CALL TO ORDER: A REGULAR PLANNING COMMISSION MEETING - 6:30 P.M. II. ROLL CALL: Commissioners Morales, Rodriguez, Owens, Vice Chairman Flores and Chairman Lujan III. PLN-15-00193 (Special Event Permit) Location: 11140 Downey Ave Approve Request: A request to conduct a one-day event for the three year anniversary of an existing cultural center (Stay Gallery) to include live entertainment in an outdoor rear yard area, on Friday October 23, 2015 from 7:00 p.m. to 2:00 a.m. on property zoned DDSP (Downtown Downey Specific Plan). CEQA: Categorical Exemption – Section 15304 (Class 4, Minor Alterations to Land). Staff: Associate Planner Jessica Flores 2. PLN-15-00194 (Special Event Permit) Location: 11610 Lakewood Boulevard Approve Request: A request to permit a one-day “Harvest Festival” on the parking lot of Desert Reign Assembly of God Church, on Saturday October 31, 2015, from 6:00 p.m. to 9:00 p.m. Festival activities will include carnival games, jumpers, kid rides, food trucks and live entertainment, on property zoned C-P (Professional Office). PLN-15-00197 (Special Event Permit) Location: 8141 De Palma Street Approve Request: A request by Warren High School to conduct a three-day carnival on October 30, 31, and November 1, 2015, which includes mechanical rides, game booths, food sales and entertainment, on the parking lot of Warren High School, on property zoned R-1 (Single-Family Residential). CEQA: Categorical Exemption - Section 15304 (Class 4, Minor Alterations to Land). Staff: Assistant Planner Kevin Nguyen 4. PLN-15-00165 (Site Plan Review) Location: 9606 Firestone Boulevard Approve Request: A request to construct an 1,800 square foot garage structure (30’ x 60’), for the storage and service of portable diesel generators at the existing United Rentals Company, on property zoned M-1 (Light Manufacturing). CEQA: Categorical Exemption - Section 15303 (Class 3, New Construction or Conversion of Small Structures). Staff: Assistant Planner Kevin Nguyen 5. PLN-15-00132 (Revision ‘F’ Conditional Use Permit No. 03-05) Continued from September 16, 2015 Location: 8239 Second Street Approve Request: A request to amend the conditions of approval of a restaurant that operates with an Alcoholic Beverage Control (ABC) Type 41 license and live entertainment, on property zoned DDSP (Downtown Downey Specific Plan). CEQA: Categorical Exemption - Section 15301 (Class 1, Existing Facilities). Staff: Assistant Planner Kevin Nguyen VII. NON-AGENDA PUBLIC COMMENTS: This portion of the agenda provides an opportunity for the public to address the Planning Commission on items within the jurisdiction of the Planning Commission and not listed on the agenda. It is requested, but not required, that you state your name, address and subject matter upon which you wish to speak. Please limit your comments to no more than 5 minutes. Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Planning staff or schedule for a subsequent agenda, shall be taken by the Planning Commission on any issue brought forth under this section. Anyone wishing to discuss a consent calendar item should be recognized by the chairman, state name, address and agenda item number. Such appeal shall set forth specifically wherein it is claimed the Commission’s findings were in error, and wherein the decision of the Commission is not supported by the evidence in the matter, and wherein the public necessity, convenience, and welfare require the Commission’s decision to be reversed or modified
