MINUTES
CITY OF DOWNEY - PUBLIC WORKS COMMITTEE
November 20, 2014
I. CALL TO ORDER:
In the absence of the Committee Chairperson, Patricia Kotze, Vice-Chair, Joan Frey called
the meeting to order at 4:05 P.M.
II. CONSENT CALENDAR: Committee Member Lamkin made a motion to approve the Minutes of the August 21, 2014
meeting. The motion was seconded by Committee Member Owens. The vote was unanimously in favor thereof.
III. OLD BUSINESS:
None. IV. NEW BUSINESS:
1. Presentation on Energy Action Plan
Mr. Norris introduced Mr. Antonio Huizar and Mr. David Gilliland from KW Engineering who gave a presentation regarding the Energy Action Plan. Mr. Mostahkami noted that this
report is in draft form and is not yet for public distribution. A hard copy will be distributed to
the committee members via email. Time frame, outreach goals and how to get the word
out to the community were discussed.

V. PUBLIC WORKS COMMITTEE COMMUNICATIONS
Committee Member Halbmaier mentioned an email he received from a resident, Mr. Richard Poulin regarding issues such as trash on alley ways, overgrown bushes/trees,
illegally dumped trash. Ms. Chavez responded that these issues have been discussed with
Calmet, street sweeper company and code enforcement. Also, reach out to property
owners and communicate about the cleanup of alley ways.
The following were also discussed:
1) Nissan and the Promenade projects ground water.
2) Somerset Ranch and Paramount going west bound traffic signal timing is off.
3) Downey Avenue and Fifth Street crosswalk signal timing is too short.
VI. STAFF COMMUNICATIONS
Updates were given on the following projects:
1) Firestone Boulevard Rehabilitation Project was paved between Brookshire and
Myrtle two days ago.
2) Paramount Boulevard to Old River School Road will be completed by next month.
3) Gateway Monument will be installed in February on Downey Avenue
4) Lakewood Boulevard between Florence and Gallatin – the intersection has been base paved, final layer and striping will be next month.
5) Firestone Boulevard Bridge – ahead of schedule, pouring at the south side of the
new bridge. Will be open to traffic by the end of December. Bridge completion by
July 2015
6) Bicycle Master Plan near completion, Public workshop in December 7) Park Master Plan workshops: Dec. 13, January 21 and February 28 will be posted
on the website.
8) Firestone Boulevard between Lakewood to Woodruff – new water pipes replacement
finished by end of January
9) Tennis Courts resurfacing at Independence Park 10) Playground equipment at Temple Park
11) Playground equipment at San Gabriel Park
12) Audio-visual/projector screens upgrade in the City Council’s Chamber
