That the City Council:
1) Authorize Implementation of Downtown Street Lighting Improvement Project; and
2) Authorize the procurement and installation of city- furnished materials for the
Downtown Street Lighting Improvement Project; and
3) Authorize City Manager to execute contract agreements for this project in a form
acceptable by City Attorney; and
4) Authorize Director of Public Works to execute any change orders or additional scope
of work for said project as deemed necessary up to the approved project budget.

As part of the City's Energy Action Plan (EAP), ongoing efforts are underway to reduce energy
consumption through the conversion of roadway lighting to energy- efficient Light Emitting Diode
(LED) technology. LED lights have significantly greater life expectancy and use at least 50%
less energy compare to High Pressure Sodium Vapor (HPS) lights. Some of the recent roadway
lighting conversion efforts to LED lighting were completed through capital improvement projects
such as Firestone Boulevard improvements from Old River Road to Brookshire Avenue and
Lakewood Boulevard improvements from Florence Avenue to Gallatin Road.

In order to further expand on energy efficiency roadway lighting improvements, staff proposes to
improve the existing roadway lighting in the downtown area. The proposed improvements will
convert overhead street lights and decorative "acorn" pedestrian safety lights on Downey
Avenue between Nance Street and 5th Street and on 3rd and 2nd Streets between La Reina
Avenue and Dolan Avenue from their existing HPS and metal halide lights to LED lighting. The
limits of the project are shown on the attached Project Location Map.

The scope -of -work for this streetlight conversion project will include, but is not limited to the
following:
Conversion of approximately twenty (20) street lights from high voltage (4,000 volts)
to low voltage (120/240 volts) on 2nd Street and 3rd Street between La Reina
Avenue and New Street, La Reina Avenue between Firestone Boulevard and 3rd
Street, and New Street between 2nd Street and 3rd Street,
• Replacement of approximately seventy (70) HPS overhead street light fixtures with
LED fixtures,
• Painting of approximately seventy (70) existing street light poles and bases,
• Retrofitting of approximately one hundred fifteen (115) "acorn" metal halide light
fixtures to LED fixtures,
Painting of approximately one hundred fifteen (115) decorative "acorn" pedestrian
safety light poles and bases, and
• Installation of approximately six (6) additional decorative "acorn" pedestrian safety
lights utilizing LED technology.
In an effort to reduce project costs and expedite its completion, staff is proposing to procure all
materials, particularly those requiring a long lead time, as well as to acquire all contracting
services for the installation of new and retrofitting and painting of existing street and pedestrian
safety lights through the informal bid process.
Upon approval, staff will immediately proceed with ordering the materials as well as soliciting
bids for electrical and painting contractors. Project completion is anticipated by March 2016.
The estimated cost of this project, including design, procurement of materials, construction,
inspection and project management is $360,000. Funds in the amount of $388,000 are
programmed for this project in the FY 2015 -16 Capital Improvement Program in Account No.
56 -17725 to cover the total project cost. The funding sources are Lighting and Landscape
Assessment District ($300,000) and Measure R Local Return ($88,000).
