HomeMy WebLinkAboutResolution No. 15-7578-Adopting the City of Downey Bicycle Master PlanWHEREAS, the City desires to promote bicycling as an alternate travel mode in the
interest of decreasing congestion, reducing vehicle emissions, improving the health and
wellness of the community and increasing local economic development and civic involvement;
and,
WHEREAS, in accordance with Section 891.2 of the Streets and Highway Code, the
adoption of a Bicycle Master Plan is required in order to facilitate the implementation of bicycle
facilities and apply for funding to design and construct said facilities; and,
WHEREAS, public agencies are exempt from the California Environmental Quality Act
(CEQA) when preparing Bicycle Master Plans per Public Resources Code Section 21080.20,
provided that the agency prepares a supplementary traffic analysis mitigating potential vehicular
traffic impacts and bicycle and pedestrian safety impacts and holds a noticed public hearing to
solicit and respond to comments on said plan; and,
WHEREAS, the City has conducted the aforementioned supplementary traffic analysis,
which is attached hereto as Exhibit A, Appendix D, containing measures to mitigate all potential
vehicular traffic impacts and bicycle and pedestrian safety impacts associated with the
implementation of the Bicycle Master Plan; and,
WHEREAS, the City of Downey Bicycle Master Plan, attached hereto as Exhibit A, has
been prepared in accordance with state law; and,
WHEREAS, the notice for the mandated public hearing associated with the City of
Downey Bicycle Master Plan was published in the Downey Patriot on July 16, 2015 and the
public hearing was subsequently held in the Council Chambers of the City Hall at 11111
Brookshire Avenue, Downey, California, on July 28, 2015.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council has carefully reviewed and considered the
supplementary traffic analysis prepared in conjunction with the Bicycle Master Plan, finds the
traffic analysis to be adequate in terms of mitigating all traffic and safety impacts and hereby
approves the supplementary traffic analysis.
SECTION 2. The City Council hereby finds that the City of Downey Bicycle Master
Plan is statutorily exempt from the California Environmental Quality Act in accordance with
Section 21080.20 of the Public Resources Code.

SECTION 3. The City Council of the City of Downey hereby adopts the City of Downey
Bicycle Master Plan.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution which shall
be effective upon its adoption.
