HomeMy WebLinkAboutMinutes-07-07-87-Reorganization Meeting82'73 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING JULY 7, 1987 The City Council of the City of Downey held a reorganization meeting at 7:08 p.m., July 7, 1987, in the Council Chamber of the Downey City Hall, Mayor James S. Santangelo presiding. PRESENT: Council Members: James S. Santangelo Mayor Diane P. Boggs Mayor Pro Tem Robert G. Cormack Randall R. Barb Roy L. Paul ALSO PRESENT: Don Davis, City Manager Martin J. Mayer, City Prosecutor Jenny Young, City Clerk -Treasurer James R. Cutts, Director of Community Development Ronald Irwin, Fire Chief James R. Jarrett, Director of Community Services William F. Martin, Police Chief Lee Powell, Director of Administrative Services William A. Ralph, Director of Public Works Scot Yotsuya, Assistant to the City Manager Joyce Baker, Executive Secretary The Invocation was delivered by the Honorable Del Clawson. The Flag Salute was led by Kevin Ball and Darren Ball, grandsons of Mayor Pro Tem Boggs. Mayor Santangelo introduced his wife Rosell, his mother and father, and other family members. Mayor Santangelo also asked that Monsignor Young of Our Lady of Perpetual Help be recognized. Mayor Santangelo extended his appreciation on being able to serve as Mayor of the City of Downey for the past year and thanked the community for their support. He thanked the City Council for allowing him to act in this capacity for the past year and for their efforts and support, as well as members of City staff, City employees, and boards and committee members. Mrs. Terry Lambros, Chairman of the Planning Commission, expressed appreciation to Mayor Santangelo for the job he has performed the past year and introduced the following persons who made presentations to him: Mr. Boyd Kifer, Congressman Glenn Anderson's office, presented a Congressional Tribute; Ms. Joyce Saylor, Congressman Augustus Hawkins' office, congratulated Mayor Santangelo for a job well done; Mr. Randy Econome, Wayne Grisham's office, presented a California State Assembly Legislative Certificate of Recognition; Mr. Marcial "Rod" Rodriguez, Mayor Pro Tem of Norwalk, representing Senator Green, presented Resolution of Commendation; Mr. Tom Hageman, L. A. County Supervisor Pete Schabarum's office, presented the Mayor Commendation from County of Los Angeles; Mr. Art Bayliss, Past President of the Downey Chamber of Commerce, presented a Plaque for cooperation and assistance; Mr. Don Gay, Immediate Past President of UNICO, presented a plaque; Mr. George Gordon, President, Downey Board of Realtors, presented a Plaque for outstanding work. Mayor Santangelo introduced Past Mayor and Council Member Scott Temple and his wife Faith; Past Mayor and Council Member Ken Miller; Past Mayor and Council Member Hazel Scotto; and Past Mayor and Council Member Dick Jennings. Council Minutes 7/7/87 (Reorganization) -1- The Mayor's Chair was turned over to City Clerk Young, who declared the 1987-88 office of Mayor open and asked for nominations. It was moved by Council Member Cormack and seconded by Council Member Barb to nominate Council Member Diane P. Boggs as Mayor of the City of Downey. There being no further nominations, nominations were declared closed. The vote was unanimous to elect Diane P. Boggs as Mayor. Mayor Diane P. Boggs was seated and City Clerk Young rotated Council one seat to their left. City Clerk Young relinquished the gavel to Mayor Boggs at this time. Mayor Boggs declared the office of Mayor Pro Tempore open. It was moved by Council Member Santangelo and seconded by Council Member Paul to nominate Council Member Robert G. Cormack as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor Boggs declared the nominations closed. The vote was carried 4-0 (Council Member Cormack abtaining) to elect Robert G. Cormack as Mayor Pro Tempore. Mayor Boggs expressed appreciation to former Mayor Santangelo for the excellent manner in which he performed his duties as Mayor during the past year and presented him with a gavel, tietack, and Certificate in recognition for his term as Mayor for the City of Downey. Mayor Boggs presented a bouquet of flowers to former First Lady Mrs. Santangelo. Mrs. Terry Lambros, Chairman of the Planning Commission, presented former Mayor Santangelo a plaque on behalf of his commission, committee and board appointees. Mr. Don Davis, City Manager, recognized and thanked Alta Duke, Jenny Young, Scot Yotsuya, Barbara Donahue, Ruth Saltman, Sylvia Garcia and Mona Mendoza, for their efforts in coordinating the Mayoral Transition Ceremony. At this time, Mr. Davis recognized Police Chief Bill Martin as this was his last Council Meeting before his retirement. On behalf of City staff, Mr. Davis presented former Mayor Santangelo a scrapbook which depicts his year as Mayor. Former Mayor Santangelo presented a necklace to Mayor Boggs representing her term as Mayor of the City of Downey, as well as a bouquet of roses. Mayor Boggs introduced her mother Fern Coleman, her children and their spouses, her grandchildren, and other family members and friends. Each of the Council Members introduced members of their family and friends present in the audience. The meeting was adjourned at 8:05 p.m, to 6:30 p.m., Wednesday, July 8, 1987, in Joint Session with the Community Development Commission, in the Council Chamber of the Downey city Hall.
