HomeMy WebLinkAboutMinutes 04-14-15 Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REGULAR MEETING APRIL 14, 2015 The City Council of the City of Downey held a Regular City Council Meeting on April 14, 2015, at 6:37 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Marquez presiding. PRESENT: Council Members: Luis H. Marquez Alex Saab Sean Ashton Roger C. Brossmer Fernando Vasquez Mayor Mayor Pro Tern Council Member Council Member Council Member ALSO PRESENT: Gilbert Livas, City Manager Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, CMC, City Clerk John Oskoui, Assistant City Manager Shannon DeLong, Assistant to the City Manager Carl Charles, Chief of Police Mark Gillaspie, Fire Chief Mohammad Mostahkami, Public Works Director Arlene Salazar, Parks & Recreation Director Aldo Schindler, Community Development Director Anil Gandhy, Finance Director The Invocation was delivered by Pastor Chris Steward. The Pledge was led by Jonathan Thomas, Eagle Scout Troop 242. RECESS/RECONVENED At 6:40 p.m., Mayor Marquez recessed the City Council Meeting to conduct the Community Development Commission Housing Successor Meeting. At 6:43 p.m., the City Council Meeting was reconvened with all Council Members present. COUNCIL MEMBER/COMMISSIONER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; CONFERENCE/MEETING REPORTS Council Member Ashton reported on meetings and events he attended: Southern California Association of Governments (SCAG) Meeting regarding cap and trade agreements; Keep Downey Beautiful clean-up and thanked Cub Scout Pac 805 for their assistance; Stem Festival at the Space Center; and, the Downey Street Faire, which was another great Chamber of Commerce event. Council Member Ashton announced he is having story time for kids at the City Library from 3:30-4:00 p.m. on April 15; Student Government Day will be held April 21; and, on April 22, he will be hosting a Town Hall Meeting at Barbara J. Riley Center, 6:00 p.m. to 8:00 p.m. where he will announce new and exciting items to share and will address any questions or concerns. May gth is Kids Day at Apollo Park and April 25th is YMCA Carnival of Champions. He requested staff review the City's Municipal Code regarding drought tolerant landscaping and review the City's policy regarding watering on City -owned property to ensure the City is in compliance with State guidelines. City Council Meeting Minutes - April 14, 2015 Mayor Pro Tern Saab recognized members from the Chamber of Commerce, who were in the audience, and thanked them for an excellent Street Faire held Saturday. He reported on the success of Stem City Week and recognized staff and Space Center Director Ben Dickow. He noted it was a great opportunity to showcase the Space Center and continue to motivate young kids in the community to get involved in science. Mayor Pro Tern Saab requested staff return with an update regarding the cell phone tower. He announced the following events: Police Officer and Firefighter of the Year Recognition Luncheon, April 28th; YMCA Kids Day/Carnival of Champions on April 25th; and, the TLC 5K Healthy Downey Walk/Run at Rancho Los Amigos, April 18. He thanked City Manager Livas for reaching out to Supervisor Knabe's Office requesting assistance to improve the signage at the Downey Historical Society. Supervisor Knabe contributed $1,000 for the improvements. Mayor Pro Tern Saab reviewed the Governor's executive order regarding water restrictions and the steps the City has taken in the past years to reduce water reduction in the City. He encouraged residents to visit the City's website for additional information and information regarding the upcoming water symposium. City Manager Livas advised staff is meeting with the cell phone company next week and will provide an update after the meeting. Council Member Vasquez welcomed everyone to the Council Meeting. He reported attending the Independent Cities Risk Management Association (ICRMA) meeting and discussed the possible future restructuring of the Association, noting there was no firm position taken as a result of the two-day intense meeting. He congratulated the Chamber of Commerce on a successful Street Faire. He reported attending a meeting in Downtown LA speaking on a potential merger between Time Warner and Comcast, and attended a trash hauling subcommittee meeting with Council Member Brossmer. Council Member Vasquez advised on Saturday he will be speaking at USC about local government. He reported on the TLC 5K and Student Government Day. He recognized Former Mayors Meredith Perkins, David Gafin, and Kirk Cartozian, who were in the audience. He requested staff arrange for the donation of two pair of foursomes at Rio Hondo Event Center for the Downey Adult School Golf Tournament. Mayor Marquez welcomed everyone to the City Council Meeting. He congratulated the Space Center and Executive Director Ben Dickow and staff for the successful City of Stem. He also congratulated the Chamber of Commerce on a successful Street Faire. Mayor Marquez requested staff return to Council with information on what the executive order means for Downey, how it will impact Downey, what Downey is doing in dealing with the water crisis, and also schedule town hall informational meetings. PRESENTATIONS: Mayor Marquez took presentations out of order. Mayor Marquez invited Former Mayors Meredith Perkins, Kirk Cartozian, DUSD Board President Corrin, and the City Council to present a Certificate of Recognition to former Mayor Bob Winningham, Council Member Brossmer requested the main ballroom at the Rio Hondo Event Center be named in honor of Bob Winningham. 7. Mayor Marquez and Council Member Ashton presented Certificate of Congratulations to Downey Dirt Devils Youth Baseball Team for their successful season. 8. Mayor Marquez and Mayor Pro Tern Saab presented a Certificate in Remembrance and City Street Sign in remembrance of Lance Corporal Joshua Whittle to his mother, Crystal Vincent. 3. Mayor Marquez and Mayor Pro Tern Saab presented a Proclamation designating 2015 as "City of Downey Year of Commemoration of the 100th Anniversary of the Armenian Genocide of 1915." City Council Meeting 2 Minutes -April 14, 2015 2. Mayor Marquez presented a Proclamation to the Youth Commission member to recognize "Student Government Day." 4. Mayor Marquez and Council Member Brossmer presented a Certificate of Recognition to Janet Molinaro for her service and commitment to the Emergency Preparedness Committee for the past 12 years. 5. Mayor Marquez, the City Council and Arlene Salazar, Director of Parks and Recreation presented a Certificate of Recognition to Soroptimist International of Downey for their contribution towards the City's Special Olympics World Games Host Town Program. 6. Mayor Marquez presented a Certificate of Recognition to Downey Los Amigos Kiwanis for their Furman Park fitness equipment donation. PUBLIC HEARING: None. NON -AGENDA PUBLIC COMMENT Gail Courtney, Chamber of Commerce Executive Director, provided an updated on Chamber of Commerce events and thanked the City for their assistance with a successful Street Faire. Stewart Hu, resident and Neighborhood Watch Block Captain, asked what can he do to help improve the crime situation in his neighborhood. Having no one else come forward, Mayor Marquez closed Public Comment at 8:25 p.rn. CONSENT CALENDAR Mayor Pro Tern Saab pulled Item No. 10 It was moved by Mayor Pro Tem Saab, seconded by Council Member Vasquez and unanimously carried, with Council Member Vasquez abstaining from Item No. 8 as his home is located within 500' of the location; Mayor Pro Tern Saab abstaining from Item No. 5; and, Council Member Brossmer abstaining from Item Nos. 9 and 16 as his employer is the Downey Unified School District (DUSD), to approve the remainder of the Consent Calendar. 3. APPROVED MINUTES: Special City Council Meetings of February 24, 2015, March 10, 2015, March 24, 2015; Regular City Council Meetings of February 24, 2015, March 10, 2015: City Clerk. 4. WARRANTS ISSUED: Warrant Nos. are 292742 — 293317; Wire Nos. 30003301 — 30003311; Manual Wire Nos. 1325 — 1329; Cashier's Check No. 70-71, in the total amount of $5,642,528.46: Finance. 5. CASH CONTRACT NO. City Council Meeting 4 Minutes - April 14, 2015 Mayor Pro Tern Saab asked if the Department is adequately equipped to meet the needs of the residents' safety. Fire Chief Gillaspie stated yes, he believes the fleet is in outstanding condition. A couple of years ago, Fire Administration developed a fire apparatus replacement schedule to project out the next 50 years to prepare the City and the Department to have an outstanding department. With this purchase the department will be adequately equipped for the next 50 years. It was moved by Mayor Pro Tern Saab, seconded by Council Member Brossmer, and unanimously carried to approve a sole -source vendor agreement with Pierce Fire Apparatus to provide two fire pumper trucks and appropriate $105,510.78 from the equipment replacement fund for - '" ' . sales tax. 01ORIVil' i" • City Manager Livas advised Council there is a new Coffee Cart serving coffee at the Library and thanked Ms. DeLong, Library Director, for her work on the project. City Manager Livas advised powerwashing was conducted in the Downtown area and staff will be obtaining information from the current street sweeperon powerwashing the Downtown area on regularbasis.
