HomeMy WebLinkAboutResolution No. 14-7523RESOLUTION NO. 14-7523 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY SUPPORTING H.R. 5101 (CA-HAHN) PASSING THE NATIONAL FREIGHT NETWORK TRUST ACT OF 2014 WHEREAS, the City of Downey is located 18 miles from the Ports of Los Angeles and Long Beach, the two busiest ports in the United States that process over 14 million shipment containers combined a year; and, WHEREAS, the area surrounding the Ports of Los Angeles and Long Beach is directly impacted by the economic activity that both ports generate on a local, regional, national, and global level; and, WHEREAS, the City of Downey is immediately adjacent to Interstate 710, which provides direct access to the Ports of Los Angeles and Long Beach and is frequented by thousands of freight shipping trucks traveling through the City on a daily basis; and, WHEREAS, the railways in the City are interconnected to the network of freight movements in and out of the Ports of Los Angeles and Long Beach and throughout the region; and, WHEREAS, there is increased competition both nationally and internationally to the goods movement business that requires dedicated resources to efficiently improve freight transportation and the infrastructure that supp01ts it; and, WHEREAS, it is necessary to create a dedicated funding source to better serve roads and railways that connect the freight network to the Potts of Los Angeles and Long Beach; and, WHEREAS„ a lack of significant infrastructure investment in the region has significant costs that impact traffic congestion on our local roads, highways, and railways; and, WHEREAS„ the National Freight Network Trust Act of 2014, as introduced by House Representative Janice Hahn, aims to make the necessary investments to sustain the viability of the transpoltation infrastructure network that surrounds the City, state, and nation; and, WHEREAS, the United States Customs and Border Protection collects an estimated $38 billion annually; and,, WHEREAS, the trust would transfer 5-percent of all import duties collected by United States Customs and Border Protection, generating nearly $1.9 billion annually; and, WHEREAS, the trust will provide grant funding programs to state, regional, and local transp01tation authorities to invest in critical freight network infrastructure improvements; and, WHEREAS, critical freight network infrastructure projects include dedicated truck lanes on highways, better bridges, and on -dock rail that would speed the goods movement and reduce congestion on the roadways surrounding Downey, the region, state, and nation; and, RESOLUTION NO. 14-7523 PAGE 2 WHEREAS, all levels of government serve a vital role in freight movement and a dedicated funding source is needed to support goods movement -related projects that can provide economic„ environmental, and quality of life benefits both locally and nationally; and WHEREAS, the Downey community would be greatly impacted by improvements made to the roads, railways, and ports that surround the City through the passage of the National Freight Network Trust Act of2014; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby supports H.R. 5101 (CA -Hahn) passing the National Freight Network Trust Act of 2014. SECTION 2. A certified copy of this Resolution shall be forwarded to House Representative Janice Hahn, 441h District of California. SECTION 3. The City Clerk shall certify to the adoption of this Resolution which shall be effective upon its adoption. APPROVED AND ADOPTED this 10th day of November 2014.
