 30003400 30003403; Manual Wire Nos. 1389— 1392, in the total amount of $2,259,373.17: Finance. 5. APPROVED AN AGREEMENT WITH JOHN L. HUNTER AND ASSOCIATES, INC., FOR STORM WATER PROGRAM MANAGEMENT AND NPDES /MS4 PERMIT COMPLIANCE SERVICES FOR TWO YEARS WITH AN OPTION TO RENEW FOR AN ADDITIONAL TWO YEARS; AUTHORIZED THE MAYOR TO EXECUTE THE AGREEMENT; AND, AUTHORIZED THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS: Public Works. 6. APPROVED A PROFESSIONAL SERVICE AGREEMENT WITH LILLEY PLANNING GROUP, INC., FOR TEMPORARY PROFESSIONAL PLANNING STAFFING SERVICES AND AUTHORIZED THE CITY - MANAGER TO EXECUTE SAID AGREEMENT: Community Development. City Council Minutes Regular Meeting — December 8, 2015 7. - APPROVED _A MEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES HOMELESS SERVICES AUTHORITY AS THE LEAD AGENCY FOR THE 2016 GREATER LOS ANGELES HOMELESS COUNT: Administration. 8. APPROVED A THREE (3) YEAR RENEWAL TO THE AGREEMENT WITH MAJOR LEAGUE SOFTBALL, INC. (MLSO) FOR ADULT SOFTBALL FOR THE PERIOD OF DECEMBER 13, 2015 - DECEMBER 12, 2018, WITH AN OPTION TO EXTEND THE CONTRACT TWO (2) YEARS IF MUTUALLY AGREED UPON BY CITY AND PROVIDER, ACCORDING TO THE TERMS AND CONDITIONS OF THE ATTACHED OPERATING SERVICES AGREEMENT: Parks & Recreation. 9.- APPROVED A PROFESSIONAL SERVICES AGREEMENT WITH CORRAL CONSULTING FOR IMPLEMENTATION FOR THE CITY'S STAY HEALTHY DOWNEY: Parks & Recreation. 10. ADOPTED RESOLUTION NO. 15 -7605, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION TO RENEW OIL PIPELINE FRANCHISE AGREEMENT TO TESORO SOCAL PIPELINE COMPANY LLC AND SETTING FORTH A PUBLIC HEARING FOR JANUARY 12 2016: Public Works. 11. ADOPTED RESOLUTION NO. 15 -7606, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SUPPORTING THE CREATION OF FEDERAL AMERICA FAST FORWARD TRANSPORTATION BONDS: Administration. 12. ADOPTED RESOLUTION NO. 15- 7607, -A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE PAY RANGES FOR SPECIFIC PART -TIME POSITIONS: Human Resources. 13. ADOPTED ORDINANCE NO.15 -1348, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING DOWNEY MUNICIPAL CODE SECTION 4130 SUBSECTIONS (A) AND (C) REGULATING HOTEL, LODGING AND ROOMING HOUSE GUEST REGISTERS: City Attorney. 14. APPROVED A DISCOUNTED__ ADMISSION FEE FOR PATRONS TO THE COLUMBIA MEMORIAL SPACE CENTER DURING THE WEEK FOLLOWING THE GRAND OPENING OF CINEMARK THEATRE ON DECEMBER 11th: Columbia Space Center. 1. WELCOME AND FINAL ADDRESS Mayor Marquez welcomed everyone in attendance and asked for a moment of silence in honor of the victims of the shooting in the City of San Bernardino, and in honor of Downey Police Officer Ricardo Galvez. He thanked City staff and his Council colleagues for their support in making his year as a Mayor a success. He acknowledged and introduced his family to the audience and acknowledged his high school, college and community friends and members for attending. He acknowledged and thanked City staff from every department for making the City of Downey unique. He acknowledged former Mayor Gafin, City Commissioners, Council Members from the surrounding cities, former City of Huntington Park Mayor Rosa Perez, City of Bell Gardens Mayor Pro Tern Pedro Aceituno, City of Cudahy Mayor Markovich, City of Vernon Mayor McCormick, City of Cerritos Mayor Chen, City of Bellflower Mayor Pro Tern Koops, Cerritos College Board Member Arthur, Downey Unified School District Board Members Morris and Sodetani, Superintendent Dr. John Garcia, - City of Cudahy Council Member Sanchez, and City of Artesia Council Member Taj. He thanked his parents for their sacrifices and what they have done for their children. He thanked the Rose Float Association, all the churches, the Downey Unified School District and local businesses for all they do. He thanked his Council colleagues once again and Council Member Roger Brossmer for his support. He provided a presentation highlighting events, and accomplishments from this past year. He thanked City Manager Livas for leading the City and staff, the Departments Heads for managing the Departments, City Attorney Garcia, Assistant City Manager Oskoui, and all the City employees for their work. He acknowledged local business owners and representatives in the audience. 2. PRESENTATIONS 1. Mayor Marquez presented a certificate of recognition to Jeannie Wood for her work in the City. 2. Mayor Marquez presented a certificate of recognition to Ricardo Perez for bringing the UCLA recognition to the City of Downey. 3. Mayor Marquez presented a certificate of recognition to Humberto Flores for his contributions and work with the City's youth sports programs. SPECIAL PRESENTATIONS TO OUTGOING MAYOR MARQUEZ Mayor Pro Tern Saab and Council Members congratulated the Mayor for his work representing the City as Mayor and presented him with a "Past Mayor" pin, a gavel plaque for his year of service as Mayor and memorabilia photo book. The following government entities presented recognitions to Mayor Marquez for his term as Mayor: City of Bell, Gateway Cities Council of Governments, Cerritos College, City of Artesia, City of Bellflower, City of Bell Gardens, City of Cudahy, City of Cerritos, City of Vernon, Congresswoman Lucille Roybal- Allard, Downey Unified School District, Downey Chamber of Commerce, Downey Rose Float Association, Los Angeles County Supervisor's Office of Don Knabe, Senator Tony Mendoza's Office, City of Paramount, and City of Signal Hill. RECESS /RECONVENE Mayor Marquez recessed the Council meeting at 7:51 p.m. Mayor Marquez reconvened the City Council meeting at 8:43 p.m. with Council Member Vasquez excused. COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE- AGENDA ITEMS; CONFERENCE /MEETING REPORTS: None. NON - AGENDA PUBLIC COMMENT Mayor Marquez opened non- agenda public comment. Having no one come forward Mayor Marquez closed non- agenda public comment. - ADMINISTRATIVE REPORTS: None, STAFF MEMBER COMMENTS City Manager Livas congratulated Mayor Marquez for a great year and said he looks forward to working with Mayor Pro Tern Saab in 2016.
