OB Minutes of 06-19-14Minutes of the Oversight Board to the Successor Agency to the Dissolved Downey Community Development Commission June 19, 2014 — Regular Meeting The Oversight Board to the Successor Agency to the Dissolved Downey Community Development Commission held a Regular Meeting at 1:00 p.m., June 19, 2014, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California. PRESENT: EXCUSED: Donald LaPlante, Downey Unified School District — Vice -Chair Roger C. Brossmer, LA County Sanitation Districts #2 & #18 Jessica Flores, Downey Employee Association Aldo Schindler, Community Development Director Stephen W. Helvey, LA County Board of Supervisors, District 4 Frederick W. Latham, LA County Board of Supervisors, District 4 Ali Delawalla, Community Colleges ALSO PRESENT: Gladys Chavez, Acting Oversight Board Secretary Ed Velasco, Housing Manager, City of Downey 3. PLEDGE OF ALLEGIANCE The Flag Salute was led by Vice -Chair LaPlante. 4. PUBLIC COMMENT Vice -Chair LaPlante opened up Public Comment. Having no one come forward Public Comment was closed. 5. ELECTION OF CHAIR AND VICE -CHAIR Vice -Chair LaPlante opened the nomination for Chair and Vice - Chair. It was moved by Board Member Flores, seconded by Board Member Brossmer and carried 4 -0 -3, with Board Members Helvey, Latham and Delawalla excused, to appoint LaPlante as Chair and Schindler as Vice - Chair. 6. DESIGNATED CONTACT PERSON FOR DEPARTMENT OF FINANCE INQUIRIES Chair LaPlante nominated Board Member Schindler. It was moved by Board Member Brossmer, seconded by Board Member Flores and carried 4 -0 -3, with Board Members Helvey, Latham and Delawalla excused, to appoint Board Member Schindler. 7. ADOPTED RESOLUTION NO. OB 14 -0019, A RESOLUTION OF THE OVERSIGHT BOARD TO THE DOWNEY SUCCESSOR AGENCY AMENDING THE LONG RANGE PROPERTY MANAGEMENT PLAN AND STATE THE INTENT TO ENTER INTO COMPENSATION AGREEMENTS AS REQUIRED BY LAW. Housing Manager Velasco stated this item is required by the dissolution legislation. He stated back in October 2013 the Oversight Board was presented with the Long Range Property Management Plan that was approved by the Downey Successor Agency. The Board approved staff's recommendation and submitted the Plan to the Department of Finance. The Department of Finance requested a modification to the Plan to include language that would guarantee that the Successor Agency will ensure that a compensating agreement will be entered into all effecting taxing entities as required by law. The language has been added and he is requesting approval from the board in order to submit the change to the Department of Finance. Board Member LaPlante asked if this was the only property affected by this requirement and if there are any updates on marketing the property. Housing Manager Velasco stated this was the only affected property. Board Member Schindler stated this property will be a mixed retail development and there is currently a developer working towards assembling the property. Once the City takes care of this agenda item it will be able to actively participate with the developer. It was moved by Board Member Brossmer, seconded by Board Member Flores and carried 4 -0 -3, with Board Members Helvey, Latham, and Delawalla excused, to adopt the resolution. & ADJOURNMENT Chair LaPlante adjourned the meeting at 1:06 p.m. GLADYS CHAVEZ, DONALD LAPLANTE, Acting Oversight Board Secretary Oversight Board Chair
