The City Council of the City of Downey held a combined Special Called and
Adjourned Regular Meeting at 4:00 p.m., October 12, 1988, in the Council Chamber
of the Downey City Hall, Mayor Robert G. Cormack presiding.

ORAL CICN4MCATIONS - There were none.
At 4:07 p.m., Mayor Cormack announced the Council is recessing to closed
session to discuss Government Code Section 54957.6 - personnel; and pending
litigation pursuant to Section 54956.9, one Subdivision (a) matter, as follows:
Stratford vs. City of Downey - Claim #642; and
Section 54956.9, one Subdivision (b) matter.
The meeting reconvened at 4:52 p.m. with four Council Membe..rs present
(Council Member Paul absent). There was no closed session action to be
announced.
Council Member Paul arrived at 5:00 p.m.
Police Chief Stone summarized his report to the City Manager dated September
30, 1988, entitled 5-YEAR PFWECTION. He related that uninterrupted patrol time
is decreasing.
The Council referenced action taken at the Jame 28, 1988, Council Meeting to
approve six additional Police Officers and an improved communications manications system,
with funding to be recommended by staff and approved by Council.
The Council discussed costs related to the foregoing action and sources of
finding for same. It was clarified there is current authorization to recruit up
to four over approval due to span of time between a vacancy and recruitment and
training processes. It was suggested that by adding four patrol officers and one
sergeant at this time, bringing total strength to 111, the costs of previous
approval could be reduced 1/5.
Council Member Paul clarified that two officers previously assigned to gang
detail would stay in that detail.
Chief Stone confirmed that he could use a sergeant in specialized areas.
It was added that a good portion of the funding required for five positions
could be found in salary savings due to vacancies throughout the City.
Council Members stated the intent to meet the needs of the Police Department
for continued public safety in Downey. They rescinded the action taken June 28,
1988, by the following motion:

It was moved by Conch Member Barb, secorxied by Council Member Hayden, and
unanimously carried (5-0) that with regard to positions authorized June 28, 1988,
(July Budget), to instead give authorization for four sworn officers and one
sergeant who will be placed where the Police Chief feels the greatest need.
It was clarified that this action would result in a net gain of two officers
in patrol since two officers were designated gang patrol. Also clarified was
Council intent to future Councils that needs for public safety be assessed
frequently to guarantee meeting those needs.

Police Chief Stone made an oral report on research to date on a CAD system
for the Police Department. Estimated costs are just short of $.5 million for the
system felt to be the one which would meet the City's needs.
The Council directed staff to continue the research with Council Member Barb
suggesting looking at lease options and grant funds - with the goal that special
projects stand alone.
DARE PROGRAM
Council Member Paul asked, with Council agreement that Chief Store look into
a jointly shared City/School District DARE Program to deal with 8th grade and up.
Council Member Barb indicated the School District is proud of its existing
program -
Chief Stone advised he could have a report back to Council within 90 days.
