Jarrett, Director of Community Services lee Powell, Director of Administrative Services Pete Stone, Police Chief Dennis Chelstrom, Police Captain William Makaonoff, Building Official Rick Nathan, Police Captain Ed Velasco, Housing Manager Jake Wager, Redevelopment Manager Lowell Williams, Finance Manager Robert Williams, Police Captain Ronald Yoshiki, City Planner Soot Yotsuya, Assistant to the City Manager Judy McDonnell, Deputy City Clerk Council Member -Elect Barbara J. Hayden was invited to sit with the City Council during study of the Budget. The POLICE DEPAIMMU BUDGET was reviewed by Police Chief Stone, who noted an increase due to higher costs for replacement of uniforms, as well as four additional officers in order to maintain a 105-member complement in the Department. The Council encouraged an active Neighborhood Watch Program. Mayor Boggs declared a recess from 8:55 a.m. to 9:08 a.m. The meeting resumed with Council Members Cormack, Paul, and Bogs present; Council Members Barb and Santangelo absent. Fire Chief Irwin reviewed the FIRE DEPAIM4E TT BUDGET and commented on Council discussion to raise the Paramedic Transportation fee from $12.00 to $15.00 next March. Mayor Bogs declared a recess from 9:50 a.m. to 9:58 a.m.. The meeting resumed with Council Members Cormack, Paul, and Boggs present; Council Members - Barb and Santangelo absent. Community Services Director Jarrett reviewed the CM4N TY SERVICES BUDGET, noting some increases in each Division, with the exception of the Literacy Grant. Mayor Bogs has received petitions requesting Downey's support of the Rio Hondo Temporary Home for the Homeless located in a building at Metropolitan State Hospital in Norwalk. She proposed $10,000-$15,000 to support this pm. Council Minutes 6/16/88-6/17/88 (adj.) -1- Discussion was held regarding the funding soiree for this organization, as well as other social service organizations that make requests for City contribution. It was moved by Council Member Paul, seconded by Council Member Cormack, and „naimoasly carried to allocate Comminity Development Block Grant Funds in the amount of $15,000 directly to the Rio Hondo Homeless Shelter and $15,000 from another source designated by staff to be sent to the Recreation and Ccmm=ty Services Ctimiission to determine allocation through the application process for social service organizations. Mayor Boggs declared a recess at 10:42 a.m. (to be reconvened on 6/17 at 7,00 A.M.). The meeting resumed at 7:10 a.m., June 17, 1988, in the Second Floor Conference Room of the Downey City Hall, with Council Members Cormack, Paul and Boggs present: Council Members Barb and Santangelo were absent. Council Member -Elect Hayden was also present. Mr. Jarrett gave an extensive review of the TRANSIT BUDGED, noting a slight increase in temporary personnel and putting all drivers on PERS. All drivers are mandated by the State to attend a drivers training program. Mayor Boggs asked staff to look into whether the program should be expanded to more than senior citizen and handicapped transit. Also discussed was use of Prop A Funds for the transit program. Mr. Jarrett was asked to provide Council with a copy of the survey conducted several years ago and to circulate a list of legal uses for Prop A Funds. Community Services Director Jarrett reviewed the Golf COURSE OPERWIONS BUDGEC, noting it is anticipated projected revenue will be up 14 percent more this year than last year. Staff has been meeting with the current operator and looking at makng improvements and renovations to the clubhouse, with thought being given to possibly constructing a new clubhouse. Staff will be coming back to the Council with more information. City Manager Davis reviewed the Auc NrsrsramrON pownON OF TAE CaqDAIITy DEJEIDPMENT BUGET, noting the recruitment process is under way for a Community Development Director. City Planner Yosh ki proceeded to review the ICY DEi7E cum Nr - PLAWING DIVISION BDDGEr, which reflects some savings due to a turn over in staff. Council questioned the time element involved for processing plans through the Planning and Building Divisions. Council Member -Elect Hayden feels there is a need for another person to meet the needs in Planning and Building. Staff was directed to do what it can to reduce the time for processing Plans through plan check and look into funding another person in the Department either through employment or contract basis. in reviewing the 07431NnY DEVEIDFMEW - BUILDING DIVISION BUDGET, Building Official Makshanoff explained staff has been reviewing ways to gener- ate revenues to fund an additional person or consider utilizing overtime to maintain 24-hour inspection requests. Council Member Paul recommended looking into the possiblity of coordinat- ing all ordinances on property maintenance into one ordinance for more effective prosecution of the problems involved. City Manager Davis will be obtaining information from the City Attorney and City Proscutor regarding fines for repeat offenders. Mayor Boggs declared a recess from 8:38 a.m. to 8:43 a.m. The meeting resimned with Council Members Cormack, Paul and Boggs present: Council Members Barb and Santangelo absent. Housing Manager Velasco reviewed the CO!*UUrY DWELOPMENr - BU EDU DIVISION BUDGET, emphasizing that next year's Block Grant Fund allocation will be 5.5 percent less than this year. Council Minutes 6/16/88-6/17/88 (adj.) -2- Mayor Boggs asked staff to do whatever it takes to make Downey a graffiti - free unity. In reviewing the RMEVECOPMFU BDDOEI!, Redevelopment Manager Wager noted reductions and increases over the 1987-88 Budget. Mayor Boggs was excused fran the meeting at 9:53 a.m., at which time Mayor Pro Tem Cormack chaired the meeting. Assistant to the City Manager Yotsuya reviewed the OCMM= AOMW BDDMI!, .indicating there are no changes from last year.
