November 24, 2014 Meeting
Downey City Hall – 2nd Floor Training Room

I. CALL TO ORDER:
The meeting was called to order at 5:24 p.m. by Chair Sean Ashton.
Members Present: Alex Gaytan, Janet Molinaro, Steve Perez, Ronnie Fernandez, Vice Chair Ricardo
Perez, and Chairman Sean Ashton.
Members Absent: Patrick Owens
Staff: Juddy Montenegro, Staff Liaison
II. CONSENT CALENDAR:
It was moved by Vice Chair R. Perez, seconded by Member Gaytan to approve the minutes from the
September 22, 2014 meeting. The motion passed 6-0-1, with Member Owens absent.
III. OLD BUSINESS:
1. Discussion of coordination with the Downey Chamber of Commerce
Vice Chair R. Perez suggested once again that a representative from the Downey Chamber of
Commerce be invited to an upcoming next Green Task Force meeting to discuss this item further.
There have been changes in leadership at the Chamber and it would be best to wait until a new
Director was formally appointed. Vice Chair R. Perez asked that this item be moved to a future
meeting. Being there was no objection, it was so ordered.
IV. NEW BUSINESS:
1. Subcommittee Updates
a.) Drought Tolerant Landscaping Guide
Member Molinaro mentioned she would like for the Green Task Force (GTF) to distribute
information on this topic and asked that something be put together soon.
Member S. Perez advised he had some information on this topic and would send to Staff
Liaison Montenegro to possibly update the GTF webpage.
Chair Ashton also said he has some topic information and would forward to Staff Liaison
Montenegro to see if an informational pamphlet can be drafted for distribution.
Vice Chair Perez mentioned it would be a good idea to invite the Central Water Basin to an
upcoming GTF meeting for more information on this topic.
b.) Promotion of Bicycling

Member Gaytan once again mentioned the upcoming Kiwanis event taking place in April 2015,
and believes it would be a good idea to have the Green Task Force get involved. The event is
called “Kiwanis One Day.” He also mentioned he would like to ask the City to get involved with a
Bike Rodeo event and would like to know if this could be combined with the annual City bike
event in June. Staff Liaison Montenegro advised this would need to be brought up to the Parks
& Recreation department, as they are the lead in this event.
c.) Business Sustainability
This item will be discussed further when a Chamber representative is able to attend an
upcoming GTF meeting.
d.) Green Task Force Branding
Staff Liaison Montenegro noted that the GTF logo has been officially approved by the City
Council and the City has purchased the logo from the graphic designer.
Member Gaytan advised he would move forward with ordering the t-shirts.
2. Calendar of Events
a.) Earth Day 2015
Planning for this event will begin in January 2015.
Member Fernandez suggested that Keep Downey Beautiful clean-ups be added to calendar of
events and asked for a copy of the new 2015 flyer.
3. Election of New Chair/Vice Chair
It was moved by Chair Ashton, seconded by Member S. Perez to appoint Vice Chair R. Perez to
new Chair, and Member Molinaro to Vice Chair, given that current Chair Ashton was elected to the
Downey City Council and can no longer serve in this capacity. The motion passed 6-0-1, with
Member Owens absent.
V. PUBLIC COMMUNICATIONS:
None.
VI. GREEN TASK FORCE COMMUNICATIONS:
Member Fernandez mentioned that the City does not have a sufficient amount of
recycling bins throughout City facilities and at City events. He feels this is important and should be
brought up to the City’s attention.
Member Ashton mentioned he attended the Veterans Day event on November 11th and noticed that
the Lions Club was using Styrofoam cups. Staff Liaison noted that the recent Styrofoam ban was an
internal city policy, and does not apply to outside groups.

VII. STAFF COMMUNICATIONS:
Staff Liaison Montenegro noted that Michael Chirco officially resigned from the Green Task Force.
VIII. ADJOURNMENT:
The Green Task Force meeting was adjourned at 6:01 pm to 5:00 pm, Monday, January 26, 2015,
as there will be no meeting during the month of December due to the holidays.
