That the City Council disbands the Emergency Preparedness Committee..
On April 12, 1988 the City Council formed the Emergency Preparedness Committee (EPC)
through Minute Action. The purpose of the committee was to provide input, suggestions,
and solutions to the needs of a large scale, broad -based community preparedness action
plan — specifically addressing training and resource acquisition as it related to emergency
preparedness. The Emergency Preparedness Committee consists of 10 City Council
appointees representative of each Council member's political district.
In December of 2014, the City of Downey hired a full time Emergency Manager to plan,
direct, and implement the City's emergency and disaster management programs. This
position also oversees the disaster response and recovery training and public outreach
programs. Because the City of Downey has full -time personnel now assigned to manage
the duties that historically may have been overseen by the Emergency Preparedness
Committee, the continuation of the committee is non - essential.
Several opportunities for those EPC members who wish to continue their involvement in
assisting the city's overall emergency preparedness initiatives will still exist, even if EPC is
disbanded. Downey Emergency Management is working to develop a new community
collaborative, which would include a variety of community partners and stakeholders. The
mission of this coalition will be to share information and best practices and foster a whole of
community approach to all- hazards emergency and disaster management. Furthermore,
several EPC appointees have already assumed positions within the executive volunteer
leadership of the Downey CERT program, which is expanding into an affiliated disaster
volunteer program in 2016.
