Request: A request to expand the existing carwash facility (Sultan Car
Wash), by adding 12 vacuum systems, on property zoned C-
2 (General Commercial).

Location: 8603 Imperial Hwy Approve
Request: A request to develop a four (4) unit townhouse condominium
project, on property zoned R-3-O (Multiple-Family Residential
Ownership).

Construction of Small Structures)

3. PLN-14-0260 (Variance)
Location: 13423 Laureldale Avenue Approve
Request: A request for a variance from the City of Downey residential
property development standards, to allow a reduced the side
yard setback, greater floor area ratio (FAR) than the zoning
code allows, and to reduce the off-street parking requirement
for a proposed single family residence, on property zoned R-
1 8,500 (Single Family Residential).

4. PLN-14-00252 (Conditional Use Permit, Variance, and Site Plan Review)
Location: 7902 Imperial Highway Approve
Request: A request for approval of: 1) a conditional use permit to sell
alcohol for off-site consumption; 2) a variance from the City
of Downey’s variable height and yard setback requirements
for properties abutting residential zones; and 3) a site plan
review of the development, design and use standards to
convert the former Beach’s Supermarket into a Vallarta
Supermarket, on property zoned C-2 (General Commercial).

5. PLN-15-00022 (Conditional Use Permit and Site Plan Review)
Location: 7954 Imperial Hwy Approve
Request: A request for approval of a drive-thru lane and an outdoor
dining area, and a review of the development, design and
use standards for a Starbucks Coffee Shop, on property
zoned C-2 (General Commercial).

VII. NON-AGENDA PUBLIC COMMENTS: This portion provides an opportunity for the
public to address the Planning Commission on items within the jurisdiction of the
Planning Commission and not listed on the agenda. It is requested, but not required,
that you state your name, address and subject matter upon which you wish to speak.
Please limit your comments to no more than 5 minutes. Pursuant to the Brown Act, no
discussion or action, other than a brief response, referral to the City Planning staff or
schedule for a subsequent agenda, shall be taken by the Planning Commission on any
issue brought forth under this section.
VIII. CONSENT CALENDAR ITEMS: Items in this section will be voted on in one motion
unless a commissioner or citizen requests separate actions. Anyone wishing to discuss
a consent calendar item should be recognized by the chairman, state name, address
and agenda item number. Further, any consent calendar items removed from the
agenda will be considered by the commission following the public hearing items.

NOTICE: SECTION 9806 – APPEALS
Any person aggrieved or affected by any final determinations of the Commission concerning an application
for action of an administrative nature, including a variance or a permit, or any condition or requirement
thereon, or upon the failure of the Commission to make its findings and determinations within thirty (30) days
after the closure of the hearing thereon, no later than fifteen (15) calendar days, (Exception: subdivisions. no
later than ten (10) calendar days) after the date of the decision or of the Commission’s failure to make a
determination, may file with the City Planner a written notice of appeal there from to the Council. Such
appeal shall set forth specifically wherein it is claimed the Commission’s findings were in error, and wherein
the decision of the Commission is not supported by the evidence in the matter, and wherein the public
necessity, convenience, and welfare require the Commission’s decision to be reversed or modified
