Ralph, Director of Public Works Robert Brace, Civil Engineer Jim Child, Superintendent - Physical Services William Makshanoff, Building Official Richard Redmayne, City Engines William Sumner, Fire Marshal Ed Velasco, Housing Manager Ronald Yoshiki, City Planner Soot Yotsuya, Assistant to the City Manager Judy McDonnell, Deputy City Clerk C IDSE D SE=C N At 4:02 p.m., Mayor/Chairman Cormaek announced the Council/Commission is recessing to closed session to discuss Govern➢erlt Code Section 54956.9, one Subdivision (b) matter. The meeting recessed at 4:02 p.m. and reconvened at 4:12 p.m. with all Council/Commission Members present (Council Member/Commissioner Paul arrived at 4:05 p.m.). APPENL, Tan'AT VE PARCEL MAP NO. 20196, 7532-50 FIRESTC14E BOUIEVARD It 4ras moved by Council Member Barb, seconded by Council Member Boggs, and unanimously carried (5-0) to set the hearing for 7:30 p.m., November 22, 1988, in the Council Chamber of the Downey City Hall. CAPITAL IMPROVEMENT PROGRA14 Bl7= MR FISCAL YEAR 1988-89 Mr. Ralph narrated a slide presentation of various locations in the City slated for repair of sidewalks, curbs and gutters, slurry seal, and alleys, and proposed left -turn signals on Florence at Fairford and Imperial at Smallwood. He mentioned staff is not recommending a left -turn signal on Downey at Firestone because there does not appear to be a significant traffic problem. Mr. Ralph discussed the need for a new generator at the Downey Theatre to replace the back- up batteries, as well as concrete repair and other improvements at the Public Works Yard. Mr. Ralph then reviewed the funding for each of the proposed Capital Improvement Projects contained in a memo to Council entitled "Capital Improvement Budget FY 1988-89 - Review of Projects." It was moved by Council Member Boggs, seconded by Council Member Paul, and carried by a 3-2 vote (Council Members Cormack, Hayden voting No) that the left - turn signal at Downey and Firestone be removed from the Capital Project Listing and Status Report. Council/Community Dev. Comm. Minutes 11/2/88 (adj.) -1- Mr. Ralph discussed the possibility of proceeds from the sale ,of Prop A Funds, FAD Funds, or Gas Tax Funds that have not been committed or budgeted to fund the left -turn signals at Smallwood/Imperial and Florence/Fairford. It was moved by Council Member Boggs, seconded by Council Member Paul, and carried 5-0 to budget the Gas Tax Unobligated Fund Balance (Fund 26) in the amount of $80,000 and $40,00 for the signals at the dons of Imperial/Smallwood and Florence/Fairford. It was moved by Council Member Paul, seconded by Council Member Boggs, and unanimously carried 5-0 to request bids for consultant services for signals at the dons of Imperial/Smallwood and Florence/Fairford. It was moved by Council Member Barb and seconded by Council Member Paul that — the projects be defined specifically prior to the end of the Budget period and before the Budget is carried over to the next fiscal year. (The second was later withdrawn.) The Council stressed the need for specifics concerning projects contained in the Budget. Council Member Barb requested specific plans for the Public Works Service Yarn improvements. R#1asis was placed on the need for Civic Center signing. Council Member Paul requested a priority list of areas needing improvement. Director of Public Works Ralph continued with his review of the Budget, after which c= uuity Services Director Jarrett reviewed the projects contained in the community services portion of the Budget. It was moved by Council Member Paul, seconded by Council Member Boggs, and carried 5-0 to approve the 1988-89 Capital Improvements Budget, as presented (see amended motion). It was moved by Council Member Barb, seconded by Council Member Hayden, and carried 4-1 (Council Member Boggs voting No) to amend the foregoing motion to add that staff prepare a detailed report (to be submitted to Council prior to consideration of the next Budget) relative to specific use of the following Capital Improvement Funds: (1) 40-13008, Civic Center Signage (General Fund). (2) 21-17132, Service Yard Modifications (General Fund). (3) 40-13010, Underground Tank Analysis (General Fund), (4) 51-18626, Refurbish Water Yard (Water Fund). (5) 51 , Well site construction (Water Fund). Council Member Paul stated for the record his objection to $1.4 million for the ]akewood median, noting priorities for traffic signalization, pedestrian safety, and traffic flow. Council Member Barb requested future City Council review of the policy regarding expenditures of budgeted funds, citing for example construction of the fence at Fire station No 4 on Florence Avenue, which was not approved as part of the Budget.
