Receive and File Gateway Cities Strategic Transportation PlanItem No. APPROVED BY CITY MANAGER FROM: TO- HONORABLE MAYOR MARQUEZ AND MEMBERS OF THE CITY COUNCIL OFFICE OF ,, , BY: MOHAMMAD MOSTAHKAMI, P.E., DIRECTOR OF PUBLIC WORKS ti pil 11 111 - - • • • That the City Council receive and file the presentation on the Gateway Cities Strategic Transportation Plan (STP) by Yvette Kirrin, consulting engineer for the Gateway Cities Council of Governments (COG). r • The purpose of the Gateway Cities Strategic Transportation Plan (STP) into develop a comprehensive multimodal transportation improvement strategy for the Gateway Cities subregion. Multiple elements in the subregion's transportation network were studied and analyzed, including freeways, arterial roadways and intersections, active transportation routes (bicycle and pedestrian projects), transit service and park- and -ride locations, and stormwater treatment. The STP identified improvements that will have regional impacts and developed project recommendations and, in some cases, preliminary design plans. The Plan also matches projects with current and potential funding sources and proposes new financing mechanisms for cities to fund their infrastructure improvements. In addition to project- specific information and plans for projects within their boundaries, cities also have access to traffic and air quality models developed through the STP that can be used for local planning efforts. STP offers individual cities tools to make local improvements and the opportunity to be part of a larger coalition with a unified plan ready for implementation. Furthermore, it can be used by cities and Gateway Cities COG to pursue grant funding for infrastructure improvements. Because it brings regional attention and federal, state, and regional resources to address issues that impact both residents and businesses operating in the Gateway Cities as well as those traveling throughout the subregion, the STP is a significant resource and will be only the second plan of its kind ever conducted in the country other than the New York City metropolitan area. The attached map shows the various projects within the STP located within the City of Downey. GATEWAY CITIES STRATEGIC TRANSPORTATION PLAN (STP) NOVEMBER 24, 2015 FISCAL IMPACT There is no fiscal impact� The cost of preparing the STP is approx. $9 million, all of which will be funded by the Los Angeles County Metropolitan Transportation Authority with no cost to the city.
