A study session on the City of Downey Budget for 1988-89 ccmmlen ed at 2:25
p.m. prior to Council Member Paul's arrival, at which time the Adjourned Regular
Meeting was called to order by Mayor Diane P. Boggs.

Council Member -Elect Barba— J. Hayden was invited to sit with the City
Council during study of the Budget.
Mr. Davis gave a presentation of the proposed Budget totaling $47,754,662,
which represents an 11.6 percent increase over last year that is largely
attributed to an increase in proposed capital projects. The General Fund accounts
for 59 percent of the total budget, which includes police and fire protection,
Public works maintenance, and parks and recreation. Mr. Davis discussed a
coaparison made with 11 full service cities of similar population, noting that
Downey ranks ninth, and he enUhasized the goal is to maintain existing service
levels and avoid using reserves. He cemented on major budget issues and revenue
projections and mentioned Capital Projects shows a 42 percent .increase over last
year.
Director of Public Works Ralph reviewed the Public Works Budget.
The need to address the issue of graffiti removal on private property was
discussed. City Manager Davis noted the turn -around time on graffiti removal is
no more than a week unless there is some difficulty, and it is removed more
rapidly when across the street from a school.
Council Member Cormack cited the need to use reinforcements in sidewalk
construction. Staff will provide information as to the cost.
Discussion was held regarding posting Citywide for street sweeping. This
will be brought back at a later date.

Neva Byram, 9813 Guatemala, Chairman of the 'Traffic Committee, inquired about
the possibility of having Citywide street sweeping referred to the Committee for
its recommendation as to aesthetics and expense to the public.
Mr. Ralph said this will came back to the Council by August.
The meeting was recessed from 3:45 p.m. to 3:55 p.m. and resumed with Council
Members Cormack, Raul, and Boggs present; Council Members Barb and Santangelo
absent.
In discussing the Capital Trprovements Budget, Mr. Ralph indicated there will
be a formal presentation, and he suggested approving those projects that are
reappropriations approved by previous Council action and to let all new projects
go.
City Manager Davis reviewed the City Council Budget.
Council Member Paul suggested some investigation into joining the Contract
Cities Association and U.S. Conference of Mayors, which he feels would be
beneficial to a full -service city.
Staff was asked to provide information regarding the costs to join these
organizations, and their function.
The City Attorney Budget was then reviewed. Mr. Davis will be providing
further information regarding diversification of legal services on tort
litigation.
City Clerk Young reviewed the City Clerk Budget. Council Members expressed
concern about the time spent responding to lengthy inquiries of a few individuals
in the community, and it was suggested possibly instituting a program, whereby
citizens would first fill out a card indicating the information they are
requesting. The City Manager was asked to obtain a ruling from the City
Attorney.
The City Manager's Budget was discussed. There were no changes.
Next was a review of the Adnuus native services Budget, which included the
services of a labor negotiator for the bi-annual labor negotiations.
At 4:58 p.m., the meeting was adjourned to 8:00 a.m., June 16, 1988, in the
Second Floor Conference Room of Downey City Hall, for further budget study.
