HomeMy WebLinkAboutMinutes 09-09-14 Regular MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REGULAR MEETING SEPTEMBER 9, 2014 The City Council of the City of Downey held a Regular City Council Meeting at 6:30 p.m., September 9, 2014, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Vasquez presiding. PRESENT: Council Members: Fernando Vasquez Mayor Luis H. Marquez Mayor Pro Tern Roger C. Brossmer Mario A. Guerra Alex Saab ALSO PRESENT: Gilbert Livas, City Manager John Oskoui, Assistant City Manager Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, CMC, City Clerk Shannon DeLong, Assistant to the City Manager Carl Charles, Chief of Police Mark Gillaspie, Fire Chief Mohammad Mostahkami, Public Works Director Arlene Salazar, Parks & Recreation Director Aldo Schindler, Community Development Director Anil Gandhy, Finance Director Gladys Chavez, Secretary The Invocation was delivered by Pastor Christie Melby Gibbons of the Moravian Church of Downey. The Flag Salute was led by Mohammad Mostahkami, Director of Public Works. CITY COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; CONFERENCE /MEETING REPORTS Council Member Brossmer reported attending a Downtown subcommittee meeting and stated being pleased with the progress of the Firestone Boulevard improvement project. Mayor Pro Tem Marquez welcomed everyone in attendance. Council Member Saab reported attending the renaming of West Middle School to Dr. Mary Stauffer School. He invited everyone to the International Food Festival, September 20, Chick -fil -A grand opening, September 11, Blue Mass event, September 11, and the Library's War Comes Home special event, September 11. He requested staff establish a clear Downtown banner program. He reported attending a Special Olympic Host Committee meeting and encouraged the community to get involved. He thanked the Downey Conservancy for their Stay Gallery event that included a history of the Downtown. Council Member Guerra welcomed everyone in attendance. He thanked pastor Christie Melby Gibbons and congratulated her on her new assignment. He invited everyone to the CROP Hunger Walk event, October 12 and the Blue Mass event at Our Lady of Perpetual Help Church, September 11. He reported attending a ribbon cutting event at Century 21 and United Health Care, attended the Gangs Out Of Downey (G.O.O.D.) meeting, Stay Healthy Downey Partner meeting and the League of California Cities Annual Conference and reported on the workshop: "Forming Successful Public- Private Partnerships." He requested staff look into creating an Adopt a Power Box program. City Council Meeting Minutes September 9, 2014 Mayor Vasquez congratulated the Downey Unified School District for honoring Dr. Mary Stauffer. He stated the television network NBC has a Diversity Cities series that reported on Downey. He stated he will attend the Mayor's Summit Meeting and was invited to a senior fundraising event, Dance with the Mayor. PRESENTATIONS Mayor Vasquez presented the Mayor's Healthy Heart Award to Chief Medical Officer Leo Lopez, Presbyterian Intercommunity Health Hospital. Mayor Vasquez presented Certificates of Recognition to Coca -Cola Bottling Company and Astro Pak Corporation for Compliance with Los Angeles County Sanitation District Industrial Waste Requirements for 2013. Mayor Vasquez presented a Proclamation and declared September 2014 as Hispanic Heritage Month. Mayor Vasquez presented a Proclamation to Sue Kline and Lowell Mathis and declared September 2014 as Literacy Month in Downey. Mayor Vasquez presented a Proclamation to pastor Christie Melby Gibbons and declared Sunday, October 12, as the 3rd Annual Downey CROP Hunger Walk Day. Mayor Vasquez presented a Certificate of Recognition to Javier Becerra for his service to our country and retirement from the U. S. Army. PUBLIC HEARING: None. NON AGENDA PUBLIC COMMENT John Lacey, resident, thanked the Council for their efforts in improving the City and suggested they include language in any Memorandum of Understanding agreement stating that in the event an employee is found guilty of crimes or in violation of the City Charter that their pension benefits will be forfeited. CONSENT CALENDAR It was moved by Council Member Brossmer, seconded by Council Member Guerra, and unanimously carried with Council Member Guerra abstaining from Item No. 3, Council Member Saab abstaining from Item No. 4, and Council Member Brossmer abstaining from Item No. 7, to approve the Consent Calendar. 1. APPROVED MINUTES: Regular Meeting of August 12, 2014: City Clerk. 2. WARRANTS ISSUED: Warrant Nos. 287536 — 287951; Wire Nos. 30003219 — 30003223, and Manual Wire Nos. 1290 — 1291, in the total amount of $4,068,101.98: Finance. 3. CASH CONTRACT NO. S.S. 635 — RESIDENTIAL STREET RESURFACING PROJECT (CITYWIDE): ACCEPTED THE PROJECT AS COMPLETE, APPROVED THE FINAL CONSTRUCTION CONTRACT AMOUNT OF $1,267,124.17 AND AUTHORIZED THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER'S OFFICE: Public Works. 4. AUTHORIZED THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE DOWNEY FAMILY YMCA TO LEASE CITY -OWNED PROPERTY FOR A CHRISTMAS TREE LOT AT 9066 FIRESTONE BLVD: Community Development. City Council Meeting Minutes September 9, 2014 5. AUTHORIZED THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, FOR AN AMOUNT NOT TO EXCEED $26,315, WITH THE RAMSAY GROUP FOR THE PREPARATION OF THE 5 -YEAR CONSOLIDATED PLAN, THE ACTION PLAN, AND THE ANALYSIS OF IMPEDIMENTS ON FAIR HOUSING: Community Development. 6. APPROVED A ONE (1) YEAR AGREEMENT WITH THE FAIR HOUSING FOUNDATION AND APPROPRIATED $13,000 IN COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS TO PROVIDE FAIR HOUSING SERVICES DURING FISCAL YEAR 2014 -15: Community Development. 7. APPROVED THE SUBRECIPIENT GRANT AGREEMENT WITH THE DOWNEY UNIFIED SCHOOL DISTRICT FOR PROGRAM YEAR 2014 -15 AND AN ALLOCATION OF $21,100 IN COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS: Community Development. 8. RATIFIED THE AGREEMENT WITH LEXIPOL TO PROVIDE THE POLICE DEPARTMENT AN ONLINE LAW ENFORCEMENT POLICY MANUAL AND DAILY TRAINING BULLETINS, AND RATIFY THE SIGNATURE OF THE CHIEF OF POLICE AS AUTHORIZED TO ENTER INTO THIS AGREEMENT: Police Department. ADMINISTRATIVE REPORTS: None. STAFF MEMBER COMMENTS: None. City Manager Livas had no report.
