1987
The City Council of the City of Downey held a regular meeting at 7:47 p.m.,
June 23, 1987, in the Council Chamber of the Downey City Hall, Mayor James S.
Santangelo presiding.

— The Invocation was led by Reverend Timothy Smith of the Church of the
Nazarene. The Flag Salute was led by Ms. Pat Gomez, incoming President of the
Downey Chamber of Commerce.
PRESENTATIONS
Mayor Santangelo read in full a Proclamation recognizing Imperial School,
recipient of the "Distinguished School Award." Mr. Dick Edwards, Principal of
Imperial School, and Shirley Nelson, Administrative Assistant, accepted the
framed Proclamation on behalf of the School.
Certificates of Appreciation were presented to Devon Gallegos, Gallatin
School; Alicia Hidalgo, Williams School; Shannon Jamieson, Rio Hondo School;
Stacie Garcia, St. Raymond's School; and Phillip Hsu, Rio Hondo School; as
Winners of the DART Essay Contest/Recycling Drive. Council Members and the City
Manager read the essays, and the young people were presented Savings Bonds by
Mr. Delphin Esquera, Lions Club President. Mr. Marshall Louis of Western
Pacific Pulp & Paper brought a bicycle as the First Place award. Also presented
Certificates of Appreciation were the Judges, Bonnie Kehoe, Victoria Jenkins,
Lillian Hay, Tamra Plaga, and Janet Clark. Pictures were taken.
Certificates of Appreciation were presented to the Winners of Eagle Forum's
Bicentennial of the Constitution Essay Contest. First Place winner, Benis
Babusis, and Second Place winner, Rose Ann Yager, read their essays in full.
Third Place winner, Teresa Morelock, was unable to attend. Pictures were taken.
HEARINGS
Mayor Santangelo opened the hearing on General Plan Amendment 87-2 and Zone
Change Case No. 237 regarding properties at 11027-29-33-43-49-53 and 11105-11-13
Old River School Road, which was continued from the meeting of May 26, 1987.
Mr. Cutts, Community Development Director, showed slides and reviewed the
staff report.
City Clerk Young confirmed that no correspondence had been received on this
matter. The Proof of Publication was affirmed at the previous meeting.

Mayor Santangelo asked if there was anyone in the audience who wished to
speak for or against this General Plan Amendment and Zone Change case. There
were none.
It was moved by Councilman Cormack, seconded by Councilwoman Boggs, and
unanimously carried to close the public hearing.
Council discussed this request relative to zoning of surrounding area, con-
dition of existing structures, impact on business now at the corner, economics
of remodeling substandard structures, and preservation of R-1 in Downey.
RESOLUTION NO. 4887
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING A PORTION OF THE GENERAL PLAN OF LAND USE MAP
GENERAL PLAN AMENDMENT 87-2
The Resolution was read by title only. It was moved by Councilwoman Boggs,
seconded by Mayor Santangelo, and carried 3-1-1 (Councilman Cormack voting no;
Councilman Barb absent) to waive further reading and to adopt.
ORDINANCE NO.

AMENDING THE CITY'S OFFICIAL ZONING MAP ADOPTED BY
SECTION 9106.06 OF THE DOWNEY MUNICIPAL CODE
(ZONE CHANGE CASE NO. 237)
The Ordinance was read by title only. It was moved by Councilwoman Boggs,
seconded by Councilman Paul, and carried 3-1-1 (Councilman Cormack voting no;
Councilman Barb absent) to waive further reading and to introduce.
ORAL COMMUNICATIONS - Items not on Agenda: There were none
CONSENT CALENDAR
Councilman Paul asked that Agenda Items VI-E-1, Water Improvement Bonds;
and VI-F-10, Resolution approving Fiscal Year 1987-88 Salaries and Benefits for
Management, be removed for discussion.
Mayor Santangelo asked that Agenda Item VI-E-2, Agreement for 1986-87 City
Loan to Community Development Commission, be removed so that he may abstain.
Minutes: Adjourned Regular Meeting, June 9, 1987; and Regular Meeting,
June 9, 1987: Approve.
Cash Contract #SS-400, Gallatin Road - North Side Widening, Paramount
Boulevard to 400 Feet Westerly: Approve extra work in the amount of
$346.00; accept the improvements constructed; and accept maintenance
responsibility: Approve.

Fire Education Specialist: Change present position in Fire Department
titled "Administrative Assistant/Fire Education Specialist" from a full-
time position to a part-time (contract) position; and that the part-time

ORDINANCE NO. 851
AN ORDINANCE OF THE CITY .COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 2410 (a) OF THE DOWNEY MUNICIPAL CODE
RELATING TO THE TRAFFIC COMMITTEE
The Ordinance was read by title only. It was moved by Councilwoman Boggs,
seconded by Councilman Cormack, and carried 4-0 (Councilman Barb absent) to
waive further reading and to adopt.
ORDINANCE NO. 852
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SPECIFIC PLAN SP-85-1 FOR RANCHO LOS AMIGOS
PARCEL "A"
The Ordinance was read by title only. It was moved by Councilwoman Boggs,
seconded by Councilman Cormack, and carried 4-0 (Councilman Barb absent) to
waive further reading and to adopt.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
DECLARING A MORATORIUM ON THE ESTABLISHMENT OF MOTELS
IN THE CITY OF DOWNEY UNTIL A STUDY IS COMPLETED AND
ZONING REGULATIONS DEVELOPED FOR SUCH USE; SAID
ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE
PURSUANT TO SECTION 511 OF THE DOWNEY MUNICIPAL
CHARTER AND SECTION 65858 OF THE GOVERNMENT CODE
Mayor Santangelo relinquished the gavel to Mayor Pro tem Boggs and
abstained from participation in this item.
There not being a 4/5 vote, it was moved by Councilman Cormack, seconded by
Councilman Paul, and carried 3-0 (Mayor Santangelo abstained; Councilman Barb
absent) to continue this Ordinance to the regular meeting of July 14, 1987.
The gavel was returned to Mayor Santangelo.

ADMINISTRATIVE REPORTS
Report on City Design Review Board/Board of Building Appeals
It was moved by Councilwoman Boggs, seconded by Councilman Cormack, and
carried 4-0 (Councilman Barb absent) to continue the Report to the meeting of
July 14, 1987.
Proposal and Estimated Budget for City's Celebration of the Bicentennial
of the U. S. Constitution
Council discussed support of this proposal with some reservations as to the
cost of celebrity musical entertainment.
It was moved by Councilman Cormack, seconded by Mayor Santangelo, and
carried 3-1 (Councilwoman Boggs voted no - Councilman Barb absent) to approve
the recommendation as presented within direction to staff to be as conservative
as possible on the celebrity entertainment portion of the program.
ITEMS REMOVED FROM CONSENT CALENDAR
Water Improvement Bonds - Selection of Bond Counsel
Councilman Paul asked whether the $30,000 fee of Orrick, Herrington &
Sutcliffe is a solid bid. Staff answered in the affirmative.
It was moved by Councilman Paul, seconded by Councilman Cormack, and
carried 4-0 (Councilman Barb absent) to approve the firm of Orrick, Herrington &
Sutcliffe to serve as bond counsel on the City's Water Improvement Bond Program.

1986-87 City Loan to Community Development Commission
It was moved by Councilman Cormack, seconded by Councilwoman Boggs, and
carried 3-0 (Mayor Santangelo abstained - Councilman Barb absent) to adopt
Operative Agreement #11 loaning the Community Development Commission $345,000
representing expenditures of the 1986-87 fiscal year.
Cost of Living Salary and Benefit Adjustments - Management and
Confidential/Exempt Employees
With the concensus of Council, Councilman Paul asked that Exhibit "B" be
amended to include adding a ten-year vesting provision in the retiree medical
annuity.
RESOLUTION NO. 4899
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ESTABLISHING SALARY AND BENEFIT ADJUSTMENTS FOR
EXECUTIVE MANAGEMENT, MIDDLE MANAGEMENT AND
CONFIDENTIAL EXEMPT EMPLOYEES
It was moved by Councilman Paul, seconded by Councilman Cormack, and
carried 4-0 (Councilman Barb absent) to waive further reading and to adopt
Resolution No. 4899 as amended above.
OTHER BUSINESS - Staff Members
Mr. Davis stated he has directed staff to review current ordinances regard-
ing dangerous animals and, in particular, where Pit Bull Terriers fit into City
regulations.
OTHER BUSINESS - City Council
Councilman Paul asked that the Campaign Sign Ordinance be placed on an
Agenda for discussion and possible recommendation to the City Attorney as to
enforcement provisions and possible penalties to offending parties.
Councilman Paul stated he would be interested in the use of City facilities
for an "Open Forum Meeting" to be held every two -to -three months.
Councilman Paul indicated he has received a threatening phone message dated
June 17, 1987, and would like citizens to be aware that this type of thing comes
from about four people in the community.
Councilman Cormack inquired about status of Anti -Porno Regulations.
Councilwoman Boggs also mentioned threatening calls.
Councilwoman Boggs asked about the status of City-wide Street Sweeping and
Posting of same.
Councilwoman Boggs requested an update on Graffiti Removal, especially as
it relates to Caltrans' jurisdiction.
Councilwoman Boggs also requested an update on Newsrack Regulations.
Mayor Santangelo requested a report on impact of the existing Code regard-
ing replacement of structures after 50 percent is destroyed by fire.
ADJOURNMENT: 9:35 p.m.
The meeting was adjourned to 7:00 a.m., Monday, July 6, 1987, in the
Council Chambers of the Downey City Hall, for the purpose of Closed Session.
