CITY OF DOWNEY - PUBLIC WORKS COMMITTEE
July 17, 2014
I. CALL TO ORDER:
The Committee Vice-Chair, Joan Frey, called the meeting to order at 4:10 P.M.
II. CONSENT CALENDAR: Committee Member Lamkin made a motion to approve the Minutes of the June 19, 2014
meeting with the addition of staff’s recommendation of a 30-minute parking zone to City
Council duly noted. The motion was seconded by Committee Member Halbmaier. The minutes were approved as corrected. III. OLD BUSINESS: None
IV. NEW BUSINESS:
1. Speed limits at various locations citywide
Mr. Norris discussed the California Vehicle Code requirements to update Engineering &
Traffic (E&T) surveys every seven years for any street within the city to substantiate the
posted speed limit on a street that is not a local street as shown on the federal-aid system maps, and also in order to substantiate the enforcement of those posted limits
on those particular streets through RADAR techniques.
The results of the E&T surveys are shown on the staff report. All locations remain the
same at their current posted limits with the exception of Brookshire Avenue between Firestone Blvd. and Stewart & Gray Rd. with a recommended increase of posted limit
from 35-40 mph as well as Regentview Ave. between Stewart & Gray Rd. and

Washburn Rd. with a recommendation of increase of posted limit from 25-30 mph.
The proposed ordinance will amend the Downey Municipal Code to effect the proposed speed changes on Brookshire Avenue and Regentview Avenue. Discussion followed.
Committee Member Lamkin made a motion to recommend adoption by the City Council
of an ordinance of the City Council of the City of Downey amending Section 3186 of the
Downey Municipal Code relating to the speed limits for Brookshire Avenue between Gallatin Road and Gardendale Street, Haledon Avenue between Florence Avenue and
Gallatin Road, Old River School Road between Florence Avenue and Imperial Highway,
Paramount Boulevard between Telegraph Road and Imperial Highway, Patton Road
between Firestone Boulevard and Stewart & Gray Road, Quill Drive between Old River
School Road and Paramount Boulevard, Regentview Avenue between Stewart & Gray Road and Washburn Road, Washburn Road between Bellflower Boulevard and
Regentview Avenue and Wiley-Burke Avenue between Firestone Boulevard and Suva
Street. The motion was seconded by Committee Member Vergara. The vote was
unanimous in favor thereof.
V. PUBLIC WORKS COMMITTEE COMMUNICATIONS
The following were discussed:
1) Drought Issue 2) Water conservation tips at the city’s website
3) Water reclamation
4) Irwingrove Street repaving
5) Alleys by the church parking lot and The View 6) Committee Member Owens invitation to the 27th Annual Electrical Industry BBQ & Open House on August 13, 2014
VI. STAFF COMMUNICATIONS
Mr. Norris provided an update on the following projects:
1) Firestone Boulevard Improvements Project
2) Firestone Boulevard Bridge Project
