CALL TO ORDER: In the absence of the Committee Chair, Patricia Kotze, Vice Chair, Joan Frey called the meeting to order at 4:10 P.M. II. CONSENT CALENDAR: Committee Member Don Lamkin made a motion to approve the Minutes of the March 20, 2014 meeting with noted corrections. The motion was seconded by Committee Member Marybeth Vergara. The Minutes were approved as corrected. III. OLD BUSINESS: IV. NEW BUSINESS: Request for 30-Minute Time –Limited Parking Spaces on the east side of Downey Avenue between Firestone Boulevard and 2nd Street Mr. Norris emphasized to the committee that: MEMBERS PRESENT: CITY STAFF PRESENT: Patrick Owens, Dist. 1 Mohammad Mostahkami, Director of PW Marybeth Vergara, Dist. 1 Ed Norris, Deputy Director of PW Kent Halbmaier, Dist. 2 Dan Muller, Principal Civil Engineer Joan Frey, Dist. 3 Judith Silva, Management Analyst Hector Beltran, Dist. 3 Gigi Rodriguez, Engineering Div. Secretary Blanca Pacheco, Dist. 4 OTHERS PRESENT: Don Lamkin, Dist. 5 Jerry Andrews Maria Lourdes Cotaya, Dist. 5 Brian Andrews MEMBERS ABSENT: Business Owners/Tenants on Downey Avenue between Firestone Blvd. and 2nd Street Patricia Kotze, Dist. 2- excused Donald Cuevas, Dist. 4- absent MINUTES OF THE PUBLIC WORKS COMMITTEE March 20, 2014 Page 2 1) This item only involves the east side of Downey Ave. between Firestone and 2nd Street. 2) Involves only four businesses. 3) City will be conducting a comprehensive parking study of the downtown area. The Public Works Committee recommends to the City Council the installation of four 30- minute time-limited parking zones along the east side of Downey Avenue between Firestone Boulevard and 2nd Street, specifically 11116, 11120, 11134 and 11136 Downey Avenue. This is based on the follow up investigation of the item from last month. Staff polled the businesses on the east side as to exactly what preference they have for time limited parking. Based on the information received, businesses did prefer 30-minute time limited parking zones. The following were discussed: 1. The Locker Room requests a 30-minute zone. 2. Need more parking supply, particularly for the employees. 3. How will the green zones be enforced. 4. Will a parking study be conducted of the downtown area? 5. One Day Dry Cleaners would like a loading zone for deliveries (yellow zone). 6. Mambo Grill – 2nd and 3rd Streets are being used for freight loading/unloading already. 7. Jorge Villa (Porto’s) – freight loading/unloading zone on 2nd Street is a good idea. Can angled parking be installed on the eastside of Downey Avenue? 8. Is the parking structure owned by the City? If so, this should be better advertised to the public (Mambo Grill) 9. The parking structure should have restricted parking. Committee Member Owens suggested to table the item and redirect staff to do the following: 1. Study a freight loading/unloading zone on 2nd Street 2. Implement three time-limited parking (“green”) zones along the east side of Downey Avenue between Firestone Blvd. and 2n Street. 3. Increase enforcement Committee Member Pacheco asked would the mixing of the “green” zones with the 2-hour spaces be confusing to the motorists? Committee Member Halbmaier feels comfortable with four (4) “green zones. Committee Member Vergara inquired, can “green zones be installed on a trial basis to MINUTES OF THE PUBLIC WORKS COMMITTEE March 20, 2014 Page 3 evaluate their effectiveness? Committee Member Beltran stated that a study of the downtown may miss the objective. Committee Member Vergara suggested perhaps Porto’s can offer incentives to walk to and from their establishment. Committee Member Frey suggests four green zones two on either side of the walkway. Committee Member Lamkin made a motion to recommend the installation of four 30 minute parking zones at the following locations: 11116, 11120, 11126, 11130 Downey Avenue, three 2-hour zones on the south side from the walkway, and three two-2 hour parking zones on the north side of the walkway. The motion was seconded by Committee Member Beltran. The following vote was unanimous in favor thereof. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS Vice Chair Frey made a correction from last month’s meeting and stated that it was not the green arrow timing but the northbound Lakewood left turn pocket going west on to Gallatin Road that is too short causing the Lakewood northbound traffic to back up. Committee Member Vergara followed up downtown parking issues as follows: enforcement, cleanliness, way finding signage and comprehensive downtown parking study. Mr. Halbmaier commented that Public Works week is coming soon and that the committee would be happy to participate in the celebration. VI. STAFF COMMUNICATIONS Mr. Norris introduced Mr. Mohammad Mostahkami to the committee as the new Director of Public Works. Mr. Norris highlighted on the following: 1) Keep Clears on Florence Avenue and Arrington Avenue will be repainted. 2) Look at way finding signs guiding motorists to the parking structure. 3) Mock-up shuttle has been moved. VII. NEXT MEETING: April 17, 2013 The Public Works Committee meeting was adjourned at 6:02 P.M.
