HomeMy WebLinkAboutMinutes-11-15-88-Adjourned Regular Meeting BOE-DUSD85�3 MINUTES OF THE CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY JOINT MEETING WITH BOARD OF EDUCATION, DOWNEY UNIFIED SCHOOL DISTRICT ADJOURNED REGULAR MEETING NOVEMBER 15, 1988 The City Council/Community Development Commission of the City of Downey held an Adjourned Regular Meeting in joint session with the Downey Unified School District at 5:30 p.m., November 15, 1988, in the second floor Training Room of the Downey City Hall, Mayor/Chairman Robert G. Cormack presiding. Grace E. Horney, President of the Board of Education, called the meeting to order for the Downey Unified School District PRESENT: Council Members/Commissioners: Robert G. Cormack Mayor/Chairman Randall R. Barb Mayor Pro Tem/Vice-Chairman Roy L. Paul Barbara J. Hayden (arrived 5:40 p.m.) Diane P. Boggs Board of Education Members: Grace E. Horney President/ Board of Education Margo Hoffer Vice President, Board of Education Donald E. La Plante D. Mark Morris Robert E. Riley, D.D.S. Walter S. Temple Mary Tesoriero ALSO PRESENT: Don Davis, City Manager/Executive Director Jenny Young, City Clerk/Secretary Peter Thorson, City Attorney Robert Brace, Civil Engineer James R. Jarrett, Director of Community Services Bonnie Kehoe, Recreation Division Manager Edward A. Sussman, Ed.D., Superintendent of School District The Community Development Commission recessed at this point. COMMUNITY SWIMMING POOL A report dated November 15, 1988 from the office of the City Manager by James R. Jarrett, Director of Community Services, entitled "Community Swimming Pool - Completed Construction Plans" was submitted with the recommendation: Approve final construction plans for the Downey Community Swimming Pool Project as presented. A revised Final Construction Cost Estimate was distributed. Nachi Madhavan, Project Manager for Rowley International, summarized the Cost Estimates. He pointed out that the original estimates were over budget and the Revised Estimates include Alternates A, B, C, D, and E, which will be part of the bid package. It is hoped that due to interest in this project, the entire package can be done within the budgeted estimate. School Board Member Morris indicated a preference to do the total project and mentioned that consideration should be given to additional funding if required. Mr. Keith Fuchigami, AIA, Project Architect with Parkin Architects, presented the architectural plan and showed showed samples of materials and colors to be used. A nine picture schematic was shared which showed the various uses of the proposed pool. It meets the United States Swimming Competition requirements and requirements for high school swimming competition. City Council/Community Dev. Minutes 11/15/88 (Adj.) -1- 0U It was clarified that this building as proposed would not be conducive to expansion. General discussion included concern relative to metal roofing; sufficient number of public restrooms; a second exit (meets Downey Municipal Code with one exit); that lockers could be added later (designed for sixteen feet); the method of bagging and checking for the public; that walls would be treated for graffiti problems; recessing of lighting and telephone fixtures; whether the location to Brookshire Avenue would attract trash; ample security lighting; height of raised grassy areas; type of grass (sturdy suggested); the possibility of expanding the gate size to allow for movable bleachers; and visibility into the pool for security reasons. Mr. Ron Kolar was recognized and thanked for his generous contribution toward this project. NOTION BY CITY COUNCIL AND DOWNEY UNIFIED SCHOOL DISTRICT There was a unanimous vote of the City Council of the City of Downey and of the Downey Unified School District to approve the final construction plans for the Downey Community Swimming Pool Project as presented. Council Member Boggs qualified her vote stating she was not entirely happy with the floor plan of the dressing room and the metal roof design. Council and School Board Members urged immediate submission to the State Architect office. President of the School Board Horney recessed their meeting to be reconvened in the Board Room of the Gallegos Administration Center, 11627 Brookshire Avenue, Downey, to continue their Agenda. At 6:30 p.m., the Community Development Commission reconvened and Mayor/Chairman Cormack announced the City Council/Community Development Commission are recessing to closed session to discuss Government Code Section 54956.9, one Subdivision (b) matter; and Section 54957.6 - personnel.
