Minutes of the Oversight Board to the Successor Agency
to the Dissolved Downey Community Development Commission
September 18, 2014 – Regular Meeting
The Oversight Board to the Successor Agency to the Dissolved Downey Community
Development Commission held a Regular Meeting at 1:27 p.m., September 18, 2014, in the
Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California.
PRESENT:
Donald LaPlante, Downey Unified School District - Chair
Aldo Schindler, Community Development Director – Vice-Chair
Roger C. Brossmer, LA County Sanitation Districts #2 & #18
Jessica Flores, Downey Employee Association
EXCUSED:
Frederick W. Latham, LA County Board of Supervisors, District 4
Stephen W. Helvey, LA County Board of Supervisors, District 4
Ali Delawalla, Community Colleges
ALSO PRESENT:
Adria M. Jimenez, CMC, Oversight Board Secretary
Ed Velasco, Housing Manager, City of Downey
3. PLEDGE OF ALLEGIANCE
The Flag Salute was led by Board Member Brossmer.
4. PUBLIC COMMENT
Chair LaPlante opened Public Comment. Having no one come forward, Public Comment was
closed.
5. APPROVAL OF MINUTES FOR THE MEETINGS OF: SEPTEMBER 19, 2013; OCTOBER 17,
2013; FEBRUARY 27, 2014; AND, JUNE 19, 2014.
It was moved by Board Member Brossmer, seconded by Board Member Flores and carried
3,3,1, with Board Members Latham, Helvey, and Delawalla excused, and Board Member
Schindler abstaining to approve the Minutes.
6. ADOPTED RESOLUTION NO. OB 14-0021, A RESOLUTION OF THE OVERSIGHT BOARD
TO THE DOWNEY SUCCESSOR AGENCY APPROVING THE RECOGNIZED OBLIGATION
PAYMENT SCHEDULE FOR THE PERIOD OF JANUARY 1, 2015, THROUGH JUNE 30,
2015.
Mr. Velasco advised this is the ROPS for the six month period of January 1, 2015 – June 30,
2015. There are two items, one enforceable obligation and the second item is for one-half of
the administrative allowance.
It was moved by Board Member Brossmer, seconded by Board Member Flores, and carried 4-3-
0, with Board Members Latham, Helvey, and Delawalla excused to adopt the resolution.

7. ADOPT RESOLUTION NO. OB 14- 0020, A RESOLUTION OF THE OVERSIGHT BOARD TO
THE DOWNEY SUCCESSOR AGENCY APPROVING THE ADMINISTRATIVE BUDGET FOR
THE PERIOD OF JANUARY 1, 2015 THROUGH JUNE 30, 2015, PURSUANT TO HEALTH
AND SAFETY CODE SECTIONS 34177.
Mr. Velasco stated he is requesting the Oversight Board approve the administrative budget for
the period of January 1, 2015 through June 30, 2015. He noted the budget allocated are listed
on the second page and the City chose to split the allowable $250,000 in half.
It was moved by Vice-Chair Schindler, seconded by Board Member Brossmer and carried, 4-3-0
with Board Members Latham, Helvey and Delawalla excused, to adopt the Resolution.
8. STAFF COMMENTS: REPORT FROM THE STATE CONTROLLER’S OFFICE
Mr. Velasco provided a staff report and noted the City and Successor Agency is reviewing
options as such there is nothing new to report. At a future meeting, an update will be provided.
The Oversight Board has the option of having legal counsel review and provide advice.
Chair LaPlante stated at this point what he presumes what will happen is that the City will issue
a check for $2 million and then proceed to figure out how to receive the funds. Whatever funds
the City would like to receive back has to go through the ROPS process.
Mr. Velasco stated depending on how this goes, and depending on how the City and Successor
Agency pursue that will more than likely return to the oversight board for action.
Chair LaPlante confirmed the Oversight Board can receive guidance from legal counsel placed
on retainer by the Board. Mr. Velasco responded in the affirmative.
It was moved by Board Member Brossmer, seconded by Board Member Flores, and carried 4-3-
0, with Board Members Latham, Helvey, and Delawalla, excused to receive and file.

Chair LaPlante adjourned the meeting at 1:35 p.m.
